Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Assessment Agreement for Thomas and Kathryn Drewry for 1991 Road Project Thomas and Kathryn Drewry requested an assessment agreement to allow them to continue to make annual payments on the assessment for the 1991 road paving project. The Drewrys were enrolled in the Green Acres Program from 1994 — 2011, and payments are deferred while in the program. Recent reclassification of their property has removed them from Green Acres and the balance on the assessment is now due. Adoption of the Consent Agenda approved the Assessment Agreement for Thomas and Kathryn Drewry for the 1991 Road Project. Hugo City Council Meeting Minutes for November 19, 2012 Page 3 of 7 Approve Annual Snowmobile Trail Application for the Hugo Snowmobile Club Each year, the Hugo Snowmobile Club submits its trail application to the City for the purpose of providing public recreational snowmobile trails during the winter. City staff reviewed the application and found it to be satisfactorily complete along with a copy of the insurance. Club President John Udstuen was at the meeting. Council thanked him for being proactive in addressing the concerns of property owners. Adoption of the Consent Agenda approved the 2012-2013 annual trail application from the Hugo Snowmobile Club. Approve Annual Snowmobile Trail Application for the Rice Creek Trail Association Each year, the Rice Creek Trail Snowmobile Club submits its trail application to the City for the purpose of providing public recreational snowmobile trails during the winter. City staff reviewed the application and found it to be satisfactorily complete along with a copy of the insurance. Adoption of the Consent Agenda approved the 2012-2013 annual trail application from the Rice Creek Trail Snowmobile Club. Approve Hiring of Carrie Seiberlich as a Probationary Firefighter on the Hugo Fire Department Hugo Fire Chief Kevin Colvard requested approval of Carrie Seiberlich as a probationary firefighter on the Hugo Fire Department. Carrie has met all the necessary requirements. Adoption of the Consent Agenda approved the hiring of Carrie Seiberlich as a probationary firefighter on the Hugo Fire Department. Approve Pay Request No. 1 to Hardrives, Inc. for Irish Avenue Improvements Hardrives, Inc. submitted Pay Request No. 1 for the Irish Avenue Improvement Project. Staff has reviewed the request and found it to be satisfactory for work performed. Adoption of the Consent Agenda approved Pay Request No. 1 for Hardrives, Inc in the amount of $81,658.71 for the Irish Avenue Improvement Paving Project. Approve Site Plan for Xcel Energy Building Addition at 13620 Fenway Boulevard North This year the City Council, with the Planning Commission's recommendation, approved a 20,900 square foot electric and gas training center and a 15,400 square foot training barn for the property located at 13620 Fenway Boulevard North. The applicant requested site plan approval for a 5,000 square foot building addition to the previously approved training barn. The addition will be used for substation training. Staff recommended approval of the site plan for the building addition to the Planning Commission on November 8, 2012. The Planning Commission unanimously recommended approval of the site plan to the City Council. Lynn Patzner from Xcel Energy Inc. was at the meeting and spoke briefly on the request. Adoption of the Consent Agenda approved RESOLUTION 2012-34 APPROVING A SITE PLAN FOR XCEL ENERGY, INC. FOR A BUILDING ADDITION ON THE PROPERTY LOCATED AT 13620 FENWAY BOULEVARD NORTH. Hugo City Council Meeting Minutes for November 19, 2012 Page 4 of 7 Approve Review of CUP for Lametti and Sons, Inc. At its January 2, 2007 meeting, the City Council approved a Conditional Use Permit (CUP) for Lametti and Sons, Inc., on property located at 16028 Forest Boulevard. The CUP allows interior and exterior storage of material and equipment, and processing of cured -in-place pipe that will be completed inside of an existing building. Condition #12 of the permit states that the CUP shall be reviewed every five years from the date of issuance. Staff visited the property on October 31, 2012 and is not aware of any violations of the existing special use permit. Staff recommended approval of the CUP review to the Planning Commission on November 8, 2012, and the Planning Commission unanimously agreed. Council Member Haas shared his appreciation for the quick response by Lametti and Sons, Inc. to fix their fence that had been damaged. Adoption of the Consent Agenda approved the CUP for Lametti and Sons, Inc. Approve Review of SUP for Bald Eagle Sportsman Association The Bald Eagle Sportsman Association (BESA) has a special use permit (SUP) to operate a gun club on property located at 6557 125th Street. Condition #19 of the permit states that it shall be reviewed prior to December I't of the even -numbered years, or if the SUP is amended or violated. Staff visited the gun club on October 24, 2012 and is not aware of any violations of the existing special use permit. There were no changes on the property. Staff recommended approval of the SUP review to the Planning Commission on November 8, 2012. The Planning Commission unanimously recommended approval of the SUP review to the City Council. BESA Club President Al Savage was in attendance and announced the club recently celebrated their 70th anniversary. Adoption of the Consent Agenda approved the SUP review for BESA. Approve Lot line Adjustment for Hauble at 5460 and 5490 125th Street North Gerald Hauble and Donald Hauble requested approval of a property line adjustment for properties located at 5460 & 5490 125th Street North and the 20 -acre property to the north. The proposed lot line adjustment complies with all applicable zoning regulations in the City Code. Staff recommended Council approve the property line adjustment for Gerald and Donald Hauble for properties located on 125th Street North. Adoption of the Consent Agenda approved RESOLUTION 2012-35 APPROVING A PROPERTY LINE ADJUSTMENT FOR PROPERTIES LOCATED AT 5460 & 5490 125TH STREET NORTH AND THE ADJACENT PARCEL TO THE NORTH. Approve Resignation of Firefighter Zac Wellner from the Hugo Fire Department Firefighter Zac Wellner submitted his letter of resignation from the Hugo Fire Department. Adoption of the Consent Agenda approved the letter of resignation from Zac Wellner. Update on JD 2 Minor Ditch Maintenance City staff has been working with the Rice Creek Watershed District to develop plans for the next phase of minor maintenance within Judicial Ditch 2. City Engineer Jay Kennedy updated the Council regarding projects completed during 2012, as well as the planned next phases of the Hugo City Council Meeting Minutes for November 19, 2012 Page 5 of 7 project. Mayor Miron talked about the pipeline crossing the ditch. Miron stated that the obstruction hearing was held, but there was no action taken; sediment in the ditch will continue to build and obstruct the flow. City Engineer Jay Kennedy indicated he will consult the Rice Creek Watershed District staff to follow up on it. There was no formal action taken. Discussion on Washington County's CIP for Roadways County Engineer Wayne Sandberg shared the County's Capital Improvement Program with the Council. Wayne explained that Washington County evaluates the county roads every three years and assigns a Pavement Condition Index (PCI) score between 1-100. The goal is to not have any roads below 40. Current trend shows a downward PCI, and it is expected to be at 72 by the year 2016. Wayne talked about funding sources for road projects and the possible reductions the County may be seeing in those funds. There was also discussion on the trail funding and the Hardwood Creek Trail extension. Wayne said the County was waiting to hear back from the BNSF railroad on the acquisition of the property. No formal action was taken. Approve Purchase of Phones for City Buildings and Shared Services Agreement with the City of Roseville Staff has been working with the City of Roseville on a shared service agreement for IP telephony services. In this agreement, Hugo would purchase new phones to operate on the City of Roseville's existing phone control equipment for managing calls and voice mail. City Clerk Michele Lindau explained the current phone systems at City Hall and the Fire Department are over ten years old and beginning to fail. The cost of new phone equipment would be $20,822.06 with monthly charges reduced by approximately $400 per month. Weidt made motion, Klein seconded, to approve the purchase of new Cisco phones for City Hall, Public Works, and the Fire Department and approve the Shared Service Agreement for IP Telephony Services with the City of Roseville. All Ayes. Motion carried. Approve Agreement with MnDOT and MN Commercial for Installation of Crossing Equipment MnDOT required the installation of railroad crossing equipment at the 130th Street intersection with Highway 61 as part of the recent intersection improvement and traffic signal installation. MnDOT allowed the installation to be delayed until salvaged crossing equipment became available based on Minnesota Commercial Railroad's commitment to safely flag trains through the crossing in the interim. City Engineer Jay Kennedy explained that the City agreed to fund the installation of salvaged equipment, which is currently available through MnDOT. The proposed agreement between the three parties will result in Minnesota Commercial installing the equipment at a cost of $62,000, and MnDOT and the City funding the cost of the installation at $25,000 and $37,000 respectively. All Ayes. Motion carried. Presentation of Findings on Water Conservation Efforts -Chuck Prokop This was added to the agenda at the request of Becky Petryk and resident Chuck Prokop. Chuck Prokop, 5216 141St Street North, has been keeping the Council apprised of efforts to conserve water at the Fenway Place Townhomes. Mr. Prokop explained to the Council the Fenway Place Homeowners Association installed a Rain Bird device to the irrigation system to check the humidity in the air and moisture in the ground to determine when the sprinklers should turn on. Chuck Prokop said that over the past two years they saw a 41 % reduction in water consumption and 39% reduction in cost. It was noted there are other devices on the market that monitor irrigation systems. Council discussed analyzing the information and disseminating the information to the public. Also discussed was providing incentives to conserve water using the water rate structure for billing. Miron made motion, Haas seconded, to direct staff to review this information and include it for discussion at the Council's Goal Setting Session in January. All Ayes. Motion carried. Update on Yellow Ribbon Network Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow Ribbon Network activities held recently. A successful packaging event was held on Saturday, November 10th. Hamburger Night on November 28th will be sponsored by the Hugo Business Association. Thanksgiving Baskets were delivered to military families. There will be another pheasant hunt for 50-60 soldiers on December 15th Hugo Business Association Small Business Saturday, November 24, 2012 City Administrator Bryan Bear announced that the Hugo Business Association is encouraging local business to participate in Small Business Saturday by providing special offers to shoppers on that day. The HBA will promote Small Business Saturday on their web site, FaceBook, and email blasts as well as The Citizen newspaper events section. Small Business Saturday is the day between Black Friday and Cyber Monday that is dedicated to supporting small businesses nationwide. Annual Holiday Party Thursday, December 6, 2012 City Administrator Bryan Bear reminded Council of the 2012 Annual Holiday party to be held on Thursday, December 6, 2012 at the Hugo American Legion beginning with Social Hour at 5:30 p.m. and dinner at 6:30 p.m. This party is held for Hugo's Commissions and Boards in appreciation for the volunteer work. Hugo City Council Meeting Minutes for November 19, 2012 Page 7 of 7 White Bear Lake Chamber Legislative Reception City Administrator Bryan Bear added this to the agenda to inform Council of the Legislative Reception that will be held by the White Bear Lake Chamber of Commerce. The reception will be held at the White Bear Country Inn on Thursday, November 29, 2012 from 5-7 p.m. Petryk made motion, Weidt seconded, to schedule Thursday, November 29 as a meeting of the Council to attend the Legislative Reception All Ayes Motion carried.
