I-35 W/E COALITION MEETING
CITY COUNCILS OF HUGO, LINO LAKES, CENTERVILLE,
FOREST LAKE, AND COLUMBUS
WASHINGTON COUNTY AND ANOKA COUNTY
THURSDAY, JANUARY 19, 2012 - 7:00 PM

Mayor Miron called the meeting to order and the attendees introduced themselves.

Also Present: Hugo - City Administrator Bryan Bear, Community Development
Assistant Dennis Fields, and City Engineer Jay Kennedy.

Approval of Minutes
Phil Klein motioned, Weidt seconded, to approve the meeting minutes of July 21, 2011 as
presented.
All Aye, Motion Carried.
I -35E MN Pass
Minnesota Department of Transportation representative, Brad Larsen, presented "The
Renewal of I -35E into a 21St Century Highway." Larsen shared proposed plans for the
corridor and introduced a possible MN Pass lane that would be added to 1-35E to make a
faster, safer, and more reliable travel option. He stated that MN Pass is an efficient and
cost effective way to make sustainable improvements to the corridor. He explained the
dynamic pricing which can be automatically adjusted in high traffic conditions.
Larsen stated that the MN Pass lane would only be one project out of 261 million dollars
worth of improvements along I -35E north of St. Paul. A bill is currently being drafted.
Hugo Mayor Miron asked the Coalition if they would support the legislation when
drafted.

Rush Line Corridor
Washington County Senior Planner Ann Pung-Terwedo provided an update on the Rush
Line Corridor Project. Tom Weidt, Susan Young, and Tom Wilharber all serve on the
Rush Line Task Force. Pung-Terwedo explained that they are working on a commuter
coach service for Forest Lake, through Columbus, and eventually to St. Paul. They are
looking at options to extend the service and infrastructure. Park and Ride options at
CSAH 14 and County Rd E.
She updated the coalition on the Washington County Regional Rail Authority purchasing
a section in Hugo for a future trail connection to the Hardwood Creek Trail head. The
purchase is projected for 2012 but budgeted for 2013.
I -35W Managed Lane StudX
Kate Garwood, of Anoka County, explained the North I -35W managed lane study which
identifies improvement strategies and goals for the corridor. She explained that the
infrastructure elements are nearing the end of their useful life.
Miron asked the chances of adding an access point the I -35E and how the freeway would
handle it. Garwood explained the possible future connections and routes to the coalition.
Federal Transportation Bill
Representative from Congressman Bachmann's Office, Rachel Horn, updated the
Coalition on Federal Transportation Bills. She stated that they will continue to fund
projects at the current level and would support letters for projects and to contact
Bachmann's office.
Updates from Cities and Counties
Everyone gave updates on construction projects and future projects in their prospective
Cities and Counties.
Next Meeting Date
Members discussed scheduling the next meeting after a bill was drafted to possibly
support the I -35E MN Pass project. The City of Hugo will send out information
regarding the next meeting date and time.
Weidt made motion, Petryk seconded, to adjourn.
