HomeMy WebLinkAbout2012.01.17 CC Minutes - Goal SettingMINUTES FOR THE HUGO CITY COUNCIL MEETING TUESDAY, JANUARY 17, 2012 GOAL SETTING SESSION Mayor Fran Miron called the meeting to order at 8:20 p.m. PRESENT: Klein, Petryk, Weidt, Miron ABSENT: Haas ALSO PRESENT: City Administrator Bryan Bear, Public Works Director Scott Anderson, Planner Rachel Juba, Parks Planner Shayla Syverson, and City Clerk Michele Lindau City Administrator Bryan Bear provided Council with a brief overview of the status of the 2011 City Focus Goals and a preview of what to expect for 2012. Council also discussed the study being done by legislature on whether to eliminate or modify the fiscal disparity program. It was the consensus of the Council to not advocate one way or the other at this time. This will likely be a topic of discussion at the I-35 W/E Coalition meeting on Thursday, January 19, 2012. 2012 Planning Commission Goals Planner Rachel Juba provided Council an overview of the goals of the Hugo Planning Commission as discussed at the Planning Commission meeting on January 12, 2012. They are: • Review of downtown plan • Study and plan the northern gateway (170th Street and TH61) • Zoning ordinance updates • Bus tour • Connection of trail systems to commercial areas • Stormwater Plan/Stormwater CIP • Eastern Hugo sewer study • Planning Commission training 2012 Parks Commission Goals Parks Planner Shayla Syverson reviewed the 2012 goals of the Parks and Recreation Commission. The Goals fell into the following categories: • Park, Trail and Open Space Development • Recreation Programs • Athletic Facilities • Marketing Economic Development Authority (EDA) Goals Planner Rachel Juba reviewed the 2012 goals of the EDA. The goals fell into the following categories: Hugo City Council Minutes for the Goal Setting Session on January 17, 2012 Page 2 of 2 • Business retention and expansion • Continue marketing of the City • Event marketing • Continue working on downtown redevelopment projects • Establish quality industrial and commercial development • Transportation • Encourage the County on economic development efforts Discussion on Historical Commission Goals City Administrator Bryan Bear provided information on the goals as established by the Historical Commission. They are: • Update computer for database • Update laptop for mobile recording • Intern for website and database update work • Continue oral histories • Tenth anniversary of the Historical Commission celebration — Horses in Hugo Discussion on Fire Department Goals The Fire Department presented no specific goals for 2012; however, City Administrator Bryan Bear provided Council with a review of the past year and changes being considered at the Fire Department for 2012. The Council discussed the need to develop a succession plan for the Fire Marshal and Fire Chief, implement a performance review system, review salaries and pension plan, and review the Joint Powers Agreement with White Bear Lake for Basic Life Support (BLS). Discussion on Final Goals Council directed staff to prepare a draft of the Council goals for approval at the next City Council meeting on January 23, 2012.
