PRESENT: Bronk, Haas, Klein, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan, City Attorney Dave Snyder, City Engineer Jay Kennedy, and City Clerk Michele Lindau Minutes for the August 28, 2014 HBA Business Showcase Klein made motion, Petryk seconded, to approve the minutes for the Hugo Business Association Business Showcase on August 28, 2014 as presented. All Ayes. Motion carried. Minutes for the September 2, 2014 EDA Interviews Petryk made motion, Klein seconded, to approve the minutes for the Economic Development Authority Interviews on September 2, 2014 as presented. All Ayes. Motion carried. Minutes for the September 2, 2014 City Council Meeting Klein made motion, Bronk seconded, to approve the minutes for the City Council meeting on September 2, 2014 as presented. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Bronk seconded, to approve the agenda as amended by removing the update on the Hugo Good Neighbors Food Shelf All Ayes. Motion carried. Hugo Good Neighbor Food Shelf Update — Director Cindy Petty On August 19, 2014 the Hugo Good Neighbor Food Shelf closed on the property they purchased at 15106 Francesca Avenue North in the Peloquin Industrial Park. The Food Shelf's plan is to construct a 1,500 square foot building on this property. Food Shelf Director Cindy Petty is working on the capital funding campaign to raise money for this building. This was removed from the agenda and will be presented at the October 6, 2014 City Council meeting. Hugo City Council Meeting Minutes for September 15, 2014 Page 2 of 5 Approval and Swearing in of Matt Richardson as Engineer and Rick Paul as Probationary Firefighter on the Hugo Fire Department Fire Chief Kevin Colvard recommended Council approve the appointment of Matt Richardson as Engineer and Rick Paul as Probationary Firefighter on the Hugo Fire Department. Haas made motion, Petryk seconded, to approve the appointments of Matt Richardson as Engineer and Rick Paul as Probationary Firefighter on the Hugo Fire Department. All Ayes. Motion carried. Fire Chief Kevin Colvard introduced Matt Richardson, who has been on the Department for several years. At the request of Haas, Colvard explained the role of the Engineer. Fire Chief Colvard swore in Matt Richardson as Engineer on the Hugo Fire Department. Next, Fire Chief Kevin Colvard introduced Rick Paul, who successfully completed all steps to be a Probationary firefighter, and he swore him in. Chief Colvard stated that another agility test will be done this Saturday. He invited the Council to the Hugo Fire Department Open House on October 4 from 11 a.m. — 3 p.m., which will include the fearless firefighter 5K Run. Registration starts at 9 a.m., and at noon there will be a Trick or Treat '/2 mile race for kids. The Mayor called for a short recess. The meeting reconvened at 7:23 p.m. Approval of the Consent Agenda Petryk made motion, Klein seconded, to approve the following Consent Agenda items: 1. Approval of Claims 2. Approve Sale of Surplus AV Equipment All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for City Clerk Michele Lindau Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008. Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time employee beginning May 1, 1999. Adoption of the Consent Agenda approved the annual Hugo City Council Meeting Minutes for September 15, 2014 Page 3 of 5 performance review for City Clerk Michele Lindau. Approve Annual Performance Review for Public Works Worker Paul Christianson The City of Hugo hired Paul Christianson as a Public Works Worker on September 27, 2004. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Paul Christianson. Approve Appointment of Cindy Petty as EDA Commissioner On September 2, 2014, the Council interviewed three candidates for the vacancy on the EDA. After discussion, Council decided to appoint Cindy Petty as the new Commissioner. Adoption of the Consent Agenda approved the appointment of Cindy Petty to the EDA with a term to expire on December 31, 2018. Approve Resolution Adopting Preliminary Tax Levy for 2015 At its August 19, 2014 midyear budget workshop, the City Council listened to a presentation from Finance Director Ron Otkin highlighting revenues and expenditures to date as well as projections for the 2015 fiscal year. It was the consensus of the Council that the 2015 preliminary tax levy provide for no change in the urban tax rate. The total proposed 2015 property tax levy of $5,717,021 keeps the urban tax rate at 36.374% of tax capacity while the rural tax rate will decline by .018%. Adoption of the Consent Agenda approved RESOLUTION 2014-31 APPROVING PRELIMINARY TAX LEVY PAYABLE IN 2015. Approve Pay Request No. 2 from North Valley Paving for 165' Street Project North Valley Paving has submitted Pay Request No. 2 for work done to date on the 165th and Ingersoll Avenue Mill and Overlay Project. City Engineer Jay Kennedy and Senior Engineering Technician Steve Duff have reviewed the request and found it to be satisfactory for work completed. Adoption of the Consent Agenda approved Pay Request No. l in the amount of $142,162.09 to North Valley Paving. Approve Sale of Surplus AV Equipment In October of 2013, the City replaced the Council Chamber Pelco cameras and Panasonic AV mixer with high definition Vaddio cameras and Production View camera controller. LPAV has offered the City $325 for the old equipment. Prior to selling the equipment, the Council must declare the equipment as surplus. Adoption of the Consent Agenda approved the declaration of the old AV equipment as surplus and authorized it to be sold to LPAV for $325 with all proceeds going to the City. Discussion on 145th and Goodview Intersection Study The City received a letter from a resident on 145th Street who is concerned about the need for stop signs at the corner of Goodview Avenue and 145th Street. City Engineer Jay Kennedy explained that approximately two years ago, the City conducted a traffic evaluation there and Hugo City Council Meeting Minutes for September 15, 2014 Page 4 of 5 found it did not warrant a stop sign at the time based on the analysis. Since then, additional homes have been built in the Diamond Point East development and it was felt an additional study need to be conducted. City Engineer Jay Kennedy presented the results of that most recent study. WSB Engineering collected speed and count data and performed an all -way stop warrant analysis. He explained the biggest concern from the residents was the speed of traffic on 145th Street from the Diamond Point East development. A request had been made to consider a three-way stop at the intersection. Kennedy explained that traffic volumes, history of correctible crashes, pedestrian conflicts, and poor sight distance were reviewed, and the intersection did not meet the warrants. Jay explained that this was a high priority neighborhood for capital improvement. Roadway widths and configurations can be evaluated at that time and changes could be made with a street project. Short term recommendations included increased enforcement and installation of driver feedback signage. Haas made motion, Klein seconded, to install driver feedback sign as a short term step and to increase enforcement. Staff was also directed to look at options for long term solutions with the upcoming capital improvements. All Ayes. Motion carried. Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The 7th Annual Welcome Home Pheasant Hunt will be held on Saturday, November 1, 2014, and there are already 100 troops signed up. Lake Area Bank is the Hamburger Night sponsor for September. October's sponsor is the Hugo Business Association. At the December Hamburger Night, certificates of appreciation will be presented. The YRN is considering a five year celebration. Citywide Bus Tour on Saturday, September 20, 2014 City Administrator Bryan Bear reminded Council of the 9th Annual Citywide Bus Tour for Council, Commissions, and residents has been scheduled for Saturday, September 20, 2014. Participants are to meet at Lions Park for a 10 a.m. departure and will return to the shelter at approximately noon for a BBQ lunch. StoryWalk on Saturday, September 27, 2014 City Administrator Bryan Bear informed Council that the Washington County Library will host Storytime and a self -guided StoryWalk on September 27, 2014 at Heritage Ponds Park in Hugo beginning at 10:30 a.m. Families will be able to walk the trail while reading a picture book displayed on posts along the way. Warm beverages will be available for families as they finish the story. Hugo City Council Meeting Minutes for September 15, 2014 Page 5 of 5 Fall Cleanup on Saturday, October 4, 2014 City Administrator Bryan Bear informed Council that the City of Hugo and Washington County will hold Fall Cleanup Day on Saturday, October 4, 2014 from 8 am — noon at the Hugo Public Works Building. Hugo residents are encouraged to take advantage of this opportunity to do their spring cleaning by bringing in their old household items as well as hazardous household products for disposal. A complete list of accepted items can be found on the City website or by contacting Hugo City Hall. Fire Department Open House on Saturday, October 4, 2014 City Administrator Bryan Bear informed council that the Hugo Fire Department will hold their Annual Open House on Saturday, October 4, 2014 from 11:00am - 3:00pm. This event will take place at the Hugo Fire Hall at 5323 140th Street North and will include the Fearless Firefighters Fun Run and several children and adult activities. This event is being held to celebrate Fire Prevention Week, which is October 5-11. Petryk made motion, Bronk seconded, to schedule a meeting for the Hugo Fire Department Open House. All Ayes. Repairs to City Hall Basement City Administrator Bryan Bear informed Council that staff has been dealing with serious water intrusion issues in the basement of City Hall this summer. Building Official Chuck Preisler has been working with contractors to determine the cause of the problem and develop a plan to correct it. Bear said that the work will begin this week, and repairs are expected to cost approximately $40,000, with a portion to be covered by insurance.
