HomeMy WebLinkAbout2013.08.19 CC MinutesMINUTES FOR THE CITY COUNCIL MEETING ON MONDAY AUGUST 19, 2013 Mayor Weidt called the meeting to order at 7:00 p.m. PRESENT: Bronk, Klein, Petryk, Weidt ABSENT: Haas ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Jay Kennedy, Finance Director Ron Otkin, Accounting Clerk Anna Wobse, Parks Planner Shayla Syverson, and City Clerk Michele Lindau City Council Meeting on August 5, 2013 Klein made motion, Bronk seconded, to approve the minutes for the City Council meeting on August 5, 2013 as presented. All Ayes. Motion carried. National Night Out/Community Night Out on August 6, 2013 Klein made motion, Petryk seconded, to approve the minutes for the National Night Out/Community Night Out on August 6, 2013, as amended to include Council Member Bronk as present. All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as amended. Add to Administrative Presentations: Dream of Wild Health Invitation All Ayes. Motion carried. Presentation of 2012 Audit Report - Jason Miller, Smith Schafer & Associates Jason Miller from the independent accounting firm of Smith Schafer & Associates presented the Hugo City Council with a recap of the audit of City's finances for the 2012 fiscal year. The Council listened to the presentation from Jason Miller, who stated there were no issues in performing the audit, and he found the City to be very well run. It was noted that a copy of the 2012 Comprehensive Annual Financial Report can be found on the City's website. Petryk made motion, Klein seconded, to formally accept the 2012 City Audit and officially thank staff for doing a great job. All Ayes. Motion carried. Hugo City Council Meeting Minutes for August 19, 2013 Page 2 of 6 Hugo Fire Department Annual Report — Fire Chief Kevin Colvard Hugo Fire Chief Kevin Colvard provided a report on the activities of the Hugo Fire Department in 2012. Chief Colvard stated there were a total of 573 calls for service, and he recapped the types of calls and time of day calls were received. He stated that many of the alarm calls were due to the lack of maintenance on smoke and carbon monoxide detection alarms. The goal of the Department was to reduce those calls through public education. In 2012, the Department spent 1,468 hours on drill training, and has three new recruits who made it through EMT basic training. Chief Colvard also talked about the many community events the Fire Department participated in. Mayor Weidt thanked the Fire Department for their involvement in the search for Ray Novakovic when he went missing on July 21, 2013. Klein made motion, Petryk seconded, to accept the 2012 Fire Department Annual Report as presented by Fire Chief Kevin Colvard. All Ayes. Motion carried. Special Event Permit for Good Neighbor Harvest Fest on September 14, 2013 — Hugo Lions For the past two years, The Hugo Lions Club held a Hugo Hoedown Festival on a Saturday in September. This year, the Hugo Lions are changing the event to the Good Neighbor Harvest Festival and modifying the event to be more family and kid -friendly. Committee Chair Mike Sherrill explained the event will include games for adults and children, a petting zoo, inflatables, beanbag tournament, flea market/craft show, and disk jockey. There will be beer, chili, and hot dogs for sale. The goal is intended to be a fund raiser; however Mike said they would be lucky to break even. Mike requested the City of Hugo waive the Special Event Permit Fee and provide the cost of a Sheriff Deputy, who will staff the event from 3p.m.-close. Weidt made motion, Petryk seconded to co-sponsor the Good Neighbor Harvest Fest event by waiving the permit fee and providing police security on Saturday, September 14, 2013. All Ayes. Motion carried. Tour de Hugo on September, 14, 2013 — Parks Planner Shavla Severson The third annual Tour de Hugo will be held in Lions Park on Saturday, September 14, 2013. There are ride options for all ages and abilities: 6, 24, 32, and 45 miles. Parks Planner Shayla Syverson explained this event will be held prior to the opening of the Harvest Festival with the first ride to start at 8:OOam. Following the ride, riders receive free lunch at the Harvest Fest. The 2013 honorary King of the Mountain is Fire Chief Kevin Colvard, who will emcee the event. Sponsors include: Oneka Chiropractic, Boyd's Promos, Snap Fitness, Postal Credit Union, Lake Area Bank, and Kinder Gardens Child Development Center. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Public Works Worker Matt Klein Public Works Worker Matt Klein was hired by the City of Hugo on August 27, 2012. Adoption of the Consent Agenda approved the Annual Performance Review for Public Works Worker Matt Klein. Approve Final Pay Request Municipal Builders, Inc for Well House No. 6 The City has the final pay request from Municipal Builders, Inc. for work on Well House No. 6. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have reviewed the pay request and found it to be satisfactory for work completed on the project. Adoption of the Consent Agenda approved the final pay request from Municipal Builders, Inc. in the amount of $40,734.98 for work completed on Well No. 6. Approve Temporary Liquor License for the Lions Good Neighbor Harvest Fest on September 14, 2013 The Hugo Lions Club has submitted an application for a temporary liquor license to sell beer at the Good Neighbor Harvest Festival on Saturday, September 14, 2013. Adoption of the Consent Agenda approved the Temporary Liquor License for the Good Neighbor Harvest Fest. Hugo City Council Meeting Minutes for August 19, 2013 Page 4 of 6 Approve Exempt Permit for Lawful Gambling for Matt Clymer Benefit on Friday, October 4,2013 The American Legion Post 620 Auxiliary has applied for an Exempt Permit for Lawful Gambling to conduct raffles at a benefit for Matt Clymer to be held on Friday, October 4, 2013 at the Hugo American Legion Post 620. Matt died from complications related to Grave's Disease and funds raised will pay for funeral expenses and to help his 4 -year old son. Adoption of the Consent Agenda approved the Exempt Permit for Lawful Gambling for the Matt Clymer Benefit. Approve Peter Schmidt as the New Public Works Seasonal Compost Site Employee At its July 15, 2013 meeting, Council listened to concerns regarding misuse of the City owned compost site on 170th Street North. Council approved recommendations made by Public Works Director Scott Anderson to make improvements to the site, install a new sign with Compost Site regulations clearly stated, charge a drop-off fee, and hire a part-time seasonal employee to staff the site. Adoption of the Consent Agenda approved the hiring of Hugo resident Peter Schmidt as the new Public Works Seasonal Employee to work at the Compost Site. Approve proposal from Maxfield Research, Inc. for Update on Downtown Market Study In 2011, the City was awarded a pre -development LCDA grant from the Met Council for the planning for redevelopment of Pete Sampair's property. As part of that grant the Downtown Market Study, completed by Maxfield Research, Inc. in 2005, is slated to be updated. On June 25, 2013, staff met with Maxfield Research, Inc. to go over the items to be updated. Staff has received a proposal from Maxfield that outlines the scope of work to complete the update of the market study. It's in staff's opinion that the proposal meets the goal of what we discussed during our meeting for the update. The total cost of the proposal for the update is $18,500. The LCDA Met Council grant requires 25% match of the total amount they fund. At its August 13, 2013 meeting, the EDA reviewed the proposal and made a recommendation to the City Council to enter into a contract with Maxfield for the update of the Downtown Market Study. Adoption of the Consent Agenda approved the proposal from Maxfield Research, Inc. Yellow Ribbon Network Update Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The YRN recently completed a packaging event and are looking for items for their next event. Burger night is next Wednesday from 5-8 p.m. at the Hugo American Legion. Water Conservation Workshop on Tuesday, August 27, 2013 City Administrator Bryan Bear reminded Council that at their July 1, 2013 regular meeting, the Council scheduled the second water conservation workshop for Tuesday, August 27, 2013 at 7:00 p.m. The first workshop was held on June 18, 2013. Hugo City Council Meeting Minutes for August 19, 2013 Page 5 of 6 Schedule City Hall Staff Appreciation Picnic Sunday, September 15, 2013 At the City Administrator's performance review on May 21, 2013, the Council directed City Administrator Bryan Bear to schedule a staff appreciation picnic. Staff recommends Council schedule the staff appreciation picnic for Sunday, September 15, 2013 at 2:00 p.m. at the Hanifl Shelter to be attended by the families of Council and City staff, Fire Department, Commissions, and interested public. Weidt made motion, Petryk seconded, to schedule a City Picnic for September 15, 2013 at 2 p.m. at the Hanifl Shelter. All Ayes. Motion carried. Washington County Household Hazardous Waste Collection on Saturday, October 5, 2013 City Administrator Bryan Bear informed Council that the Washington County Public Health Department and the City of Hugo will be holding a fall event to collect household hazardous waste. This event will take place on Saturday, October 5, 2013 at the Hugo Public Works Department. Schedule Annual Citywide Bus Tour for Saturday, October 5, 2013 Annually, the City of Hugo holds a Citywide Bus Tour for Council, Commissions and residents who would like to visit areas of interest in the City. Staff recommended council schedule the Citywide Bus Tour for Saturday, October 5, 2013, departing from the Hanifl Shelter at 10 a.m. and returning to the shelter at approximately noon for a BBQ lunch. Bronk made motion, Klein seconded, to schedule the Citywide Bus Tour for Saturday, October 5, 2013 at 10 a.m. at the Hanifl Shelter. All Ayes. Motion carried. Dream of Wild Health Invitation City Administrator Bryan Bear added this to the agenda to inform the Council they have been invited to the Dream of Wild Health Family Feast & Celebration of the 2013 Garden Warriors on Saturday, August 24, 2013 from noon — 3 p.m. at 16085 Jeffrey Avenue North. The Garden Warriors Apprenticeship program provides a safe place for Native teens to learn about their culture, traditional farming, and health, while developing leadership and job skills. This is an opportunity to meet the group in a celebration of native foods. Weidt made motion, Petryk seconded, to schedule the Dream of Wild Health as a Council meeting on Saturday, August 24, 2013 from noon to 3 p.m. All Ayes. Motion carried. Hugo City Council Meeting Minutes for August 19, 2013 Page 6 of 6 Update on National Recycling, Inc. and Executive Session - Litigation Concerning National Recycling, Inc Staff has been monitoring the progress concerning scrap removal at NRI. Council discussed this again at the August 5, 2013 meeting and agreed to give NRI additional time to continuing working on their transition plan. City Administrator Bryan Bear provided an update to the Council stating that staff has been monitoring the site and seeing good progress. Immediately prior to the meeting, staff received an email from Mr. Ford. The Mayor directed staff to follow up on the email. At its July 15 and August 5, 2013 meetings, the Council tabled the executive session. If Council felt it necessary, they could have entered into the executive session.
