HomeMy WebLinkAbout2012.10.01 CC MinutesMINUTES FOR THE CITY COUNCIL MEETING ON MONDAY, OCTOBER 1, 2012 Mayor Miron called the meeting to order at 7:05 p.m. PRESENT: Klein, Petryk, Weidt, Miron ABSENT: Haas ALSO PRESENT: City Administrator Bryan Bear, City Attorney Dave Snyder, City Engineer Jay Kennedy, Senior Engineering Technician Steve Duff, Accounting Clerk Anna Wobse, and City Clerk Michele Lindau Approval of Minutes for the September 17, 2012 City Council Meeting Weidt made motion, Klein seconded, to approve the minutes for the September 17, 2012 City Council meeting as presented. All Ayes. Motion carried. Approval of Minutes for the September 18, 2012 Planning Commission Interviews Klein made motion, Petryk seconded, to approve the minutes for the Planning Commission Interviews held on September 18, 2012 as presented. All Ayes. Motion carried. Approval of the Agenda Miron made motion, Petryk seconded, to approve the Agenda as presented. All Ayes. Motion carried. Recognition of PAWS Pet Hospital for Service to the Washington County K-9 Unit PAWS Pet Hospital has been providing care for the Washington County K-9 Unit since PAWS first came to Hugo in April, 2010. The Washington County Sheriff's Department has seven dogs in the K-9 Unit. Sheriff Hutton was in attendance along with Washington County Sergeant Sara Halverson; Sergeant Wieland; and Deputy Brad Volk and Joel Legut with K9 partners Xander and Zeke. Sheriff Hutton talked about the incredible dimension to service and protection the K-9 unit adds to the Department, and the appreciation they have for the care and commitment of PAWS Dr. Michelle Beck and her dedicated staff. Dr. Beck introduced her team. Attending the meeting with her was: Jill Nordstrom, Anne Gillson, Dr. Heidi Johnson, Angie Novatney, and Andrea Bernier. Sheriff William Hutton presented a plaque to Dr. Michelle Beck and publicly thanked her and the entire PAWS staff for their veterinary work. Presentation of Resolution and Certificate of Appreciation to Senator Ray Vandeveer Senator Ray Vandeveer has served the citizens of Hugo since 1998 as the representative in the MN House of Representatives and as the Senator in the Minnesota Senate. Senator Vandeveer has decided to not run for reelection after his term ends at the end of this year. The Mayor and Council talked about the important part Senator Vandeveer played in business expansion and road improvement projects in the City. They appreciated his availability and involvement. The Hugo City Council Meeting Minutes for October 1, 2012 Page 2 of 5 Council presented a Resolution and a Certificate of Appreciation to the Senator thanking him for his years of dedicated public service to the residents and businesses in Hugo. Miron made motion, Weidt seconded, to approve RESOLUTION 2012-30 RECOGNIZING THE HONORABLE SENATOR RAY VANDEVEER FOR HIS 15 YEARS OF PUBLIC SERVICE AS REPRESENTATIVE AND SENATOR SERVING THE CITIZENS OF HUGO, MINNESOTA. All Ayes. Motion carried. Council took a short break. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Annual Performance Review for Public Works Worker Adam Greeder In 2007, Adam Greeder was hired by the City of Hugo as one of its summer seasonal maintenance workers in the Hugo Public Works Department. On October 6, 2008, Adam became part of the department as a full-time employee as an apprentice for the Public Works Maintenance Worker. Adoption of the Consent Agenda approved the annual performance review for Public Works Worker Adam Greeder. Approve Appointment of Corky Lessard to the Planning Commission The Council held interviews on September 18, 2012 of two Hugo residents who applied for the vacant seat on the Planning Commission. The Council found both candidates to be qualified for Hugo City Council Meeting Minutes for October 1, 2012 Page 3 of 5 the position. After deliberation, Council decided to appoint Corky Lessard to fill the vacancy on the Planning Commission. Adoption of the Consent Agenda approved the appointment of Corky Lessard to the Planning Commission for the remainder of the term of former Commissioner Adam Moore, to expire on December 31, 2014. Approve Lawful Gambling Exempt Permit for Raffle at Hugo American Legion on November 11, 2012 The Hugo American Legion Post 620 Auxiliary has applied for a Lawful Gambling Exempt Permit to allow the Auxiliary to sell raffle tickets on November 11, 2012 for a quilt that has been donated to the Hugo American Legion. Money raised by the raffle will be donated to the Hastings Veteran Home. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit for the Legion Auxiliary for a raffle on November 11, 2012. Approve Lawful Gambling Exempt Permit for Raffle at Hugo American Legion on December 8, 2012 The Hugo American Legion Post 620 Auxiliary has applied for a Lawful Gambling Exempt Permit to allow the Auxiliary to conduct gambling at the benefit for Allysia Moran who is suffering from Lyme disease. This benefit will be held at the American Legion on December 8, 2012 from 2-9 p.m., and the money raised will be used to cover uninsured medical costs. Adoption of the Consent Agenda approved the Lawful Gambling Exempt Permit to conduct raffles at the Moran Benefit on Saturday, December 8, 2012 at the Hugo American Legion. Approve Revisions to the Hugo Fire Department SOGs and City of Hugo Personnel Policy The Hugo Fire Department has reviewed the Fire Department Standard Operating Guidelines and the Hugo Personnel Policy and is recommending changes. The most significant change is the revision to the point system that increased the 27 point requirement to 28 points. Adoption of the Consent Agenda approved the revisions to the Hugo Fire Department SOGs and City of Hugo Personnel Policy. Approve Completion of Probationary Period for Matt Richardson and Appointment as a Hugo Firefighter On October 4, 2012, Matt Richardson's probation period on the Hugo Fire Department ended. Matt has completed all the necessary requirements to be moved to full time status. Adoption of the Consent Agenda approved the completion of the probation period and appointment as regular firefighter on the Hugo Fire Department for Matt Richardson effective October 4, 2012. Approve Leave of Absence for Hugo Firefighter Zac Wellner Fire Chief Kevin Colvard recommended Council approve the request from Firefighter Zac Wellner for a Leave of Absence for medical reasons. The leave will be indefinite, dependent on his doctor's recommendation. Adoption of the Consent Agenda approved the Medical Leave of Absence for Firefighter Zac Wellner. Hugo City Council Meeting Minutes for October 1, 2012 Page 4 of 5 Assessment Hearing on Lake Air Estates/Bald Eagle Estates Roadway, Drainage and Utility Improvement Proiect At its September 4, 2012 meeting, the Hugo City Council scheduled a public hearing for this evening on the assessment for the Lake Air Estates/Bald Eagle Estates Roadway, Drainage and Utility Improvement Project. City Engineer Jay Kennedy presented the proposed Assessment Roll to the Council. The total cost of the project is $883,315 with $244,428 to be assessed to the property owners, and the remaining $639,387 will be paid from the City Roadway CIP and Sewer Utility Fund. The streets in Bald Eagle Estates were improved as an urban roadway and are assessed at $4,100/unit. Lake Air Estates streets were improved as rural section roadway and assessed at $3,400/unit. The assessment for the 12 townhome units is $76.88/front footage, and it was proposed to be assessed against the townhome association. The Council discussed whether the assessment for the townhomes should be done on each individual property instead of the association. Council also discussed properties at 4920 and 4935 126th Street, which did not receive improvements along their entire road frontage, and whether those phroperties should be prorated. City Engineer Jay Kennedy explained that the portion of 1261 east of Exhall Avenue was not improved as part of this project because it had previously been done as part of the Oakshore Park Project. It was necessary to extend the Oakshore Park Project to the east of Exhall Avenue to access the manholes for the sewer extension. City Attorney Dave Snyder stated that an assessment needs to be linked to the actual benefit. Mayor Fran Miron opened the public hearing. Dan Silverberg, 4980 126th Street North, said the road project went well and thanked Steve Duff, who was in the audience. Dan had questions on when he would be assessed and when it could be paid without interest. City Engineer Jay Kennedy explained the options to Mr. Silverberg for paying the assessment. The City received a letter from Joyce Dumer, 4950 126th Street, regarding a property owner who was only being assessed half the amount because he is on a corner lot, and how that was never disclosed. The City also received a letter from Pam LeClair, 4935 126th Street North, with the same question on the corner lot. Council explained the assessment policy and how it pertains to corner lots. Miron made motion, Weidt seconded, to enter the letter from Joyce Dumer into this official public hearing record. Hugo City Council Meeting Minutes for October 1, 2012 Page 5 of 5 Weidt made motion, Klein seconded, to approve RESOLUTION NO. 2012 - 31 ADOPTING ASSESSMENTS FOR THE LAKE AIR ESTATES AND BALD EAGLE ESTATES AREA ROADWAY, DRAINAGE, AND UTILITY IMPROVEMENT PROJECT. Ayes: Klein, Weidt, Petryk, Miron Nays: None Motion carried. Yellow Ribbon Network Report Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. Boyds Promotion hosted the past hamburger night, and Council Member Klein stated that the YRN is very fortunate to have sponsors booked for the next five months. The YRN is looking for sponsors for the Welcome Home Pheasant Hunt to be held at Wild Wings Game Farm on October 20-21. Last year's event was a huge success. Candidate Forum on Tuesday, October 2, 2012 City Administrator Bryan Bear reminded Council that the League of Women Voters will be conducting the Candidate Forum on Tuesday, October 2, 2012 at Hugo City Hall. The forum will begin at 7 pm with the Candidates for Washington County Districts 1 and 2. The Hugo Mayor and Council Candidates are expected to be heard at approximately 8:15 p.m. Hugo Fire Department Annual Open House Saturday, October 6, 2012 City Administrator Bryan Bear reminded Council that the Hugo Fire Department will hold their Annual Open House on Saturday, October 6, 2012 from 11:00am - 3:00pm. This event will take place at the Hugo Fire Hall, 5323 140th St. North, and will include the Fearless Firefighters Fun Run and several children and adult activities. The Open House is held annually to celebrate Fire Prevention Week, which is October 7-13. Adjournment Weidt made motion, Petryk seconded, to adjourn at 8:31 p.m. All Ayes. Motion carried.
