JOINT MEETING WITH THE RICE CREEK WATERSHED DISTRICT
MAY 28, 2014

RICE CREEK WATERSHED DISTRICT PRESENT: Board Members Patricia Preiner,
John Waller, Barbara Haake, Steve Wagamon and Harley Ogata; Administrator Phil Belfiori;
Office Manager Theresa Stasica; District Engineer Mark Deutschman -Houston Engineering
The Hugo City Council met with the Rice Creek Watershed District Board of Managers to
discuss the Bald Eagle Lake Outlet structure. The meeting took place at Hugo City Hall after a
barbeque lunch at noon.
Mayor Tom Weidt called the meeting to order at 12:30 p.m.
Hugo City Engineer Jay Kennedy provided background information and an update on recent
activities. He stated that the ownership of the dam was unclear. The City recently installed rip -
rap to shore up the deteriorating weir wall, and the cities of Lino Lakes, Centerville, and White
Bear Township helped fund it. The cost of replacing the structure is $600,000, with $252,000
being paid for through the MnDOT bridge fund, there is still $348,000 in funds needed. The
construction plans are completed but there have been no permit acquisitions.
The Council and the RCWD Board agreed there was a need to move this project along. The
Council and Board discussed several different possible project partnership options and possible
cost-sharing frameworks. They agreed it was important to include the DNR and Army Corp of
Engineers in any planning process. The Council believed that a joint powers agreement (JPA)
may be one option that could be created between the stakeholders to detail ownership and future
maintenance of the structure.
Council Member Haas informed the Board that the City Council had met with Ramsey County
Commissioner Huffman, Washington County Commissioner Miron, and Anoka County
Commissioner Sivarajah, and they had given their support. The Commissioners stated they
would go back to their Boards and draft a letter or resolution of support.
City Administrator Bryan Bear informed the RCWD that a meeting is being scheduled with the
DNR Commissioner and the three County Commissioners to discuss the structure, and will
notify the RCWD so they may be in attendance.
The RCWD Board requested to see construction plans, inspection reports, and engineering data.
The workshop was adjourned at 1:28 p.m.
