All Ayes. Motion carried Moment of Silence for the Navy Yard Shootings Mayor Weidt called for a moment of silence for the twelve workers at the Washington Navy Yard who were shot and killed today. Approval of the Agenda Weidt made motion, Klein seconded, to approve the agenda as amended. Add to Appointments/Presentations: Yellow Ribbon Network Add to /Council Presentations: I -35E MnPASS Extension Study Discussion All Ayes. Motion carried. Yellow Ribbon Network Council Member Haas added this item to the agenda, and then asked to table it because a specific individual was not in attendance. Motion carried. Hugo City Council Meeting Minutes for September 16, 2013 Page 2 of 7 Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for City Clerk Michele Lindau Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008. Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time employee beginning May 1, 1999. Adoption of the Consent Agenda approved the annual performance review for City Clerk Michele Lindau. Approve Annual Performance Review for Public Works Worker Paul Christianson The City of Hugo hired Paul Christianson as a Public Works Worker on September 27, 2004. Adoption of the Consent Agenda approved the annual performance for Public Works Worker Paul Christianson. Approve Conditional Use Permit Renewal for Kieger at 5885 16511" Street North At its April 15, 2000 meeting, Council approved a Conditional Use Permit (CUP) for Keiger Enterprises at 5885 165th Street North to operate an environmental clean-up business, which includes vehicle repair facilities, cold storage, exterior storage of vehicles and equipment, and company offices. On May 8, 2003, the City Council approved an amendment to the CUP to allow a portion of the property to be used as a garden center and a landscape supply business with the condition that it be periodically reviewed and renewed. The four year review of the CUP is now due. On September 6, 2013, staff inspected the property and found it to be in compliance with the CUP. Adoption of the Consent Agenda approved RESOLUTION 2013-28 APPROVING THE RENEWAL OF THE CONDITIONAL USE PERMIT FOR KIEGER ENTERPRISES INC LOCATED AT 5885 165TH STREET NORTH. Approve Resignation of Kris Birch from the Parks, Recreation and Open Space C ommissinn Parks Commissioner Kris Birch has submitted his letter of resignation from the Parks Commission effective September 11, 2013 due to other commitments. Kris has served on the Commission since February 1, 2010. Adoption of the Consent Agenda approved the resignation of Kris Birch. Discussion on Washington County Library System — Library Director Pat Conley At the August 15, 2013 meeting, the Council talked about the Washington County Library system and directed staff to invite library representatives to attend a Council meeting to learn more about the library and details on the library levy. Washington County Administrator Molly O'Rourke and Library Director Pat Conley attended this evenings meeting, along with County Commissioner Fran Miron, Library Board Chair Judy Bull, Wildwood Branch Manager Margaret Stone, and President of the Washington County Library Partners Board Ken Stone. Pat Conley talked about the Metropolitan Library Service Agency (MELSA), which consists of the seven metropolitan area counties and the City of St. Paul. MELSA is a regional library system Hugo City Council Meeting Minutes for September 16, 2013 Page 3 of 7 that provides a half million dollars in services to Washington County and the cities of Stillwater and Bayport, who are not a part of the Washington County Library system because they predated the establishment of the County library system but are but under contract with the County to allow their participation in MELSA. The City of Lake Elmo has opted out of the County library system, creating its own library; therefore, Lake Elmo is not a part of MELSA. Marine on St. Croix also has their own library staff with volunteers, but they have remained a part of Washington County Library system Conley explained that a city may levy for a library but state law mandates that a county must. The City of Hugo pays approximately $350,000 to the County each year for its portion of the levy. Pat explained that there are approximately 7,600 Hugo residents who use the library, and approximately 3,500 books pass through the Hugo Library Express each month, which has been in the City of Hugo for 38 months. As part of the library system, a card holder has access to any library in Minnesota, including academic libraries, with the exception of six city libraries. Pat talked about electronic services stating that approximately 5% of items checked out were e - books and audio books. When asked what the future plans were for libraries and what the future library would look like, Pat explained that it is based on a population to build a 25,000 square foot building at .45 square foot per resident. Pat stated that the facility plan will need to be updated for 2018-2019. Hugo was on the radar but one question was when will the Forest Lake Library will be too small. Pat predicted that future libraries will not have as many books and their virtual branch will expand. The demand for e -books was increasing, but they are very expensive for the library. A recent survey of residents done by the Library showed that access to high-speed internet, e-gov services, and story time for children were important to them. Council Member Haas explained that the City of Hugo was not aware it had a choice on whether to be a part of the County library, and said the Council needs to be diligent in examining the pros and cons. He said he appreciated the information provided. Mayor Weidt stated the services provided were good, but he was concerned with the number of transactions verses what the City was paying. Hugo has a large children base, and the City needs to provide them services. The level of services the City has needs to be evaluated. Library Pat Conley stated that the County sees the need to establish a subcommittee to look at Hugo library services. The Council agreed that the City needed to work with the subcommittee to get this information for discussion at the Council's Goal Setting session in 2014. Update on CSAH7/CSAH8 Intersection- County Enizineer Wayne Sandberg CSAH 7 and the first 500 feet of CSAH 8 north of CSAH 7 are in need of resurfacing. In light of the pending CSAH 7 resurfacing project, Washington County has developed design options for the CSAH 7/CSAH 8 intersection, which was not completed as part of the recent CSAH 8 resurfacing project. County Engineer Wayne Sandberg was at the meeting to review the options with the City Council. Hugo City Council Meeting Minutes for September 16, 2013 Page 4 of 7 Wayne began by providing an overview of the CSAH 7 project, which involves full depth reclaimation of the pavement, repair of signs and placement of swing arm mailboxes. This is a 2.6 million dollar project, and County Aid from the gas tax would pay for 1.1 million and the remaining 1.5 million would be paid with by federal funding. Work was to begin September 10th and be completed by November 1 st When the CSAH 8 project was done in 2010, approximately 450' of pavement was left out of the project where the street connects to CSAH 7 at a 45 degree angle. The realignment of this was discussed at that time and Wayne stated that it was mutually agreed that it would be constructed as a separate project. It was not included in the CSAH 7 project because it needed to be shovel - ready to qualify for the federal funding. Wayne showed five options for the realignment with cost ranging from $160,000 to $450,000, and he reviewed the pros and cons for each. Wayne stated that the acquisition of the right-of-way for the project would be the responsibility of the City because it cannot be added to the scope of a federal funded project. One option discussed was to repave and restripe the road now, and evaluate options and costs for a future project in 2017, according to Wayne. Haas questioned why it would take so long, saying the County had stated in 2010 that they would be realigning this road as part of the CSAH 7 project. Haas stated that the property owner was a willing seller in 2010. Council Member Klein suggested acquiring the property where the home was at the northwest corner to see if they would be willing to sell. He also said a roundabout could also be considered for this intersection. The Council generally agreed all options needed to be evaluated. Weidt made motion, Petryk seconded, to direct the County to repair and restripe CSAH8, evaluate other options and bring back to Council a timetable and plan that will be shovel -ready. All Ayes. Motion carried. Discussion on 2014 Street Proiects The City has invested in a number of roadway capital improvements based on the City's Pavement Management Plan. The projects have been supported within the individual neighborhoods due to strong collaboration between the residents and the City Council and staff, and have been successful. City Engineer Jay Kennedy reviewed the current roadway Capital Improvement priorities with the Council, specifically the top three which include in this order of importance: streets in the Rice Lake Development, 147th Street/Oneka Lake Boulevard, and 165' Street/Ingersoll Avenue. Petryk made motion, Haas seconded, to move forward with the 165th Street/Ingersoll Avenue street project by scheduling a neighborhood meeting. All Ayes. Motion carried. Hugo City Council Meeting Minutes for September 16, 2013 Page 5 of 7 Donations from Charitable Gambling for January -June, 2013 According to the Gambling Policy adopted by Council on December 19, 2011, all gambling organizations in Hugo are to provide documentation to the City showing profits from the Hugo site and a list of lawful expenditures made by the organization for every six month period ending on June 30th and December 31St. According to the policy, organizations are to spend at least 15% in Hugo. Staff had collected this information from the four organizations conducting gambling in Hugo and presented it to the Council. Centennial Hockey donated 16% of its profits to local organizations, Bayport American Legion donated 69%, Hugo American Legion donated 82%, and Dead Broke donated 214%. Donations by the Dead Broke Saddle Club were made to the MN High School Rodeo and Youth Show. Council Member Haas questioned whether the donations for the MN High School Rodeo directly benefited Hugo. Council generally agreed the organizations were doing a better job in donating back to the community. Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Haas reminded everyone of Burger Night on Wednesday, September 25, 2013. A packing event is scheduled for September 26, 2013. The Welcome Home Pheasant scheduled for Saturday, October 19, 2013 is generating a lot of support. The 257th Military Police Company of the Minnesota National Guard will be presenting a Certificate of Appreciation to the Yellow Ribbon Network. I -35E MnPASS Extension Study Discussion Council Member Chuck Haas added this to the agenda to talk about the MnPASS Extension Study Discussion that is scheduled for Thursday, September 19, 2013 at Hugo City Hall Oneka Room at 9 a.m. City Administrator Bryan Bear is a member of the Steering Committing. He stated that he would be attending and will provide Council an update at the next meeting. Board of Equalization Training on Wednesday, September 18, 2013 at 6 p.m. City Administrator Bryan Bear reminded Council that a meeting has been scheduled for Wednesday, September 18, 2013 for the Council to attend the Board of Equalization Training to be held at the Washington County Government Center at 6:00 p.m. The Hugo City Council acts as the Local Board of Appeal & Equalization and must have least one voting member attend an equalization training course within the last four years. Outdoor Movie Night on Friday, September 27, 2013 City Administrator Bryan Bear informed Council that the City of Hugo and the Postal Credit Union will be presenting Escape from Planet Earth (PG) at Movie Night on Friday, September 27, 2013 at Hanifl Fields Athletic Park. The movie is about 90 minutes long and will begin at approximately 7:30. This is a free family event. National Manufacturing Day/Wilson Tool Open House on Friday, October 4, 2013 Hugo City Council Meeting Minutes for September 16, 2013 Page 6 of 7 National Manufacturing Day is Friday, October 4, 2013, and manufacturers across the nation will be participating in Manufacturing Day by hosting open houses to include public tours, career workshops and other events. City Administrator Bryan Bear informed the Council that Wilson Tool has invited them to attend their open house on that day from 10 a.m. to 2 p.m. for tours, product demonstrations and lunch. Weidt made motion, Haas seconded, to schedule a meeting for Friday, October 4, 2013 for the Wilson Tool Open House from 10 a.m. to 2 p.m. All Ayes. Motion carried. Citywide Bus Tour on Saturday, October 5, 2013 City Administrator Bryan Bear reminded Council a meeting has been scheduled for Saturday, October 5, 2013 for the 81h annual Citywide Bus Tour for Council, Commissions and residents. Participants are to meet at the Hanifl Shelter for a 10 a.m. departure and will return to the shelter at approximately noon for a BBQ lunch. Washington County Household Hazardous Waste Collection on Saturday, October 5, 2013 City Administrator Bryan Bear reminded Council of that the Washington County Public Health Department and the City of Hugo will be holding a fall event to collect household hazardous waste. This event will take place on Saturday, October 5, 2013 at the Hugo Public Works Department from 8 a.m. to noon. Electronic and hazardous waste will be accepted. Fire Department Annual Open House on Saturday, October 5, 2013 City Administrator Bryan Bear informed Council of the Hugo Fire Department Annual Open House and Fearless Firefighter Fun Run to be held Saturday, October 5, 2013 from l Ia.m. to 3 p.m.to kick-off Fire Prevention Week, which is October 6-12. Petryk made motion, Klein seconded, to schedule a meeting for the Fire Department Open House on Saturday, October 5, 2013 from 11 a.m. to 3 p.m. All Ayes. Motion carried. Update on National Recycling Inc. Staff has been monitoring the progress concerning scrap removal at NRI. City Administrator Bryan Bear and Mayor Weidt stated they recently met with NRI and inspected the site. They stated that the clean up progress and construction is continuing, and construction is expected to be completed by the end of the construction season. Executive Session - Litigation Concerning National Recycling, Inc. Hugo City Council Meeting Minutes for September 16, 2013 Page 7 of 7 At its meeting on September 3, 2013, Council tabled the executive session to discuss litigation against National Recycling, Inc.
