All Ayes. Motion carried. Approval of the Minutes for the Water Resource Community Forum on April 4, 2013 Petryk made motion, Klein seconded, to approve the minutes for the Water Resource Community Forum on April 4, 2013 as presented. Hugo City Council Meeting Minutes for April 15, 2013 Page 2 of 8 Recognition of Sgt. Joe Bergeron On May 1, 2010, Sergeant Joe Bergeron was shot and killed while on active duty. Sergeant Joe Bergeron served with the Maplewood Police Department for 26 years. He lived in Hugo with his wife and twin daughters. Mayor Weidt talked about the bombings at the Boston Marathon that happened this day, April 15, 2013, and thanked all the police, firefighters and rescue workers who rushed in to help. Mayor Weidt called for a moment of silence to remember Sergeant Joe Bergeron and those who were killed and injured at the Boston Marathon. Update on Heart Safe Community At its March 5, 2012 meeting, the Council supported the application for the Heart Safe Community designation in partnership with the White Bear Lake Fire Department. The Heart Safe Community Program is offered by the Allina Hospitals & Clinics, with the support of the American Heart Association, and its aim is to help cities improve the chances that anyone suffering a sudden cardiac arrest will have the best possible chance for survival. Hugo Fire Chief Kevin Colvard, Hugo Quality Assurance Lieutenant Jimmy Roettger, and White Bear Lake Fire Department Quality Assurance Technician/EMT Chris Voss provided the Council an update on the Heart Safe Community designation. Roettger explained the Lake Area Heart Safe Community is made up of Mahtomedi, Hugo, and White Bear Lake. Communities receive the Heart Safe Community designation by developing and implementing a community action plan. Lake Area's goals are to identify, label and map AEDS in the communities; increase CPR awareness training; and be a resource for CPR, AED and heart health initiatives. He outlined their accomplishments during the past year which include training over 1,500 people in CPR. In September 2012, Chris Voss received the Heart Safe Champion Award, and in February, the Lake Area Heart Safe received notification of the state designation as a "Heart Safe Community. The Council thanked them for all their work. Good Neighbor Days on June 6-10, 2013 - Hugo Lions Club The Hugo Lion Club will hold their annual Good Neighbor Days Festival on June 6th —9 1h in Lions Park. In the past, the City has co-sponsored the event by providing the Washington County Sheriffs Deputies for the event. Lions Member Rusty Pastorius presented the plans for the 2013 Good Neighbor Days Festival and requested the City co-sponsor the event as in the past and waive the Special Event Permit fee. He explained here would be bands playing both nights, and the Council discussed how the bands would be situated so noise would not bother the homes adjacent to the park. It was agreed the band music should be projected to the north towards the cemetery. Bronk made motion, Klein seconded, to approve the plan as discussed and waive the Special Event Permit Fee. After discussion, Klein removed his second, and Bronk restated the motion. Bronk made motion, Klein seconded, to co-sponsor the event, approve the plans with the music projected towards the cemetery, and to waive the Special Event Permit fee. All Ayes. Motion carried. Hugo City Council Meeting Minutes for April 15, 2013 Page 3 of 8 Presentation on Communitv Sunborted Agriculture (Immigrant Farmin A presentation was made on community supported agriculture in Hugo by Becky Balk, Department of Agricultural; Susan Stokes, Farmers' Legal Action Group; and Pakou Hang, Hmong America Farmers Association. They are reaching out to the City regarding the Minnesota's immigrant and minority farmers who are in need of land to lease or purchase, preferably long term. The group explained there is an increase in demand for farmland within a reasonable commuting distance from the Twin Cities, there Hmong farmers generally live and market what they grow. They talked about the land in and around the City of Hugo being desirable, and how renting the farmland can provide benefits to the landowner and renting farmer, as well as benefiting the land through their farming methods. They are asking the City for assistance in finding interested property owners who would provide land for farming. Haas made motion, Bronk seconded, to direct staff to act as a convener for a workshop to help connect farmers with landowners who may be interested in leasing their land. All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Parks Planner Shavla Severson On May 11, 2009, the City Council approved the hiring of Shayla Syverson as the Economic Development/Parks Intern, and on May 3, 2010, Council approved promoting Shayla as the new Parks Planner. Adoption of the Consent Agenda approved the annual performance review for Parks Planner Shayla Syverson. Hugo City Council Meeting Minutes for April 15, 2013 Page 4 of 8 Approve Special Event Permit for Blue Heron Outdoor Concerts on June 28 & 29, 2013 The Blue Heron Grill, 14725 Victor Hugo Boulevard North, applied for a Special Event Permit to allow outdoor concerts on June 28 and 29, 2013. The bands will play under an outdoor tent set up in the parking lot adjacent to the building, and will play from 7 p.m. -midnight. Staff has been working with the Blue Heron on the details of the events and finds the event to be well planned. Adoption of the Consent Agenda approved the Special Event Permit for the Blue Heron Grill for outdoor concerts on June 28 and 29, 2013. Approve Renewal of 2 a.m. Liquor License for Blue Heron Grill, Inc. The Blue Heron Grill, 14725 Victor Hugo Boulevard North, has applied to the City for renewal of its 2:00 a.m. closing time. City staff has reviewed the application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the application for a 2:00 a.m. closing time for the Blue Heron Grill Approve Temporary Liquor License for the Hugo Lions Club for Good Neighbor Days The Hugo Lions Club has applied for a temporary on -sale liquor license to serve strong beer during the Good Neighbor Days Festival and for a Bloody Mary bar on Saturday and Sunday mornings of the festival. The Lions have submitted a completed application and proof of liquor liability insurance. Adoption of the Consent Agenda approved the Temporary On -Sale Liquor License for the Hugo Lions Club for the Good Neighbor Days Festival June 6-9, 2013 Approve Advertisement for Historical Commission Associate Members Staff recently met with Historical Commission Chair Kitty Cheesebrow and Commission Member Cynthia Schoonover to discuss the needs of the Historical Commission. Staff is working with them on the purchase of a new computer and upgraded software to use in the organizing and archiving of old photos, documents, and oral histories. The Commission is in need of individuals to use this software and to gather oral histories, as well as participate in other activities of the Commission. Adoption of the Consent Agenda approved the advertisement to fill two associate member positions on the Historical Commission. Approve Appointment of New Deputy Fire Chief Jim Compton Jr. At its March 25, 2013 meeting, the Council accepted the resignation of Deputy Fire Chief Jake Christiansen from the Hugo Fire Department. Fire Chief Kevin Colvard and City Administrator Bryan Bear recently conducted interviews on three firefighters interested in becoming the new Deputy Fire Chief. It was agreed that Firefighter Jim Compton, Jr. was the best candidate for the position. Staff recommends Council approve Jim Compton, Jr. as the new Deputy Fire Chief. Approve Pay Request No. 8 from Municipal Builders for Well House No. 6 City staff has received Pay Request No. 8 from Municipal Builders, Inc. for the construction of Well No. 6. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 8 from Municipal Builders, Inc. in the amount of $17,618.70 for work completed on Well No. 6. Hugo City Council Meeting Minutes for April 15, 2013 Page 5 of 8 Approve Award of Bid for the 145th Street Sidewalk Proiect At its February 25, 2013 meeting, the Council authorized the advertisements for bids for the 145th Street sidewalk reconstruction project. Bids were opened on Wednesday, April 10, 2013. There were a total of eight contractors bidding on the project with the low bidder being Dunaway Construction. Adoption of the Consent Agenda approved the award of bid to Dunaway Construction at a total of $68,088.67 for the reconstruction of the 145th Street sidewalk, west of Highway 61. Approve Award of Bid for the 2013 Dust Control Proiect At its February 4, 2013 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2013 dust control project. Bids were received and opened on March 21, 2013 for this contract. Public Works Director Scott Anderson reviewed the bids and made a recommendation to the Council to award the bid to low bidder Envirotech, Inc. Haas made motion, Petryk seconded, award the bid for the 2013 dust control project to Envirotech, Inc to provide calcium chloride at $.885/gallon. All Ayes. Motion carried. Approve Award of Bid for the 2013 Seal Coating Proiect At its February 4, 2013 meeting, the Hugo City Council authorized City staff to advertise and receive bids for the 2013 seal coat project. Bids were received and opened on March 21, 2013 for this contract. Public Works Director Scott Anderson will review the three bids received and made a recommendation to the Council to award the bid to low bidder Pearson Brothers, Inc. Haas made motion, Bronk seconded, to award the 2013 seal coating project bid Pearson Brothers Inc., in the amount of $118,512.25. All Ayes. Motion carried. Approve Quote for the 2013 Gravel Road Resurfacing Project Quotes were received for the delivery of gravel for the City's gravel road resurfacing project. Public Works Director Scott Anderson reviewed with the Council the quotes received. Scott explained $89,000 was budgeted for the project and the low quote was for $61,327.70. The remaining dollars would be spent on rock for soft spot repairs. Haas made motion, Klein seconded to approve the Quote from MJ Raleigh Trucking for 7.90/ton for the gravel road resurfacing project. All Ayes. Motion carried. Hugo City Council Meeting Minutes for April 15, 2013 Page 6 of 8 Discussion on Water Conservation During its 2013 goal setting session, the City Council approved water conservation efforts as a City focus goal. The Council discussed the establishment of a water conservation committee that would make recommendations concerning water conservation. At the April 10, 2013 Mayor's State of the City Address, Mayor Tom Weidt outlined efforts the City has already taken to conserve water within the City of Hugo and also commented on additional items the Council has discussed implementing. The Council expressed appreciation of residents who have, in the past, brought water conservation ideas to the Council such as a requirement for topsoil in new developments, which has been incorporated into Development Agreements, and rain and soil monitoring sensors for irrigation systems. Other ideas by staff and Council include storm water reuse, changes to water rate structure, promoting water conservation to residents, joining water supplies with neighboring cities, and evaluating the City's watering practices. Bronk made motion, Petryk seconded, to schedule a workshop for discussion on water conservation ideas. All Ayes. Motion carried. Update on Assessment Policy Workshop At its April 1, 2013 meeting, Council approved by a 4 - 1 vote to approve an escrow agreement for a feasibility study for road improvements to construct Rosemary Way between its existing end within Victor Garden's North Village and Everton Avenue. This was done in response to a petition from property owner Len Pratt that included a request to assess the cost of the improvements to the adjacent properties owned by the petitioner. Also at the April 1St meeting, the Council scheduled a workshop for Tuesday, April 9, 2013 to discuss the Assessment Policy, which does not address this type of request. City Administrator Bryan Bear updated the Council on that workshop and explained the outcome was to provide the Planning Commission and Economic Development Authority an opportunity to review and discuss the issue. The Planning Commission will hold a public hearing on April 25, 2013, and the EDA will consider the policy at their May 14, 2013 meeting. Update on the Yellow Ribbon Network Council Members Chuck Haas and Phil Klein updated the Council on the activities of the Yellow Ribbon Network to date. Haas talked about the success of the packaging event. He thanked the Bayport Legion, who purchased $400 in Girl Scout cookies and postage for the care packages. The Bayport Legion will also be donating $3,000 to the Yellow Ribbon Network and Blue Star Moms from meat raffle profits. The next Burger Night is Wednesday, April 24, 2013 at the Hugo Legion and will be sponsored by the Hugo Fire Department. Board of Equalization Meeting on Thursday, April 18, 2013 City Administrator Bryan Bear reminded the Council of the Board of Appeal and Equalization on Thursday, April 18, 2013 from 5:30 p.m. — 7:00 p.m. The meeting will take place in the Oneka Room at Hugo City Hall. Hugo City Council Meeting Minutes for April 15, 2013 Page 7 of 8 Spring Cleanup on Saturday, April 20, 2013 City Administrator Bryan Bear reminded the Council of the annual Spring Cleanup event on Saturday, April 20, 2013 from 8:00 a.m. to noon. The event is held at the Hugo Public Works building from 8 a.m. to noon. Kidz -n -Biz on Saturday, April 20, 2013 City Administrator Bryan Bear reminded the Council of the Annual Kidz -n -Biz Fest on Saturday, April 20, 2013 at the Oneka Elementary School from 11:00 a.m. to 2:00 p.m. Petryk made motion, Haas seconded, to schedule Saturday April 20, 2013 as a meeting of the Council for the Kids `n Biz Festival at the Oneka Elementary School. All Ayes. Motion carried. White Bear Lake School Board Meeting on Wednesday, April 24, 2013 City Administrator Bryan Bear reminded the Council of the White Bear Lake School District Board meeting on Wednesday, April 24, 2013 at the District Office at 6:30 p.m. The purpose of the meeting is to share the results of the Athletic Facility Study. This has been scheduled as a meeting of the Council. Roundabout Open House May 9, 2013 City Administrator Bryan Bear informed Council that Washington County will be holding an Open House for the planned Roundabout at CSAH4/TH61 on May 9, 2013 from 5-7 p.m. at the Hugo City Hall. Haas made motion, Klein seconded, to schedule the Washington County Roundabout meeting as a meeting of the Council on Thursday, May 9, 2013 from 5-7 p.m. All Ayes. Motion carried. Minnesota Outdoor Youth Expo Scheduled for May 18-19, 2013 at Wild Wings City Administrator Bryan Bear informed Council that Wild Wings of Oneka will be holding the 4th Annual MN Outdoor Youth Expo at Wild Wings on May 18-19, 2013. This family event is designed for kids and teens to get outside and meet over 60 outdoor organizations, experts and educators. There are activities at each exhibit for all ages, and most are free. There will also be learning seminars and demonstrations throughout the event. The MN Outdoor Youth Expo is free for children 15 years in age and younger, and $5 for adults. White Bear Lake School Board Meeting on May 13, 2013 City Administrator Bryan Bear informed Council that the White Bear Lake School Board intends to approve the amendment to the Joint Powers Agreement concerning the refinancing of the CSAH8 tax abatement bonds.
