HomeMy WebLinkAbout2013.06.17 CC MinutesMINUTES FOR THE CITY COUNCIL MEETING ON JUNE 17, 2013 Mayor Weidt called the meeting to order at 7:02 p.m. PRESENT: Bronk, Haas, Klein, Petryk, Weidt ABSENT: None ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Jay Kennedy, and City Clerk Michele Lindau Approval of Minutes for June 2, 2013 Christ Lutheran Church Ground Breaking Petryk made motion, Klein seconded, to approve the minutes for the Christ Lutheran Church Ground Breaking Ceremony on June 2, 2013 as presented. All Ayes. Motion carried. Approval of Minutes for June 3, 2013 City Council Meeting Klein made motion, Bronk seconded, to approve the minutes for the City Council meeting on June 3, 2013 as presented. All Ayes. Motion carried. Approval of Minutes for June 6, 2013 Immigrant Farming Open House Klein made motion, Bronk seconded, to approve the minutes for the Immigrant Farming Open House on June 6, 2013 as presented. All Ayes. Motion carried. Haas made motion, Klein seconded, to direct staff to add information on immigrant farming in the next City newsletter. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Petryk seconded, to approve the agenda as presented. All Ayes. Motion carried. Hugo City Council Meeting Minutes for June 17, 2013 Page 2 of 5 Washington County Sheriffs Department Annual Report - Commander Cheri Dexter and Chief Deputy Dan Starry Chief Deputy Dan Starry presented to the Council the Washington County Sheriff's Department Annual Report. Also in attendance were Commander Cheri Dexter and Sergeant Wayne Johnson. Deputy Starry provided an overview of the Sheriff's Office, which employs 238.5 full time employees. He reviewed the statistics, which basically showed a decrease in crime from last year. The Council and the Sheriff's Department discussed their work with the schools, mental health issues, and training with fire departments and medics. The Council complimented Sergeant Wayne Johnson, who has been working in Hugo for the past three years and providing good coverage for the City's tax dollars. Weidt made motion, Petryk seconded, to accept the Washington County Sheriff's Report for 2012. All Ayes. Motion carried. Donation to the Yellow Ribbon Network - Mark Schwope Mark Schwope, Keller Williams Realty, joined the Yellow Ribbon Network (YRN) last year as a business sponsor. He graciously provided/donated all the refreshments for the Sea of Goodwill award ceremony last December. Mark will be presenting a donation to the YRN, but was unable to attend this meeting. Haas made motion, Klein seconded, to table this item until the next meeting. All Ayes. Motion carried. Approval of the Consent Agenda Haas made motion, Klein seconded, to approve the following Consent Agenda items: Approval of Claims Approve Pay Request No. 10 to Municipal Builders, Inc. for Well House No.6 All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Pay Request No. 10 to Municipal Builders, Inc. for Well House No.6 The City has received Pay Request No. 10 from Municipal Builders, Inc. for work on Well House No. 6. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have Hugo City Council Meeting Minutes for June 17, 2013 Page 3 of 5 reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 10 from Municipal Builders, Inc. in the amount of $16,251.67 for work completed on Well No. 6. Approve Hiring of Colin Emans, Amy Wigren, Greg Teece, and Zac Wellner as Probationary Hugo Firefighters Mayor Weidt removed this item from the Consent Agenda. The Hugo Fire Department Hiring Committee had recently completed the hiring process on four applicants. Fire Chief Kevin Colvard has recommended the hiring of Colin Emans, Amy Wigren, and Greg Teece as probationary firefighters on the Fire Department, and Zac Wellner pending successful completion of the Medical Physical. Mayor Weidt stated that there were six new firefighter applicants, and four have passed the exams and tests. He introduced Amy Wigren and her husband Justin, who were in the audience, and congratulated Amy on the appointment. Weidt pointed out that being a member of the Fire Department requires a commitment from the entire family, and he thanked Justin for his support. Weidt made motion, Haas seconded, to approve the hiring of Colin Emans, Amy Wigren, and Greg Teece as probationary firefighters on the Fire Department, and Zac Wellner as Hugo probationary firefighters. He further directed staff to ask the Fire Chief to schedule a time for them to be officially sworn in at a City Council meeting. Ayes: Haas, Klein Petryk, Weidt Abstain: Bronk Motion carried. Discussion on City Transportation Plan Council Member Chuck Haas requested this be put on the agenda to discuss the unconstructed segment of 147th Street east of Oneka Parkway and its inclusion in the City's Transportation Plan. The Council looked at a map of the Corridor Plan showing 147th as being phased with future development and a map in the City's Comprehensive Plan classifying the road as a collector street. Council Member Haas questioned whether constructing this portion of 147th was really necessary and he cited many reasons he felt it was not. When the plan was created, the City was under the assumption the community was going to grow quickly, and development would pay for the road. It is now a financial obstacle for anyone going forward with a plan, making it a hardship for a developer. He noted a portion of the road would go through a swamp making it challenging and very expensive to build. He also stated that the road would be used for cut -through traffic, taking people away from the commercial area of the City. Other Council Members discussed the benefits of the road and were hesitant to remove potential connections from the plan because it was nice to have more than one option from a safety standpoint. Hugo City Council Meeting Minutes for June 17, 2013 Page 4 of 5 Mayor Weidt said it was vital to have the east/west connection and suggested it be reviewed with the next Comprehensive Plan update. He questioned whether the City should be removing planned roads because they hurt development, and suggested that be discussed as part of a development plan. Weidt made motion, Petryk seconded, to wait until the next Comprehensive Plan update to look at the transportation plan. Ayes: Bronk, Petryk, Klein, Weidt Nays: Haas Motion carried. Yellow Ribbon Network Update Council Member Chuck Haas and Phil Klein updated Council on the City of Hugo's Yellow Ribbon Network activities. The next Burger Night is on Wednesday, June 25, 2013 and will be sponsored by Realstar Title/Kim Metzgar. Council Member Haas talked about the book written by Minnesota National Guard Lt. Col. Mark Weber, who was diagnosed with terminal cancer in 2010. Water Conservation Workshop on Tuesday, June 18, 2013 City Administrator Bryan Bear provided a reminder to the Council of the Water Conservation Workshop to be held at Hugo City Hall in the Council Chambers at 5:30 p.m. on Tuesday, June 18, 2013. HBA Business Breakfast on Wednesday, June 26, 2013 The Hugo Business Association will host a Business Networking Breakfast on Wednesday, June 26, 2013 from 7:30 a.m. to 9:00 a.m. The topic will focus on "Tools to Build Your Business". Petryk made motion, Klein seconded, to schedule a Council meeting for Wednesday, June 26, 2013 for the Business Networking Breakfast. All Ayes. Motion carried. Schedule Fire Department Strategic Planning Meeting for Tuesday, October 22, 2013. At its June 3, 2013 meeting, the Council discussed setting a meeting with the Hugo Fire Department leadership team to discuss strategic planning. Council concluded that it was best to wait until late summer/early fall to allow the new leadership team an opportunity to become established. Staff worked with Fire Chief Kevin Colvard to schedule a date.
