All Ayes. Motion carried. Minutes for April 21, 2014 City Council Meeting Klein made motion, Bronk seconded, to approve the minutes for the City Council meeting on April 21, 2014 as presented. All Ayes. Motion carried. Minutes for April 24, 2014 Metro Cities Meeting Petryk made motion, Klein seconded, to approve the minutes for the Metro Cities meeting on April 24, 2014 as presented. All Ayes. Motion carried. Minutes for April 26, 2014 Kidz `n Biz Festival Bronk made motion, Klein seconded, to approve the minutes for the Kidz `n Biz Festival on April 26, 2014 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Haas seconded, to approve the agenda as presented. All Ayes. Motion carried. Remembrance of Sergeant Joe Bergeron On May 1, 2010, a Hugo resident and Maplewood Police Department Sergeant Joe Bergeron was killed in the line of duty. At its May 2, 2011 meeting, the Council approved a proclamation Hugo City Council Meeting Minutes for May 5, 2014 Page 2 of 8 proclaiming May 1 st as Joe Bergeron Day in the City of Hugo. The Mayor asked Sheriff Bill Hutton to lead the group in a moment of silence to remember Sergeant Joe Bergeron. Washington County Sheriffs Office Annual Report — Sheriff Bill Hutton Commander Cheri Dexter and Sergeant Wayne Johnson attended this meeting with Sheriff Hutton who presented the 2013 Washington County Sheriff's Department Annual Report. Hutton talked about the 244 full time employees and volunteers in the department. The Sherriff s office consists of seven divisions that provide services to Hugo residents in addition to the seven deputies who patrol Hugo. Hutton provided statistics on crime, gun permits issued, ICR (Initial Complaint Reports), citations issued, foreclosure sales, and motor vehicle accidents. Sheriff Hutton invited everyone to "like" them on FaceBook, where the Department puts information on financial scams and computer/technology crimes. The Sheriff and Council discussed the increase in gun permits and crimes involving narcotics, specifically heroin, which is on the rise. Also discussed was the Yellow Ribbon Network training of Department members to assist veterans who are experiencing difficulties. Commander Dexter explained a training program the department employees participate in to help them assist returning vets. Also discuss was the drug drop-off program, mail theft, and Project Safety, which helps locate the young, elderly, and special needs individuals who lope or experience memory loss. Sheriff Hutton present the Mayor with a Certificate of Completion of the Citizens Academy, which they are continuing to offer. Good Neighbor Days on June 5-8, 2014 - Hugo Lions Club The Hugo Lions Club will hold their annual Good Neighbor Days Festival on June 5-8, 2014 in Lions Park. In the past, the City has co-sponsored the event by waiving the $75 Special Event Permit fee and providing the Washington County Sheriffs Deputies for the event. Lions Members Rusty Pastorius and Paul Neutkens invited everyone to attend the Festival. Paul stated there have been no issues the last few years, and they were not making any changes to the event. The Lions requested the City co-sponsor the event again this year. Haas made motion, Klein seconded, to co-sponsor the event and provide police coverage for the Hugo Good Neighbor Days on June 5-8, 2014. All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Hiring of Six Public Works Seasonal Employees Each year, the Public Works Department hires staff to fill five seasonal positions to perform grounds maintenance duties at all City owned properties. Adoption of the Consent Agenda approved the hiring Shannon Nelson, Summer Trebil-Unzen, Kyle Winberg, and Jason Kuennen as full-time seasonal employees and Marc Smith and Tom Cardinal as part-time seasonal employees to fill a total of five seasonal positions within the Public Works Department. Approve Application for Water Surface Use Permit for Mike Ball on Round Lake On behalf of residents living on Round Lake, resident Mike Ball has made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake and put a water ski jump on the lake. Washington County Sheriff's Department has provided the application form that has been completed by Mike Ball. Adoption of the Consent Agenda approved the application for a water surface use permit for a water skiing course on Round Lake. Approve Application for Water Surface Use Permit for David Strub on Sunset Lake On behalf of residents living on Sunset Lake, resident David Strub has made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake. Washington County Sheriff's Department has provided the application form that has been completed by David Strub. Adoption of the Consent Agenda approved the application for a water surface use permit for a water skiing course on Round Lake. Approve MS 150 Bike Ride through Hugo on June 8, 2014 The National MS Society holds a 150 -mile bike ride from Duluth to the Twin Cities each year in June. The event is a fundraiser with proceeds going to finding a cure for Multiple Sclerosis. As in past years, riders will be heading south through Hugo on Sunday, June 8, 2014. Event organizers have been working with MnDot and have received a permit from Washington County for the use of the Hardwood Creek Trail for this event. Adoption of the Consent Agenda approved the annual MS 150 Bike Ride through Hugo on June 8, 2014. Hugo City Council Meeting Minutes for May 5, 2014 Page 4 of 8 Approve Temporary Liquor License for the Hugo Good Neighbor Days Event The Hugo Lions Club has applied for a Temporary Liquor License for the Good Neighbor Days event to be held on June 5-8, 2014 in Lions Park. The Lions will be selling beer, and there will be a Bloody Mary bar. The City has received the appropriate Certificate of Liability Insurance and the Hugo Fire Department will be checking I.D.s. Adoption of the Consent Agenda approved the Temporary Liquor License for the Hugo Good Neighbor Days Event. Approve Application to Conduct Off -Site Gambling During Hugo Good Neighbor Days Event The Hugo American Legion has applied for a permit to conduct off-site gambling in the form of Bingo during the Hugo Good Neighbor Days Festival on June 5-8, 2014. Adoption of the Consent Agenda approved the application for off-site gambling for the Hugo American Legion. Approve Resignation of Parks Chair Jim Taylor and Advertisement for Vacancy Parks, Recreation, and Open Space Commission Chair Jim Taylor has submitted his letter of resignation effective immediately. Adoption of the Consent Agenda approved the letter of resignation and the advertisement for vacancy. Approve Appointment of Tom Windisch as Chair of the Parks Commission As established by Ordinance, the Chairperson of the Parks Commission is appointed annually by the Mayor with approval of the City Council. Mayor Weidt has appointed Parks Commissioner Tom Windisch to fill the vacant position of Parks Chair created by the resignation of Jim Taylor. Adoption of the Consent Agenda approved this appointment. Approve Resolution for Site Plan for Hugo Senior Housing National Senior Housing Services, LLC, 1849 Orchard Hill Rd, St. Paul, MN 55118, is requesting approval of a site plan for a three story, 99,200 square foot senior housing facility on a five acre parcel. The 100 unit facility will include 29 independent living units, 49 assisted living units, and 22 memory care units. The memory care area on the northwest side of the building will be one story. The proposed site plan is on a proposed lot within the plat for Lavalle Fields. The property is located west of Lions Park with access off of Finale Avenue across from 146th Street. At its April 24, 2014 meeting, the Planning Commission unanimously recommended approval of the resolution for the site plan for the senior housing facility to the City Council. Adoption of the Consent Agenda approved RESOLUTION 2014-13 APPROVING A SITE PLAN FOR NATIONAL SENIOR HOUSING SERVICES, LLC, FOR A SENIOR HOUSING FACILITY ON THE PROPERTY LOCATED NORTH OF 145TH STREET AND WEST OF FINALE AVENUE NORTH. Update on the 2014 Spring Cleanup Event The City of Hugo and Washington County held the Annual Spring Cleanup Event on Saturday, April 26, 2014. Public Works Director Scott Anderson provided an update to the Council stating that the event was very well attended. Washington County Environmental services collected the Hugo City Council Meeting Minutes for May 5, 2014 Page 5 of 8 household hazardous waste, Gene's Disposal collected the trash/garbage, and First State Tire Recycling collected tires. Customers increased by 63% over the 2013 spring cleanup event with 519 customers dropping off household hazardous waste and electronics (65,000 pounds), and 198 customers with trash. This caused long lines and wait times. Scott suggested changes be made in the site layout to increase traffic flow. He also asked Council to approve the inclusion of the solid waste/garbage collection for Hugo residents to Washington County's Fall Household Hazardous Waste Event. Bronk made motion, Haas seconded, to approve including the Hugo Fall Cleanup event to the County's Household Hazardous Event on October 10, 2014 at Hugo Public Works. All Ayes. Motion carried. Update on the Bald Eagle Lake Outlet and Schedule Joint Meetinll with the RCWD City Administrator Bryan Bear provided Council an update on the condition and financing of repairs to the Bald Eagle Lake Outlet. The Hugo Public Works Department has been inspecting the bridge daily. There is an increase of flow due to recent rains, and the road will be closed for rip -rap to be placed there this week to shore up the dam. The cost will be approximately $20,000, and staff had sent a letter to surrounding cities asking for support. White Bear Township and Centerville each committed to contribute $2,500, and Lino Lakes will be considering a $2,500 contribution at their workshop this same evening. Letters were also sent to area legislators and the DNR asking them to elevate the priority of the dam on their lists of dams that need funding through the bonding bill, which will be approved by the time the legislation session ends on May 19th. If the City is successful in receiving funds, there will still be a funding gap. Staff is arranging a meeting to discuss this with County Commissioners, and the Rice Creek Watershed District is requesting a joint meeting of their Board of Managers and the Hugo City Council. The Council directed staff to schedule a meeting with the RCWD for Noon on May 28, 2014 at the RCWD office or the evening of May 29 at City Hall, and a barbeque can be held. Staff will work with the RCWD and recommend a date at the next meeting. Weidt made motion, Klein seconded, to direct staff to schedule a meeting with County Commissioners to include Weidt and Petryk with Haas being the alternate should one of them be unable to attend. Discussion on Trail Development Policy At the goal setting session of February 18, 2014, the City Council gave their support for the Parks Commission to create a Trail Development Policy to help evaluate missing trail connections. The Parks Commission discussed a policy at their meeting of March 26, 2014 and identified possible criteria that would help determine priority of possible trail projects. At their meeting of April 23, 2014, the Parks Commission recommended approval of the Trail Development Policy. Parks Planner Shayla Syverson presented the policy to the Council. Discussion on Irish Avenue Park Planning At the goal setting session on February 18, 2014, the City Council gave their support for the Parks Commission to put together master plan development guidelines for Irish Avenue Park. The Parks Commission discussed a possible process at their meeting of April 23, 2014 which included inviting residents to participate. A visual preference survey would be conducted to identify a general vision for the park as well as identify its future uses. The Parks Commission recommended that the City Council approve a public meeting to be held in June to receive feedback from Hugo residents on Irish Avenue Park. Petryk made motion, Klein seconded, to schedule a meeting for Wednesday, June 11, 2014 at 7 p.m. to discuss Irish Avenue Park planning with area residents. All Ayes. Motion carried. Discussion on Concession Stand at Hanifl Fields At their March 26, 2014 meeting, the Parks Commission expressed an interest in operating the concession stand at Hanifl Fields. The general plan for the concession stand would be to create a staff position to run the stand and cover costs with merchandise profits. The Hugo Lions Club operated the concession stand in 2011 and 2012 in partnership with the White Bear Lake Soccer Club, but is not interested in continuing the operation. At their meeting of April 23, 2014 the Parks Commission recommended that the City Council approve the operation of the concession stand. Parks Planner Shayla Syverson presented the plan to the Council The Council discussed parent participation in running the concession stand as well as other community organizations that may be interested. They also talked about the lack of interest from the Lions and soccer clubs. Haas stated that the City typically does not subsidize things that can't stand on their own. The Council agreed that it would not be profitable, and there was no action taken. Update on April 26, 2014 Kidz In Biz Festival Over 450 kids attended the 9th annual Kidz `N Biz Fest held on Saturday, April 26 at Oneka Elementary. The Hugo Business Association coordinates the event as a way for local businesses to connect with families. This year, 36 businesses participated, which is an increase from the two previous years. The Hugo Good Neighbors Food Shelf collected food and cash donations. Johnson and Turner supported Kiz `N Biz by sponsoring the game prizes. WSB sponsored the "Family Fun Stage." Weidt thanked all the sponsors of the event. Hugo City Council Meeting Minutes for May 5, 2014 Page 7 of 8 Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council the recent activities of the City of Hugo's Yellow Ribbon Network. Hass stated that many "thanks" were being received from soldiers who received care packages. The Centennial Hockey Association donated $1,500 to the YRN from their gambling proceeds. As mentioned earlier, the YRN was working with Washington County Sheriff's Office Commander Cheri Dexter on training of officers who deal with veterans. The YRN continues to work with Habitat for Humanity in veteran outreach programs. EDA Interviews on May 6, 2014 City Administrator Bryan Bear reminded Council of the interviews for the vacancy on the Economic Development Authority scheduled for Tuesday, May 6, 2014. Interviews will be held in the Oneka Room beginning at 7 p.m. 165th Street and Ingersoll Avenue Proiect Open House on May 7, 2014 City Administrator Bryan Bear reminded Council of the open house to be held on Wednesday, May 7, 2014 in the Council Chambers for the 165th Street and Ingersoll Ave Mill & Overlay Project from 6-8 p.m. Residents will be able to view plan sheets and ask questions of staff regarding the project. This has been posted as a possible quorum of the Council should the Council decide to attend. Joint CC/EDA/PC Meeting on May 8, 2014 City Administrator Bryan Bear reminded Council of the joint meeting of the City Council, Planning Commission, and Economic Development Authority to will be held on Thursday, May 8, 2014 at 7 p.m. at the Rice Lake Centre to discuss the Downtown Development Guidelines and Market Study completed by Maxfield Research. Anniversary Celebration for Health Partners & Children's Clinic on May 20, 2014 City Administrator Bryan Bear informed Council that the White Bear Area Chamber Ambassadors Committee is conducting a special ribbon cutting ceremony to celebrate the one year anniversary of the new Health Partners & Children's Clinic. The event will be held on Tuesday, May 20, 2014 from 3:30-4:00 pm at the Clinic located at 14701 Victor Hugo Boulevard. The Council was been invited to attend. Haas made motion, Petryk seconded, to schedule a meeting for May 20, 2014 to attend the Health Partners & Children's Clinic. All Ayes. Motion carried. Schedule Annual Performance Review for City Administrator Bryan Bear Bryan Bear has been employed with the City since May 3, 2004. Bryan served as the Community Development Director until being appointed the City Administrator on November, Hugo City Council Meeting Minutes for May 5, 2014 Page 8 of 8 7, 2011. Staff requested Council schedule the annual performance review for City Administrator Bryan Bear. Weidt made motion, Klein seconded, to schedule the performance review for May 19, 2014 following the regular meeting of the Council. All Ayes. Motion carried.
