All Ayes. Motion carried. Approval of Minutes for the October 20, 2014 Executive Session Klein made motion, Haas seconded, to approve the minutes for the Hugo City Council Executive Session on November 3, 2014. All Ayes. Motion carried. Approval of Minutes for October 21, 2014 Keystone Place Ground Breaking Haas made motion, Klein seconded, to approve the minutes for Keystone Place Ground Breaking Ceremony on October 21, 2014. All Ayes. Motion carried. Approval of Minutes for the October 22, 2014 Hugo Area Business Association Networking Breakfast Klein made motion, Haas seconded, to approve the minutes for the Networking Breakfast meeting held at the Blue Heron on October 22, 2014. Approval of Minutes for the October 28, 2014 Business Showcase at North Country Auto Klein made motion, Haas seconded, to approve the minutes for the Business Showcase held at North Country Auto, on October 28, 2014. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Building Official Chuck Preisler Chuck Preisler was hired by the City of Hugo as the new Building Inspector on November 29, 2004 and was promoted to Building Official in April 2010. Adoption of the Consent Agenda approved the annual performance review for Building Official Chuck Preisler. Approve Pay Request No. 2 to Arnt Construction for Rosemary Way Street and Utility Proiect Staff received Pay Request No. 2 from Arnt Construction for work done to date on the Rosemary Way Street and Utility Project. Staff reviewed the pay request and found it to be satisfactory for work to date. Adoption of the Consent Agenda approved the pay request to Arnt Construction in the amount of $345,130.44. Approve Proclamation Supporting BearPower At its October 20, 2014 meeting, Council listened to a presentation by Alli Zomer, Project Manager with HealthPartners/Children's Hospitals and Clinics, who explained the community movement to address obesity trends in the U.S. called BearPower. Alli explained that BearPower works through partnerships, local events, and programs to promote healthier Hugo City Council Meeting Minutes for November 3, 2014 Page 3 of 8 lifestyles for kids. Council had directed staff to draft something to support BearPower. Adoption of the Consent Agenda approved the proclamation supporting BearPower. Approve Tobacco License for Truckers Inn Hugo David M. Olson applied for a license to make retail sales of cigarette and other tobacco product at the Truckers Inn Hugo, to be located at 14815 Forest Boulevard (former Super America). Staff has received the appropriate application, fee, and satisfactory completion of the criminal background check. Staff recommends Council approve the Tobacco License for Truckers Inn Hugo. Approve Hiring of Arlo Werner as Compost Site Seasonal Worker Public Works Director Scott Anderson recommended Council approve the hiring of Hugo resident Arlo Werner as a Public Works Department Seasonal Employee to work at the compost site. Mr. Werner would be employed to supervise the compost site for the remainder of the 2014 season. Adoption of the Consent Agenda approve the hiring of Arlo Werner as a Compost Site Seasonal Worker. Approve Auto Dismantling License for Hugo Auto & Truck Parts The City of Hugo received an application for the bi-annual Auto Dismantling License for Mike Brandt, dba Hugo Auto and Truck Parts. As a requirement of the license, City staff conducts annual inspection of the auto dismantling company for compliance with city, county, and state code. On October 21, 2014, Hugo City staff completed the inspection and found it to be in compliance with City Code as well as County regulations. City staff recommends Council approve the bi-annual Auto Dismantling License for Hugo Auto & Truck Parts. Approve SHIP Grant for Speed Signs at Oneka Elementary The City of Hugo applied for and was awarded a $4,999 Active Living Grant from Washington County as a part of the Statewide Health Improvement Program (SHIP). The grant funding will be matched by White Bear Lake Area Schools to install lit speed signs in the reduced speed zone at the entrance of Oneka Elementary School on Heritage Parkway. City Staff will install and maintain the signage. The PTA and Health Committee at Oneka Elementary will promote pedestrian transportation modes for students and staff as well as evaluate the number of students walking and biking as required in the grant work plan. Staff recommends Council approve the SHIP Work Plan and partnership with the White Bear Lake School District. Approve Site Plan for Hugo Good Neighbors Food Shelf —15106 Francesca Ave. At its October 23, 2014 meeting, the Hugo Planning Commission considered the request of the Hugo Good Neighbors Food Shelf for site plan approval for their new building to be located at 15106 Francesca Avenue North. The request is for a 1,500 square foot building on a.58 acre parcel acquired through a Community Development Block Grant administered by Washington County. The Planning Commission unanimously recommended approval of the site plan. Hugo City Council Meeting Minutes for November 3, 2014 Page 4 of 8 Council Member Haas removed this from the Consent Agenda to recognize Hugo Good Neighbor Food Shelf representatives who were in attendance. HBA President Kris Emerson and Director Cindy Petty informed Council they have received $65,000 in donations; $15,000 over their goal thus far. They asked about landscaping and the timing of the certificate of occupancy. City Administrator Bryan Bear explained that a condition of approval required landscaping prior to the issuance of the certificate of occupancy; however, if the building is constructed without the landscaping because of timing, the certificate of occupancy would be granted. Cindy thanked Commissioner Fran Miron for his assistance in receiving the grant money. Mayor Weidt thanked Eric Maas, former City intern and current WSB employee, who assisted the Food Shelf with the project. Haas made motion, Klein seconded, to approve RESOLUTION 2014-35 APPROVING A SITE PLAN FOR HUGO GOOD NEIGHBORS FOOD SHELF FOR CONSTRUCTION OF A BUILDING ON THE PROPERTY LOCATED AT 15106 FRANCESCA AVENUE NORTH. All Ayes. Motion carried. Approve Memorandum of Agreement with Rice Creek Watershed District for Dam The City has been working with several agencies on the repair of the Bald Eagle Lake Outlet. The total cost of the project is anticipated to be $640,000. City has received $252,000 in MnDot Bridge Funds, and at its October 20, 2014 meeting, Council approved the Dam Safety Grant Agreement with the DNR in the amount of $160,000. The remaining cost of approximately $228,000 will be split with Rice Creek Watershed District. At their October 22, 2014 Board of Managers meeting, the RCWD board approved a Memorandum of Agreement between the City of Hugo and the RCWD for the structure repair. Council Member Haas removed this from the Consent Agenda to thank Commissioner Miron for his help and Washington County's support. He also thanked staff and John Waller who has cautioned the City to carefully monitor any permit that is issued because sometimes maintenance requirements get included in the permit. Haas made motion, Klein seconded, to approve the MOA with RCWD. All Ayes. Motion carried. Discussion on Washington County CIP As part of its annual budget process, Washington County prepares a five-year Capital Improvement Plan (CIP). The CIP includes the County's plans for roads, bridges, parks, land, and public facilities. City Administrator Bryan Bear explained that the County is requesting Hugo City Council Meeting Minutes for November 3, 2014 Page 5 of 8 comments on the plan by November 24, 2014. Staff had prepared a draft letter for Council's approval commenting on the County's CIP. City Administrator Bryan Bear had invited Washington County Commissioner Miron and Deputy Public Works Director Wayne Sandberg to the meeting to talk with Council about the CIP. Miron thanked the City for the City -Wide Bus Tour and appreciated the talk about the projects in Hugo that the County will be involved in. He complimented the City of Hugo on recent projects, and he thanked Council Member Petryk for her involvement on the Transportation Advisory Board. He introduced Wayne to talk about projects that are in the County's five-year CIP. Wayne explained the five-year plan, which is fully funded with expected revenues. Funding sources are state aid, gravel tax, federal funds, county program aid, bonds, local contributions, and state grants. Wayne talked about improvements to the Hardwood Creek Trail, County Road 57 pavement, CSAH 7/8 intersection project, and improvements to CSAH 4 from TH 61 to Manning (County Road 15). Also talked about was the future of TH61, which will ultimately become a Washington County highway. Haas asked about the intersection of Highway 96/County Road 15. Wayne explained that it will be a roundabout. It will be funded through a state program, and they were currently working with the state for approvals. Bryan explained that in the draft letter to the County there was a request to move the CSAH 7/8 intersection project forward from 2017 to 2015. There was talk about moving the County Road 57 project forward as well. Commissioner Miron, talked about additional funding and said he appreciated Hugo's support of the wheelage tax. The County will continue to work on polices to invest in roads without using property taxes. He explained that the County continues to work on the economic development strategic plan and the Thrive MSP 2040 plan, which is a tremendous concern because there are policies in the plan that would send resources into the core cities and away from the suburbs. The County is also working on a strategic plan for library services. Klein talked about the lack of high speed internet in the rural area. Miron said the County is just learning about the need for this in many areas. Mayor Weidt thanked Miron for his support of Hugo, and Haas said he appreciated the County's encouragement of economic development with transportation infrastructure improvements. Haas made motion, Klein seconded, to approve the letter to the Washington County Engineer. All Ayes. Motion carried. Hugo City Council Meeting Minutes for November 3, 2014 Page 6 of 8 Discussion on Met Council's Water Demand Prosection Preliminary Results The Metropolitan Council had provided the preliminary water demand projections based on the Thrive MSP 2040 population forecasts. City Engineer Jay Kennedy explained that these projections will be used to update their Master Water Supply Plan, and they are requesting comments by November 20, 2014. Questions being asked by the Met Council were: are the demand estimates reasonable for planning; does the City plan to use the same water sources to meet 2040; and is the City proposing new well fields or intakes? Jay talked about the projected water usage according to the 2030 comprehensive plan, and the 2014 projected and estimated demand. The City of Hugo has had slower growth than anticipated. The Met Council has now estimated a population to be served by water to be slightly under 29,000 with a projected demand of 1.2 billion gallons per year. The 2030 projected demand of 1.5 billion gallons per year was based on a 36,867 population. Jay suggested that one comment to the Met Council could be to base it on the 2030 Comprehensive Plan. Jay also stated that the approved water appropriations by the DNR is 650 million gallons per year that can be pumped from the existing wells. Klein asked what kind of credit the City could get for conserving water. Kennedy replied that it would be difficult to measure, and projections do not take that into account. Staff will continue to reinforce the City's interest in water conservation. Hass asked about what the Met Council could do if we were out of compliance. Bear stated that the Met Council does not regulate water usage but does have authority over regional planning and could use that to control the direction of growth. Kennedy explained that it was an option to respond to the Met Council's questions; but, if the Council choses to, he suggested the Council respond by requesting use of the City's full build- out numbers as shown in the Comprehensive Plan. Kennedy added that the City would need additional wells to meet those demands. Haas suggested we comment on our goal to reduce irrigation by reusing stormwater and explore using surface water to meet our demands. Jay stated he had a clear understanding on how to respond to the Met Council's questions. No formal action was taken. Discussion on the Forest Lake YMCA Mayor Weidt and City Administrator Bryan Bear had met with Forest Lake representatives to learn about the partnership between the City of Forest Lake and the YMCA to construct a facility on property donated to the YMCA by the City of Forest Lake. The property is located on Headwaters Parkway near the Washington County Service Center. During the meeting, the YMCA requested the City financially contribute to the project. City Administrator Bryan Bear provided information on the proposed 50,000 square foot facility. The construction was scheduled to begin before July 31, 2015. He talked about special covenants for Forest Lake residents and incentives that would be given to Hugo residents. All Ayes. Motion carried. Update on the Yellow Ribbon Network Council Member Chuck Haas and Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Haas talked about the success of the 7th Annual Welcome Home Pheasant Hunt held this past weekend. Another hunt will be held for 25-30 more service members on December 6, 2014. The YRN has received check from Bayport American Legion in the amount of $400 for insurance on the track chair. There were 147 burgers sold on Hamburger Night, and he thanked Cindy Petty for the advertising sign. The next Burger Night will be sponsored by Thompson Reuters. Free haircuts are being offered to Veterans on Veterans Day, and every citizen who gets a haircut will get coupon to give to a Veteran. There is a packing event on November 15, and the YRN is looking for Secret Santas to adopt military families. General Election November 4, 2014 and Board of Canvass on November 10, 2014 City Administrator Bryan Bear reminded Council of the General Election to be held on Tuesday, November 4, 2014. Polls are open from 7 a.m. to 8 p.m. Following the General election, Council will meet as the Board of Canvass on Monday, November 10, 2014 to certify the election results. Rice Lake Meadows Neighborhood Meeting on November 10, 2014 City Administrator Bryan Bear reminded Council that a meeting with the residents in the Rice Lake Meadows development is scheduled for Monday, November 10, 2014 at 6:30 p.m. to discuss a potential road improvement project. Metro Transit Park and Ride in Lino Lakes City Administrator Bryan Bear explained that in December, Metro Transit will open two new 300 space park-and-ride facilities near the interchanges of I -35E and Co Rd 14 in Lino Lakes and I -35E and Co Rd E in Vadnais Heights. Routes 275 and 285 will be combined into a restructured Route 275 to accommodate these two new facilities. Overall, these changes will allow Metro Transit to operate a higher level of service in the corridor to serve the growing demand and commute options. However, there will be important service changes for some customers, particularly those parking in Forest Lake or at Running Aces. A Rider Alert has been delivered to customers detailing the changes and info can be found on the Metro Transit website.
