Approval of Minutes for the November 19, 2012 Council Meeting
Weidt made motion, Miron seconded, to approve the minutes for the November 19, 2012 City
Council meeting as presented.
All Ayes. Motion carried.
Approval of the Agenda
Miron made motion, Haas seconded, to approve the agenda as amended.

Presentation of Certificates of Appreciation to Historical Commissioners Marvella
Gamboni and Lorraine Gadbois
The City Council intended to present Certificates of Appreciation to Marvella and Lorraine for
their years of service on the Historical Commissioner. Other members of the Commission wished
to be present; however, no members were able to attend this meeting. This item will be
rescheduled, and certificates will be presented at a meeting in January.

Approval of Claims
Adoption of the Consent Agenda approved the Claims Roster as presented.
Approve Refund Agreement with Metropolitan Council Environmental Services
After several months of negotiating with the Metropolitan Council Environmental Services
(MCES) staff, MCES acknowledges that the City of Hugo is due a refund for excessive
wastewater flows for the billing period 2006-2011. As per the agreement, the City will receive
an $880,684.93 refund, which includes 3% interest. Adoption of the Consent Agenda approved
the agreement with MCES.
Approve Five -Year CIP
At the 2012 mid -year budget workshop, the Finance Department presented a Capital
Improvement Program for the years 2012 through 2016. Based on City Council direction, staff
has assembled a final document that identifies each project and corresponding revenue sources.
The document is in grid format that summarizes the details contained in the working documents
presented to the City Council. Adoption of the Consent Agenda approved the Five -Year CIP as
presented.
Approve Extension of Leave of Absence for Firefighter Tony Bronk
At its September 4, 2012 meeting, the Council approved a Leave of Absence for Firefighter
Tony Bronk for a three-month leave from the Hugo Fire Department for personal reasons. Mr.
Bronk is requesting an extension of that leave, which ended on November 30, 2012, while he is
out of town on FEMA duties. Adoption of the Consent Agenda approved the Leave of Absence
for Tony Bronk from the Hugo Fire Department until December 17, 2012
Approve Resolution Approving 2012 Salary and Reimbursement Levels
Resident Cindy Petty asked this item to be removed from the Consent Agenda. During the 2013
budget process, the City Council indicated its desire to adjust the City's salary matrix by 4.5%
rather than grant step increases to those employees who have not yet reached their pay grade
maximums. A statistical analysis of the matrix after adjustment confirms that the proposed
salaries will keep our compensation system compliant with pay equity guidelines. Staff
recommended Council adopt the resolution approving 2013 salary and reimbursement levels
based on a 4.5% adjustment to the City salary matrix.
Cindy Petty, 13679 Fiona Avenue North, questioned what the 4.5% increase was based on.
Finance Director Ron Otkin informed her that this was the first Cost of Living Adjustment since
2009. Ron also talked about employee health insurance. Employees are now responsible for
100% of the deductible. This alone saved the City approximately $73,000 last year.

SALARIES FOR CITY EMPLOYEES AND ESTABLISHING EMPLOYEE
REIMBURSEMENT LEVELS.

Public Hearing on the 2012 City Budget and Tax Levy - Finance Director Ron Otkin
On September 4, 2012, the City Council adopted a preliminary 2013 tax levy of $4,749,083.
Based on staff estimates of tax capacity, this levy was intended to keep the urban tax rate at
36.498% of tax capacity. However, Washington County has determined that the urban tax rate
will actually decrease by 0.09%. Finance Director Ron Otkin talked about the City's urban tax
capacity rates and how they were affected by the elimination of the MVHC program. He also
reviewed levy items and general fund budget items. Ron concluded by saying the budget
satisfies the funding priorities of the City Council and is balanced with no transfers in. Ninety-
three percent of residential homestead properties will receive a city tax reduction.
Mayor Miron opened the public hearing.
Cindy Petty, 13679 Fiona Avenue North, asked about overtime in the Public Works Department
and whether it was cheaper to hire another employee, and she questioned the cost of cleaning
supplies. Finance Director Ron explained the overtime usually occurred in a major snow event,
and it also applies to the grading of the roads due to the fact there is only one grader. Regarding
cleaning supplies, the amount included miscellaneous items such as cleaning mats for all
buildings.
Glen Kothe, owner of commercial property Total Recall at 17285 Forest Boulevard North, asked
the finance director to explain what was meant by Fiscal Disparity, and about the increase in the
tax on his commercial property. Council encouraged him to appear before the Board of
Equalization in April to discuss his property values.
Jeff Olson, owner of commercial property at 4693 Europa Trail, also spoke about the increase in
his taxes, and he was encouraged to talk with the City Assessor.
There were no other comments, and Mayor Miron closed the public hearing.
Haas made motion, Weidt seconded, to approve RESOLUTION 2012-37 APPROVING THE
GENERAL FUND BUDGET FOR THE 2013 FISCAL YEAR.

Update on Yellow Ribbon Network
Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow
Ribbon Network activities held recently. Local businesses adopted five military families for
"Secret Santa". A final "Welcome Home Pheasant Hunt" will take place on December 15, 2012
at Wild Wings; the next Burger Night is December 26, 2012; the Bayport Legion will be
presenting a check to the YRN for their volunteer work at Sal's meat raffle; and a presentation of
the Sea of Goodwill Award will take place at Hugo City Hall on December 14, 2012.
Haas made motion, Petryk seconded, to schedule December 14, 2012 as a meeting of the Council
at the Sea of Goodwill Award presentation to begin at 4:00 p.m.

Annual Holiday Party Thursday, December 6, 2012
City Administrator Bryan Bear reminded Council of the 2012 Annual Holiday party to be held
on Thursday, December 6, 2012 at the Hugo American Legion beginning with Social Hour at
5:30 p.m. and dinner at 6:30 p.m. This party is held for Hugo's Commissions and Boards in
appreciation for the volunteer work.
Huio Fire Department Toy Drive on Saturday, December 8, 2012
City Administrator Bryan Bear announced that the Hugo Fire Department will visit
neighborhoods on Saturday, December 8, 2012 from 11:00 a.m. to 3:00 p.m. to collect new
unwrapped toys for children in need. Residents are encouraged to donate toys or non-perishable
food, and say "hello" to Santa as he drives through the neighborhoods.
HBA Holiday Celebration on Tuesday, December 11, 2012
City Administrator Bryan Bear reminded Council that the Hugo Business Association (HBA)
will hold a Meet Your New Board Holiday Celebration on Tuesday, December 11, 2012. This
event will be held from 6-8 p.m. at the Rice Lake Centre. A short meeting of the HBA will be
held with a social event to follow.
County Commissioner Meet and Greet and Washington County Training on December 13,
2012
This was added to the agenda to inform Council that there will be an opportunity for the public to
meet the new Washington County Commissioner Fran Miron at the Blue Heron Grill, 14725
Victor Hugo Boulevard, on December 13, 2012 from 4-6 p.m. That same evening, Washington
County will hold a Property Tax and Value Workshop for state and local officials at the
Washington County Government Center at 6 p.m.
