All Ayes. Motion carried. August 19, 2013 City Council Meeting Petryk made motion, Klein seconded, to approve the minutes for the August 19, 2013 City Council meeting as presented. All Ayes. Motion carried. August 24, 2013 Dream of Wild Health Petryk made motion, Klein seconded, to approve the minutes for the August 24, 2013 Dream of Wild Health Celebration Feast as presented. All Ayes. Motion carried. The Council thanked Dream of Wild Health for the invitation. August 26, 2013 Water Conservation Workshop Bronk made motion, Klein seconded, to approve the minutes for the August 26, 2013 Water Conservation Workshop as presented. All Ayes. Motion carried. Approval of the Agenda Haas made motion, Bronk seconded, to approve the agenda as amended. Add to Council Presentations: Schedule the Local Board of Appeal and Equalization training on Wednesday, September 18, 2013 at the Government Center in Stillwater as a City Council meeting. Approval of the Consent Agenda Haas made motion, Klein seconded, to approve the following Consent Agenda items: Approval of Claims Approve Special Event Permit for Warrior Dash on Saturday, September 7, 2013 Approve Temporary Liquor License for St. Jude's Children's Research Hospital for Warrior Dash on Saturday, September 7, 2013 Approve Final Pay Request from Dunaway Construction for 145th Street Sidewalk Reconstruction Approve Special Event Permit for Tri -Fitness Run Event on Sunday, September 15, 2013 Approve Donation from Bayport American Legion to the Hugo Fire Department Approve Hiring of Steve Unzen as Seasonal Employee All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Special Event Permit for Warrior Dash on Saturday, September 7, 2013 Red Frog Events has applied for a special event permit to hold the second annual Warrior Dash on Saturday, September 7, 2013 on the Woodloch Stables/Ramberg property at 5676 170th Street North. This event requires a Special Event Permit approved by Council because the event is expected to draw approximately 6,500 people, alcohol will be served at this event, and there will be an amplified sound system. Staff has worked closely with Red Frog Event representatives on the details of the event. Adoption of the Consent Agenda approved the special event permit for the Warrior Dash on September 7, 2013 subject to the conditions of the permit. Approve Temporary Liquor License for St. Jude's Children's Research Hospital for Warrior Dash on Saturday, September 7, 2013 St Jude Children's Research Hospital has applied for a temporary liquor license to serve beer at the Warrior Dash on Saturday, September 7, 2013 on the Woodloch Stables/Ramberg property. St. Jude will have private security and Washington County Deputies on the site, and they have provided the proper liquor liability insurance. Adoption of the Consent Agenda approved the Temporary Liquor License for St. Jude Children's Research Hospital for September 7, 2013. Hugo City Council Meeting Minutes for September 3, 2013 Page 3 of 6 Approve Final Pay Request from Dunaway Construction for 145th Street Sidewalk Reconstruction Staff has received the final pay request from Dunaway Construction for the reconstruction of the sidewalk along 145th Street North. Senior Engineering Technician Steve Duff has reviewed the pay request and finds it satisfactory for work on the project. Adoption of the Consent Agenda approved the final pay request from Dunaway Construction in the amount of $20,997.65 for work completed on the 145th Street Sidewalk Reconstruction. Approve Special Event Permit for Tri -Fitness Run Event on Sunday, September 15, 2013 Tri -Fitness has applied for a Special Event Permit for a bike race on Sunday, September 15, 2013. This race is a part of the One Last Tri triathlon that will begin and end in the City of White Bear Lake, and the running and swimming portion of the event will also take place in White Bear Lake. A Special Event Permit is necessary because there will be between 200-300 participants using streets within the City for the biking portion of the triathlon. Hugo and Washington County staff has worked with the applicant on the details of the event. Adoption of the Consent Agenda approved the Special Event Permit for Tri -Fitness for the run event on September 15, 2013 Approve Donation from Bayport American Legion to the Hugo Fire Department The City of Hugo has received a check from the Bayport American Legion as a donation to the Hugo Fire Department. The Bayport American Legion conducts gambling at Sal's Angus Grill in the form of pull tabs, bingo, and meat raffles. Adoption of the Consent Agenda approved the donation of $1,500 to the Hugo Fire Department from the Bayport American Legion. Council Member Haas said he is pleased to see these organizations getting involved and appreciates their cooperation without having to enact an ordinance. He would like to see these organizations recognized. Approve Hiring of Steve Unzen as Seasonal Employee Staff is requesting authorization to hire Steve Unzen as a seasonal employee for the public works department. Each fall, with the start of the school year, several seasonal employees leave employment with the City to attend college. This year is no exception. Staff recently spoke to Mr. Unzen, who is interested in assisting the City as a seasonal parks employee. The addition of Steve, as a seasonal employee, would assist the Public Works Department in continuing the maintenance of park property and other City owned property into the fall until such time that park grounds maintenance has stopped for the season. Pay for this position would be $12.00 per hour. Adoption of the Consent Agenda approved the hiring of Steve Unzen as a seasonal employee. Hugo City Council Meeting Minutes for September 3, 2013 Page 4 of 6 Approve Resolution Adopting Preliminary Tax Levy for 2014 At its August 19, 2013 budget workshop, the City Council listened to a presentation from Finance Director Ron Otkin highlighting revenues and expenditures to date as well as projections for the 2014 fiscal year. The total proposed property tax levy is $4,940,809, an increase of 4.04% from the previous year; however, recently released tax capacity values exceeded staff estimates. Based on the proposed levy, the urban tax rate will decline 0.23% and the rural tax rate will decline 0.53%. Finance Director Otkin presented the proposed resolution to the Council. He stated that the final budget and tax levy hearing is scheduled for December 2, 2013. The public is invited to speak at this hearing prior to the adoption of the final budget and tax levy. Council Member Petryk thanked staff for their hard work and commented that it is great to see the tax rates reduced once again. Haas made motion, Klein seconded, to approve RESOLUTION 2013-27 APPROVING PRELIMINARY TAX LEVY PAYABLE IN 2014. All Ayes. Motion carried. Update on Water Conservation Workshop Held August 27, 2013 A workshop on water conservation was held on Tuesday, August 27, 2103 in the Hugo City Council Chambers. City Administrator Bryan Bear updated the Council on the second water conservation workshop, which was a follow-up from the June 18, 2013 workshop. Bear shared a list of five goal statements regarding recycling and reusing stormwater and asked the Council for their review and approval. Once goals are approved by the Council, staff will work on implementation. Mayor Weidt stated that the list was very inclusive. Council Member Haas would like the goals to include mention of ranking capital improvement road projects based on their water reuse potential. Weidt made motion, Bronk seconded to approve the goal statements with the addition of integrating and ranking Capital Improvement Plan road projects on their water reuse potential. All Ayes. Motion carried. Approve Application to DNR for Funding for Bald Eagle Lake Outlet City staff is continuing to work with the DNR, Rice Creek Watershed District, and St. Paul Regional Water Services in an effort to replace the Bald Eagle Lake Outlet. City staff recently met with DNR officials on site to inspect the Bald Eagle Lake outlet. DNR staff indicated that they may have funding available for the project, and recommended that the City put together an application. City staff has completed the application for funding, and recommends that the Council approve the grant application. Hugo City Council Meeting Minutes for September 3, 2013 Page 5 of 6 City Engineer Jay Kennedy provided the Council background on the Bald Eagle Lake Outlet. St. Paul Regional Water Services is not the owner and the DNR is researching their records to see if they can find any evidence of ownership. Kennedy explained that the cost of repairs would be $500,000 and that the Minnesota Department of Transportation Bridge Bond Funds would cover $252,000 of the cost leaving a balance of $248,000. There are ongoing discussions with Rice Creek Watershed District regarding funding and also the potential for a DNR grant. Staff is seeking authorization from Council to apply for the DNR grant. Council Member Haas was concerned that if the City applies for the DNR grant that Hugo would be accepting ownership of the outlet. Assistant City Attorney Josh Brekken did not feel that submitting the application would constitute the City accepting ownership and stated that the City could include phrasing in the application stating so. Haas made motion, Klein seconded, to authorize staff to apply for the DNR funding with the condition to specify in the application for funds that the City of Hugo is not accepting ownership of the outlet. All Ayes. Motion carried. Yellow Ribbon Network Report Council Member Haas and Council Member Klein reported to Council on the Yellow Ribbon Network activities held recently. August Hamburger Night sponsored by Keller Williams sold 128 burgers. The Bayport Legion has asked the Yellow Ribbon Network and the Blue Star Mothers to sponsor the meat raffles on Saturdays from October thru March. The Yellow Ribbon Network is gearing up for another packing event in September and the 5th Welcome Home Pheasant Hunt is scheduled for Saturday, October 19, 2013 at Wild Wings of Oneka. Local Board of Appeal and Equalization Training Council Member Petryk added to the agenda scheduling of a City Council meeting on Wednesday, September 18, 2013 starting at 6:00 p.m. to allow Council to attend the Local Board of Appeal and Equalization training at the Government Center in Stillwater. Petryk made motion, Klein seconded, to direct staff to schedule the Local Board of Appeal and Equalization training on Wednesday, September 18, 2013 at the Government Center in Stillwater as a City Council meeting. All Ayes. Motion carried. City Picnic on Sunday, September 15, 2013 at Hanifl Fields Shelter City Administrator Bryan Bear reminded Council of the City Picnic scheduled for Sunday, September 15, 2013. In appreciation of City Staff and volunteers, the Council will provide hot dogs, hamburgers, pop, and water. Attendees are asked to bring a pot -luck dish. Hugo City Council Meeting Minutes for September 3, 2013 Page 6 of 6 HBA Business Networking Breakfast Wednesday, October 30, 2013 at Sal's Angus Grill The Hugo Business Association will hold a Business Networking Breakfast on Wednesday, October 30, 2013 at Sal's Angus Grill at 7:30 a.m. Washington County Attorney Pete Orput will speak about preventing business crime. Staff recommends Council schedule this as a Council meeting. Petryk made motion, Haas seconded, to schedule the Hugo Business Association Networking Breakfast on Wednesday, October 30, 2013 as a City Council meeting. All Ayes. Motion carried. Update on National Recycling, Inc. and Executive Session Staff has been monitoring the progress concerning scrap removal at NRI. Council discussed this again at the August 19, 2013 meeting and agreed to give NRI additional time to continuing working on their transition plan. City Administrator Bryan Bear stated that staff continues to monitor progress at National Recycling Inc. and things are still moving along, but have slowed down a bit. Council Member Klein shared that there is a sign stating that they will be open during construction and asked if staff knew the time frame for construction. Bear will work with the owner of NRI on details of their transition plan. Klein made motion, Petryk seconded, to table the Executive Session until the next meeting. All Ayes. Motion carried.
