GOAL SETTING SESSION
Mayor Fran Miron called the meeting to order at 8:20 p.m.
PRESENT: Haas, Klein, Petryk, Weidt, Miron
ABSENT: None
ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan
Bear, City Engineer Jay Kennedy, City Attorney Dave Snyder, Public Works Director Scott
Anderson, Parks Planner Shayla Syverson, Administrative Intern Jill Van DenHeuvel, Fire Chief
Jim Compton, Deputy Fire Chief Kevin Colvard, Fire Marshal Marry Schwartz, The Citizen
Newspaper Editor Debra Barnes, and City Clerk Michele Lindau
Review of 2010 City Goals
City Administrator Mike Ericson reviewed with Council the status of the 2010 City Focus Goals
Review of 2011 Fire Department Goals
Fire Chief Jim Compton and Fire Marshal Marty Schwartz shared with Council the proposed
2011 goals of the Hugo Fire Department. They are:
• Firefighter safety
• Protection of property and life
• Full-time position filled
• Part-time secretary position filled
• Continued refinements of B.L.S. service
• F.E.M.A. grant for emergency generator
• Develop a Fire Department voluntary inspection and education plan for businesses
Review of 2011 Planning Commission Goals
Community Development Director Bryan Bear shared with Council the proposed 2011 goals of
the Hugo Planning Commission as discussed at their last Planning Commission meeting. They
are:
• Finish the northern gateway
• Implementation of the downtown plan
• Commercial and industrial design guidelines
• Zoning ordinance updates
• Bus Tour
• Connection of trail systems to commercial areas
• Planning for future transit hubs
• Stormwater Plan / Stormwater CIP
• Eastern Hugo sewer study
• PC Training

Review of 2011 Economic Development Authority (EDA) Goals
Community Development Director Bryan Bear reviewed the 2011 goals of the EDA. The goals
fell into the following categories:
• Business retention and expansion
• Continue working on downtown redevelopment projects
• Establish quality industrial and commercial development
• Continue marketing of the City
• Transportation
Review of 2011 Parks and Recreation Commission Goals
Parks Planner Shayla Syverson reviewed the 2011 goals of the Parks and Recreation
Commission. The Goals fell into the following categories:
• Park, Trail and Open Space Development
• Recreation Programs
• Athletic Facilities
• Marketing
Discussion on Snow Removal from Trails and Sidewalks
Public Works Director Scott Anderson provided background and information to Council regarding the
proposal to remove the snow from trails and sidewalks, and he provided options for the Council to
consider.
Discussion on Sharing of Services with Other Cities
City Administrator Mike Ericson talked about the agreement the City had with Chisago County to
provide building inspection services and the possibility of cost sharing of services with other cities.
Discussion on Final Goals
Council directed staff to prepare a draft of the Council goals, differentiating between goals and
budgeting items, and schedule a meeting for Tuesday, February 15, 2011 at 9:00 a.m. following the
Business Networking Breakfast.

Haas made motion, Klein seconded, to adjourn at 10:00 pm.
