All Ayes. Motion carried. Approval of the Minutes for the January 23, 2012 Council Meeting Klein made motion, Weidt seconded, to approve the minutes for the January 23, 2012 City Council meeting as presented. All Ayes. Motion carried. Approval of the Agenda Miron made motion, Weidt seconded, to approve the agenda as presented. All Ayes. Motion carried. Approval of the Consent Agenda Weidt made motion, Petryk seconded, to approve the following Consent Agenda items: Approval of Claims Approve Lawful Gambling Permit for Pheasants Forever Banquet on March 5, 2012 at Sal's Restaurant Approve Application for MN DNR Community Forest Bonding Grant Approve Pay Request No 6. to Northdale Construction for South Ethan Avenue Approve Annual Spring City Wide Cleanup for April 21, 2012 Approve Letter of Retirement from Fire Chief Jim Compton All Ayes. Motion carried. Hugo City Council Meeting Minutes for February 6, 2012 Page 2 of 6 Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Lawful Gambling Permit for Pheasants Forever Banquet on March 5, 2012 at Sal's Restaurant Pheasants Forever is requesting a Lawful Gambling Exempt Permit to allow the sale of raffle tickets at its banquet on Saturday, March 5, 2012 at Sal's Angus Grill. Adoption of the Consent Agenda approved the Lawful Gambling permit for this event. Approve Application for MN DNR Community Forest Bonding Grant The MN Department of Natural Resources is accepting applications for the Community Forest Bonding Grant for improvements to public land. The Parks Commission planned to replace trees in Arbre Park in spring 2012 that had to be removed. On behalf of the Parks Commission, City staff recommended approval of the application for the MN DNR Community Forest Bonding Grant in the amount of $5,000 to plant trees in Arbor Park. Eagle Scout candidate Michael Marier is also assisting with the project and will be soliciting donations and assisting with planting and site cleanup. Adoption of the Consent Agenda approved the application for the MN DNR Community Forest Bonding Grant. Approve Pay Request No 6 to Northdale Construction for South Ethan Avenue The City of Hugo has received Pay Request No. 6 from Northdale Construction for work completed to date on the construction of the South Ethan Avenue neighborhood street improvement project. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have reviewed the Pay Request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 4 to Northdale Construction in the amount of $20,693.91 for work completed to date on the South Ethan Street Improvement Project. Approve Annual Spring City Wide Cleanup for April 21, 2012 Each spring, the City of Hugo and Washington County host an Annual Cleanup Day to allow Hugo residents the opportunity to dispose of their old household items as well as hazardous household products. Saturday, April 21, 2012 has been selected as the day on which to hold this event. Adoption of the Consent Agenda approved Saturday, April 21, 2012 from 8 a.m.-noon as the Annual Spring Citywide Cleanup Day to take place at the Hugo Public Works Building. Approve Letter of Retirement from Fire Chief Jim Compton After 35 years with the Hugo Fire Department, Fire Chief Jim Compton has submitted his letter of retirement effective June 1, 2012. Adoption of the consent Agenda approved the letter of retirement. Hugo City Council Meeting Minutes for February 6, 2012 Page 3 of 6 Update on On -Street Parking on 1481t—h Street North -Historic Legion Villas At its January 23, 2012 meeting, Council considered the request of resident Hank Schnider, 14897 Foxhill Avenue North, to prohibit parking on 148th Street between TH 61 and Foxhill Avenue. His main concerns were school bus safety and the parking of large vehicles along 1481h Street that impede visibility. Council directed staff to contact the school district to determine if there were any issues with the busing along 148th Street North. City Engineer Jay Kennedy informed the Council he had discussed Mr. Schnider's concerns with the school district and was told they have not had any issues with the buses. Miron made motion, Petryk seconded, to send a letter to Hank Schnider to thank him for his observance of this issue and inform him the Council felt that to prohibit parking along 148th street at this time was not warranted, but the situation will be monitored. All Ayes. Motion carried. Update on Goodview Avenue Road Improvements into Grant At its January 23, 2012 meeting, the Council heard information from City Engineer Jay Kennedy on highway and interstate road projects scheduled by MnDot for spring/summer 2012. Council had concerns regarding the poor condition of the unpaved portion of Goodview Avenue from Hugo into the City of Grant, which will likely be used as an alternate route during construction. Council had directed staff to work with White Bear Township, Ramsey County, and the City of Grant to work out an agreement for improvements to this section of Goodview. City Engineer Jay Kennedy informed Council a meeting is scheduled for Wednesday, February 15, 2012 at 6:15 p.m. at Hugo City Hall. Mayor Miron and Council Member Tom Weidt offered to attend this meeting. Petryk made motion, Klein seconded, to approve the meeting and directed staff to keep the Council informed. All Ayes. Motion carried. Update on January 19, 2012 I-35 W/E Coalition Meeting The I-35 W/E Coalition met on Thursday, January 19, 2012 at Hugo City Hall. City Administrator Bryan Bear updated the staff on this meeting where there was a lot of focus on the topic of the I -35E MnPASS Project. As part of the I -35E Cayuga Project, MNDOT is proposing the addition of a MnPASS Express Lane between Pennsylvania Avenue and Little Canada Road. Carpools, buses and motorcycles could use this lane for free; however, solo drivers would pay a fee to use the lanes. To proceed with this project, approval of a legislative bill was necessary to specifically authorize this lane as a toll lane. Bryan explained there was a house bill and senate bill currently going through the senate committee, and the City should decide whether it wants to support this bill. Hugo City Council Meeting Minutes for February 6, 2012 Page 4 of 6 Miron made motion, Weidt seconded, to postpone the discussion on the I -35E MnPASS to allow time to work with area representatives and the League of Minnesota Cities to determine what their positions were on supporting this project. All Ayes. Motion carried Update on the Everton Avenue Alternative Urban Areawide Review (AUAR) At its December 19, 2011 meeting, the Council considered the update of the Everton Avenue Neighborhood Final Alternative Urban Areawide Review (AUAR), which was first adopted in January 2002 as part of the Everton Avenue Neighborhood Study and updated in the spring of 2007. The Council approved the proposal from WSB Engineering to update the AUAR but questioned the Minnesota Rules requirement that the document to be reviewed and updated every five years until all development in the study area has received final approval. As directed by Council, City Administrator Bryan Bear and Mayor Miron met with State Senator Ray Vandeveer and Representative Bob Dettmer on Friday, January 20, 2012 to express the concern the City has with the time and expense that is incurred at both the state and local level because of this renewal process. The Environmental Quality Board (EQB) sets the rules governing by this type of document, and is was suggested there be a meeting with the EQB to determine the rational for the rule making and whether these rules could be amended. Mayor Miron and City Administrator Bryan Bear will schedule a meeting with the EQB, including Senator Vandeveer, Representative Dettmer, and a representative of the League of Minnesota Cities to discuss these rules. No formal action was taken. The Citizen's Requester Campaign Owner of Press Publications Carter Johnson and The Citizen Managing Editor Debra Barnes attended the Council meeting to explain the Requester Campaign. Press Publications, which owns The Citizen (a biweekly newspaper mailed to all Hugo residents), is launching the Requester Campaign to gain feedback to better determine the most efficient and environmentally friendly method of continuing to provide the paper to all Hugo residents who wish to continue receiving the publication. Debra Barnes explained that if 50% of the readership responded they wanted to continue to receive the paper, the post office would allow the paper to be mailed at the Requester Rate, which is considerable lower. The campaign invites the readers of The Citizen to return a postcard that will be inserted in the newspaper or respond via their website. The Mayor encouraged residents to do so. No formal action was taken. Schedule Workshop on Redistricting of City Wards and Precincts Following the decennial census, the City is required to establish or reestablish the City's precinct and ward boundaries to ensure compliance with ward population equality and other legal requirements. City Clerk Michele Lindau updated the Council on the redistricting process and requested Council schedule a date on which to hold a work shop on the redistricting of the City's wards and precincts. Following the workshop, a preliminary plan could be approved at their March 19, 2012 meeting, which would allow two weeks for public comments before becoming final at Hugo City Council Meeting Minutes for February 6, 2012 Page 5 of 6 their April 2, 2012 meeting. State Statute requires that the plan be adopted by April 3, 2012. Weidt made motion, Klein seconded, to schedule a workshop on redistricting for 8:00 a.m. on Tuesday, March 6, 2012 at Hugo City Hall. All Ayes. Motion carried. Reschedule Second Meeting in February due to the Presidents Day Holiday Annually, the Hugo City Council needs to reschedule its second meeting in February due to the observance of the Presidents Day Federal Holiday. In the past, the Council has held its second meeting on the following Tuesday. Staff informed Council there were no pending agenda items for the second meeting in February. Weidt made motion, Klein seconded, to cancel the second City Council meeting in February. All Ayes. Motion carried. Update on Yellow Ribbon Network Council Member Phil Klein reported to Council on the Yellow Ribbon Network (YRN) activities held recently. The past YRN Hamburger Night was a success. Hamburger Night is held on the fourth Wednesday of every month at 5 p.m. at the Hugo American Legion. The YRN is also taking donations for care packages to be sent to the troops serving overseas. Hugo Firefighters Annual Banquet on February 25, 2012 The Hugo Fire Department will hold the Hugo Firefighters Annual Banquet on Saturday, February 25, 2012 at Manitou Station in White Bear Lake. Miron made motion, Klein seconded, to direct staff to schedule February 25, 2012 at 5:30 p.m. as a Council meeting to allow for the attendance of the Council at the Hugo Firefighters Annual Banquet. All Ayes. Motion carried. Stillwater School District Meeting on February 25, 2012 The Stillwater Area Public School District will hold a meeting on Saturday, February 25, 2012 from 8:30 a.m. to noon at the Central Services location, 1875 South Greely Street, to discuss the 2012- 2013 budget reduction and the possibility of cost sharing services. The district is requesting the City of Hugo's representation at this meeting. Miron made motion, Petryk seconded, to direct staff to notice February 25, 2012 at 8:30 a.m. as a meeting of the Hugo City Council to allow for the attendance of the Council at the Stillwater School District meeting. Hugo City Council Meeting Minutes for February 6, 2012 Page 6 of 6 Sledding Party on February 11, 2012 On Saturday, February 11, 2012, the fourth annual Sledding Party will be held at Oak Shore Park located at 12790 Exhall Avenue North. This event is sponsored by the City of Hugo Parks and Recreation Commission and will include a bonfire, hot chocolate, and cookies. City Administrator Bryan Bear explained that, even though there was a lack of snow this year, the event will still take place with a variety of family games and activities for the kids. Rice Creek Watershed District Citizen Advisory Committee Vacancy Staff has been notified by the Rice Creek Watershed District (RCWD) they are seeking applicants for the Citizen Advisory Committee. Rick Gwynn, eleven -year member of the RCWD Advisory Committee, stated the Committee would benefit from having a member of the farming community on this committee. The Committee meets on the first Wednesday of each month at the Lino Lakes City Hall and is involved in water quality issues, ditch systems, and studies being done on area lakes including the one for Bald Eagle Lake. Anyone interested should contact the RCWD to apply before March 2, 2012. Adjournment Weidt made motion, Petryk seconded, to adjourn at 8:01 p.m. All Ayes. Motion carried.
