All Ayes. Motion carried. Approval of Minutes for the September 16, 2013 City Council Meeting Klein made motion, Petryk seconded, to approve the minutes for the September 16, 2013 City Council meeting as presented. All Ayes. Motion carried. Approval of Minutes for the September 18, 2013 Local Board of Appeals and Equalization Training Petryk made motion, Klein seconded, to approve the minutes for the September 18, 2013 Local Board of Appeals and Equalization Training as presented. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Public Works Worker Adam Greeder In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal maintenance workers in the Hugo Public Works Department. On October 6, 2008, Adam became a full-time employee as an apprentice for the Public Works Maintenance Worker. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Adam Greeder. Approve Proclamation Proclaiming October as Toastmasters Month The City of Hugo has been contacted by a member of a Toastmasters group in White Bear Lake requesting the City of Hugo proclaim the month of October as Toastmasters month. Adoption of the Consent Agenda approved the proclamation proclaiming October as Toastmasters Month. Approve Hiring of Scott Barsness as Compost Site Employee At its August 19, 2013 meeting, the Council approved the hiring of Peter Schmidt as a seasonal compost site employee. The Public Works Department is requesting to hire another employee to share hours with Peter. Adoption of the Consent Agenda approved the hiring of Scott Barsness as a Seasonal Compost Site Employee. Approve Final Pay Request to E.H. Renner and Sons for Well No. 6 Staff has received the twelfth and final pay request from E.H. Renner and Sons for the construction of Well No. 6. City Engineer Jay Kennedy and Senior Engineering Technician Steve Duff have reviewed the pay request and found it to be satisfactory for work done. Adoption of the Consent Agenda approved the pay request to E.H. Renner and Sons for Well No. 6 in the amount of $7,815.32. Approve Easement Amendment for the Oneka Ridge Water Reuse Project The layout has been finalized for the Oneka Ridge project and the boundaries of the easement Hugo City Council Meeting Minutes for October 7, 2013 Page 3 of 7 previously recorded on the property needed to be amended. Rice Creek Watershed District's legal counsel drafted a "First Easement Amendment" and Oneka Ridge Golf Course ownership and the RCWD President have executed the document. Because the easement is held jointly by the RCWD and the City of Hugo, the Council needs to approve execution of the amendment. Adoption of the Consent Agenda approved the Easement Amendment for the Oneka Ridge Water Reuse Project. Approve Reduction in the Letter of Credit for Everton Investments Prairie Village 2nd Everton Investments, developer, requested the City reduce the letter of credit being held for the Prairie Village 2nd Addition (LOC # 4935-81). Senior Engineering Technician Steve Duff had inspected the work and recommended the reduction of the letter of credit being held for the constructed improvements in the Prairie Village 2nd Addition development. Adoption of the Consent Agenda approved the reduction of the letter of credit to $19,100. Approve Release of the Letter of Credit for Everton Investments Prairie Village 1't Everton Investments, developer, requested the City release the letter of credit being held for the Prairie Village 1st Addition (LOC # 4935-80). Senior Engineering Technician Steve Duff had inspected the work and recommended the release of the letter of credit being held for the constructed improvements in the Prairie Village 1St Addition development. Adoption of the Consent Agenda approved the release of the letter of credit. Approve Lawful Gambling Exempt Permit for Ceasar Romero Benefit on November 16, 2013 The Hugo American Legion Post 620 Auxiliary applied for a Lawful Gambling Exempt Permit to hold raffles during the benefit being held for Ceasar Romero to support his fight with cancer. The benefit will be held on November 16, 2013 at 5 p.m. at the Hugo American Legion. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for the Legion Post 620 Auxiliary. Approval of Quote for Rosemary Way Sewer and Water Installation The City received quotes for the installation of sanitary sewer and watermain extensions to service Christ Lutheran Church on Rosemary Way on Friday, October 3, 2013. City Engineer Jay Kennedy explained the improvements would be split into two phases; sanitary sewer and water will be installed this fall to serve the Church, and the remaining improvements would be done in the spring. Jay reported that there were two quotes received, with the low quote being from C.W. Houle, Inc. Haas made motion, Klein seconded, to recommend approval of the contract to C.W. Houle, Inc. in the amount of $87,777.00 All Ayes. Motion carried. Hugo City Council Meeting Minutes for October 7, 2013 Page 4 of 7 Approve Proclamation Proclaiming October 20-26, 2013 as Manufacturing Week The Minnesota Department of Employment and Economic Development, the Minnesota Precision Manufacturing Association, Dream !t, Do !t , and the Minnesota Chamber of Commerce are partners in promoting Minnesota Manufacturers Week October 20-26, 2013. They are encouraging communities, local and regional Chambers of Commerce, trade associations, companies and others to mark the week with special events recognizing the economic importance of the sector. City Administrator Bryan Bear explained that the City sends thank you cards to manufactures in the City recognizing them for the work that they do. Staff had prepared a proclamation, which was read by Mayor Weidt, proclaiming October 20-26, 2013 as Manufacturing Week in Hugo. Petryk made motion, Bronk seconded to approve the proclamation as presented. All Ayes. Motion carried. Discussion on Tax Forfeited Properties Washington County had notified the City of six tax forfeited parcels within the City and requested the City recommend the Council approve them for public auction, auctioned to an adjacent property owner, or conveyed for public use or purpose. City Planner Rachel Juba provided information to Council on each of these parcels. Four tax forfeited outlots in the Victor Gardens East 2nd Addition were required to be owned and maintained by the Homeowner's Association (HOA) per the development agreement. These parcels were owned by the developer and the taxes were not paid. Staff recommended the properties be conveyed to the HOA. One tax forfeited commercial lot is located near the southeast corner of TH61 and 148th Street North between Super America and Kersten's Auto Sales. This property has a cross access easement over it, and it was to have been combined to the Super America parcel when the deeds were recorded, but it was not. Staff recommended the property be approved for auction to the adjacent property owners. The final parcel discussed was an eight -foot wide piece between Ethan Avenue and Bald Eagle Lake, and it was unclear how this was recreated. Staff recommended the property be approved for auction to the adjacent property owners. Haas made motion, Petryk seconded, to approve the four outlots to be conveyed to Victor Gardens HOA, and approve the other two parcels for auction to adjacent property owners. All Ayes. Hugo City Council Meeting Minutes for October 7, 2013 Page 5 of 7 Yellow Ribbon Network Report Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. The YRN was presented a plaque displaying a Certificate of Appreciation and an American flag that was flown in Afghanistan. This was presented to the YRN by the 257th Military Police Company of the National Guard in appreciation of the work of the YRN volunteers. Members of the 257th Military will be participating in the Welcome Home Pheasant Hunt. The YRN has received over $30,000 in support from the community. A packing event with the Blue Ribbon Moms is scheduled for November 16, 2013. Update on I -35E MnPASS Steering Committee Meeting on Thursday, September 19, 2013 City Administrator Bryan Bear had attended the MnPASS Extension Study Discussion held on Thursday, September 19, 2013 at Hugo City Hall. This was the first meeting of two or three meetings to be held with representatives from the Cities along the corridor between Vadnais Heights and North Branch. Bryan reported that MnPASS lanes are being constructed on 35E from downtown St. Paul to Little Canada Road. MN Department of Transportation is now studying extension of the MnPASS lanes to County Road 96. This lane will alleviate congestion along the corridor by adding a high occupancy vehicle lane that drivers can travel for free; there will be a toll for single occupancy vehicles. The committee will be looking for input on how this project is planned. Six Cities Meeting on October 16, 2013 at Lino Lakes City Hall 7 p.m. City Administrators from the Cities of Hugo, Lino Lakes, Lexington, Circle Pines, Forest Lake and Columbus meet monthly to discuss collaboration among Cities including shared services. Annually, this group is joined by cities leaders, preferably the mayor and a city council member. The last meeting was attended by Mayor Weidt and Council Member Klein. Mayor Weidt stated that he would be available to attend, and Council Member Petryk stated she may be able to attend the Six Cities meeting on October 16, 2013 at 6:30 p.m. at Lino Lakes City Hall. Invitation to Thrive MSP Workshops Staff provided the Council with the Metropolitan Council's preliminary local forecasts of population, households and employment to 2040. The Met Council is holding workshops across the region for local government officials and staff to learn more about these forecasts and provide feedback on them and Thrive MSP 2040. Weidt made motion, Petryk seconded, to schedule a meeting for October 25, 2013 at 10:30 a.m. to attend the Thrive MSP 2040 workshop at Maplewood Library in Maplewood. All Ayes. Motion carried. Hugo City Council Meeting Minutes for October 7, 2013 Page 6 of 7 Teen Move Night on Friday, November 1, 2013 City Administrator Bryan Bear informed the Council that the City of Hugo and the White Bear Lake Schools will be holding a teen movie night featuring "The Avengers" movie on Friday, November 1, 2013. This will be held at the Central Auditorium in White Bear Lake beginning at 4 p.m. This is a free event. Schedule Joint EDA/Council Meeting to Discuss Washington County Economic Strategic Plan for Tuesday, November 12, 2013 Springsted, Inc. has completed the Washington County Economic Development Study which assesses the state of economic development activities in the County and if the role of the County in economic development duplicates what the cities are doing. Springsted will present this study for discussion with the Council and EDA on Tuesday, November 12, 2013 at 5:00 p.m. Petryk made motion, Bronk Seconded, to schedule the joint EDA/Council meeting for Tuesday, November 12, 2013 at 5:00 p.m. All Ayes. Schedule 165th Street Neighborhood Meeting for Tuesday, November 12, 2013 At its September 16, 2013 meeting, the Council discussed the top three roadway capital improvement projects based on the City's Pavement Management Plan and directed staff to move forward with the 165th Street/Ingersoll Avenue street project by scheduling a neighborhood meeting. Petryk made motion, Klein seconded, to schedule the 165th Street neighborhood meeting for Tuesday, November 12, 2013 at 7:00 p.m. in the Oneka Room at Hugo City Hall. All Ayes. Motion carried. Schedule City Holiday Party for Thursday, December 12, 2013 Annually, the City of Hugo selects a date on which to hold the City of Hugo's annual holiday party for Council, Commission, and City staff. The Hugo American Legion banquet room is available on Thursday, December 12, 2013. Staff recommends Council schedule the City's Annual Holiday Party for Thursday, December 12, 2013 beginning with Social Hour at 5:30 p.m. and dinner at 6:30 p.m. Weidt made motion, Petryk seconded, to schedule the Annual Holiday Parry for Thursday, December 12, 2013 at 5:30 p.m. at the Hugo American Legion.
