Mayor Miron called the meeting to order at 7:04 p.m.

Approval of Minutes for September 4, 2012 City Council Meeting
Weidt made motion, Klein seconded, to approve the minutes for the September 4, 2012 City
Council Meeting as presented.
All Ayes. Motion carried.
Approval of the Agenda
Staff added to the Consent Agenda approval of the Notice of Decision for Frenchman Place 2nd
Addition.

Approve Annual Performance Review for City Clerk Michele Lindau
Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008.
Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time
employee beginning May 1, 1999. Adoption of the Consent Agenda approved the annual
performance review for City Clerk Michele Lindau.
Approve Annual Performance Review for Public Works Worker Paul Christianson
The City of Hugo hired Paul Christianson as a public works worker on September 27, 2004.
Adoption of the Consent Agenda approved the annual performance for Public Works Worker
Paul Christianson.
Approve Pay Request No. 5 to Dresel Contracting, Inc. for Lake Air Estates/Bald Eagle
Estates/CSAH8 Proiects
The City of Hugo has received Pay Request No. 5 from Dresel Contracting, Inc. for the Lake Air
Estates/Bald Eagle Estates roadway and drainage improvement project, and the CSAH 8 mill and
overlay project. Senior Engineering Technician Steve Duff and City Engineer Jay Kennedy have
reviewed the Pay Request and found it satisfactory for work completed to date on the projects.
Adoption of the Consent Agenda approved Pay Request No. 5 to Dresel Contracting, Inc. in the
amount of $127,088.22 for the work completed to date on the Lake Air/Bald Eagle Estates and
CSAH 8 projects.
Approve Completion of Probationary Period for David Jensen and Appointment as
Firefighter
On September 19, 2012, David Jensen's probation period on the Hugo Fire Department ended.
David had completed all the necessary requirements to be moved to full time status. Adoption of
the Consent Agenda approved the completion of the probation period and appointment as
firefighter for David Jensen effective September 20, 2012.
Approve Special Event Permit for Fearless Firefighter Fun Run on Saturday, October 6,
2012
The City of Hugo received an application from the Hugo Fireflies for the Fearless Firefighters
Fun Run event scheduled for Saturday, October 6, 2012 as part of the Hugo Fire Department
Open House. The 5K Fun Run includes a 1/2 mile kids run, and is an opportunity for residents
and families to help raise funds for Fire Department equipment. The event will take place from 9
am — noon, and approximately 75 - 100 people are expected to participate. Adoption of the
Consent Agenda approved the Special Event Permit for the Fearless Firefighter Fun Run on
Saturday, October 6, 2012.
Approve Pay Request No. 1 to Municipal Builders for Well House No. 6
The City of Hugo has received Pay Request No. 6 from Municipal Builders for the construction
of Well House No. 6. Public Works Director Scott Anderson and City Engineer Jay Kennedy
had reviewed the Pay Request and found it satisfactory for work completed to date on the

project. Adoption of the Consent Agenda approved Pay Request No. 6 to Municipal Builders in
the amount of $108,519.75 for the work completed to date on Well House No. 6
Notice of Decision for Frenchman Place 211d Addition
Staff added this to the Consent Agenda. Everton Investments, LLC, applied for a revised wetland
replacement plan for the Frenchman Place 2nd Addition project. The completed application was
publicly noticed on July 31, 2012 with an August 31, 2012 deadline to receive comments. The
applicant has satisfactorily addressed all comments received from the July 24, 2012 TEP
meeting, July 27, 2012 LGU review comments, and August 6, 2012 Washington Conservation
District review comments. City staff determined that the proposed temporary wetland impacts
are eligible for a No -loss decision, and avoidance and minimization for the proposed unavoidable
wetland impacts are sufficient, in accordance with the sequencing requirements under MN Rules.
Adoption of the Consent Agenda approved the Notice of Decision for Frenchman Place 2nd
Addition wetland replacement plan, no -loss determination, and sequencing decision.
Introduction of New Officers on the Hugo Fire Department
Over the past several months, Fire Chief Kevin Colvard had been evaluating officer positions at
the Hugo Fire Department. Currently serving in these roles are: Jake Christiansen, Deputy
Chief, Marty Schwartz, Assistant Chief; Jim Compton Jr., Safety Captain; Andy Churchill,
Training Captain; Bob Bieniek, Safety Lieutenant; Kevin Kriegshauser, Training Lieutenant; and
Jim Roettger, Quality Assurance Lieutenant. Fire Chief Kevin Colvard introduced the Fire
Department Team to the Council.
Award of Bid for the Irish Avenue Reclamation and Paving Proiect
Thursday, September 6, 2012, the City of Hugo opened bids for the Irish Avenue Reclamation
and Paving Project. A total of five bids were received. City Engineer Jay Kennedy and Public
Works Director Scott Anderson had reviewed the bid documents and recommend Council
approve the award of bid to Hardrives, Inc. in the amount of $98,250.68. The Engineer's
Estimate for the project was $120,364.50.
Weidt made motion, Klein seconded, to award the bid for the Irish Avenue Reclamation and
Paving Project to Hardrives, Inc. in the amount of $98,250.68.
All Ayes. Motion carried.
Yellow Ribbon Network Report
Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held
recently. The next Hamburger Night will be on Wednesday, September 26, 2012 at the Hugo
American Legion. He encouraged everyone to attend.
Planning Commissioner Interviews Tuesday, September 18, 2012
City Administrator Bryan Bear reminded Council of the Planning Commission interviews to be held
on Tuesday, September 18, 2012 at 7:00 p.m. at Hugo City Hall.

Hugo Hoedown Saturday, September 22, 2012
City Administrator Bryan Bear provided a reminder that the Hugo Lions Club will hold their second
annual Hugo Hoedown Festival on Saturday, September 22, 2012. This event will include business
promos and a flea market/craft show to begin at 10 a.m. There will be many activities for families
including pony/hay rides, bean bag toss tournament, inflatables, food and beverages, DJ and country
band, as well as shows put on by the Cannon West Society.
Hazardous Waste Cleanup Saturday, September 29, 2012
City Administrator Bryan Bear provided a reminder that Washington County will hold a
Household Hazardous Waste Collection Event on Saturday, September 29, 2012 from 8 a.m. —
noon. Washington County Residents will be able to dispose of household hazardous waste free
of charge. This event will take place at the Hugo Public Works Department Building.
Cindy Petty, 13679 Fiona Avenue North, requested there be a prescription drug collection at the
next hazardous waste event. Staff will contact Washington County to see if this can be done.
Citywide Bus Tour Saturday, September 29, 2012
City Administrator Bryan Bear reminded council of the Annual Citywide Bus Tour scheduled for
Saturday, September 29, 2012. Participants will meet at the Hanifl Shelter for a 10 a.m.
departure and return to the shelter at approximately noon for a BBQ lunch. All Council
Members present stated they would be attending.
Candidate Forum Tuesday, October 2, 2012
City Administrator Bryan Bear informed the Council that the League of Women Voters will be
conducting the Candidate Forum on Tuesday, October 2, 2012 at Hugo City Hall. The forum
will begin at 7 pm with the Candidates for Washington County Districts 1 and 2. The Hugo
Mayor and Council Candidates are expected to be heard at approximately 8:15 p.m.
Petryk made motion, Klein seconded, to schedule this as a Council meeting to allow the
attendance of the Council at the candidate Forum on Tuesday, October 2, 2012 at Hugo City
Hall.

Hugo Fire Department Annual Open House Saturday, October 6, 2012
City Administrator Bryan Bear provided a reminder that the Hugo Fire Department will hold
their Annual Open House on Saturday, October 6, 2012 from 11:00am - 3:00pm. This event will
take place at the Hugo Fire Hall, 5323 140th St. North, and will include the Fearless Firefighters
Fun Run and several children and adult activities. This event is being held to celebrate Fire
Prevention Week, which is October 7-13.

Hugo Business Association (HBA) Networking Meeting Tuesday, October 9, 2012
City Administrator Bryan Bear informed the Council that the HBA scheduled a networking meeting
on October 9, 2012 from 7-8:30 pm. This meeting will take place at the Rice Lake Centre. The
purpose of this networking meeting is to increase participation in the HBA and discuss marketing
opportunities in the City of Hugo. The Council has been invited to attend.
Cindy Petty, 13679 Fiona Avenue North, stated the HBA would be holding their regular meeting at
this time with networking opportunities at the beginning and end of the meeting.
