PRESENT: Haas, Klein, Petryk, Weidt, Miron ABSENT: None ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan Bear, City Engineer Jay Kennedy, City Attorney Dave Snyder (arrived at 7:40), Public Works Director Scott Anderson, Parks Planner Shayla Syverson, Administrative Intern Jill Van DenHeuvel, and City Clerk Michele Lindau Approval of the Minutes for the City Council Meeting on January 3, 2011 Klein made motion, Weidt seconded, to approve the minutes for the City Council meeting held on January 3, 2011 as presented. All Ayes. Motion carried. Approval of the Agenda Miron made motion, Haas seconded, to approve the Agenda as amended: Add to Administrative Presentations: Change in The Citizen Newspaper Publication Date Add to Council Presentations: Update on the Yellow Ribbon Network Immediately following Consent Agenda: Letter to the Hugo Snowmobile Club All Ayes. Motion carried. Certificate of Appreciation to Brian Thistle for Service on the Economic Development Authority At its December 6, 2010 meeting, the City Council accepted the letter of resignation from Brian Thistle who had indicated to staff that he was going to retire from the Economic Development Authority. Brian noted that his business and growing family were reasons that he did not seek reappointment. City staff prepared a Certificate of Appreciation for Brian Thistle, which Mayor Fran Miron presented on behalf of the City of Hugo. Miron made motion, Klein seconded, to publically recognize and thank Brian Thistle for his 4112 years of dedicated public service on the City's Economic Development Authority. All Ayes. Hugo City Council Meeting Minutes for January 18, 2011 Page 2 of 6 Presentation of Proiect Disulav for 2010 Intersection Proiects — WSB President Bret Weiss In 2010, the City of Hugo completed two significant street intersection projects on Trunk Highway 61. Specifically, the projects included intersection improvements and signalization at 130th Street and TH61 and at 147th Street and TH61, along with significant roadway improvements along the downtown section of Highway 61. WSB & Associates' President Bret Weiss presented the City of Hugo with a framed project display which highlights both street intersection improvement projects. Mayor Fran Miron received the projects display, which staff will have displayed in the city hall lobby for public inspection. Approval of the Consent Agenda Haas made motion, Petryk seconded, to approve the following Consent Agenda: Approval of Claims Approve Storm Water Pollution Prevention Program Annual Public Meeting for March 7, 2011 Approve Special Event Permit for Hugo Lions Club for Second Annual Radar Run on Egg Lake on February 5, 2011 Approve Award of Quote to Olson's Sewer Service for Minor Ditch Maintenance on Judicial Ditch 2 Approve Roland Guareschi as Regular Firefighter on the Hugo Fire Department Approve Trudy Richter as Facilitator for the Eastern Hugo Natural Resources Model Stakeholder Meetings Approve Pay Request No. 6 from Gen Con Construction for Construction of Park Shelter at Hanifl Fields Approve Off -Sale Liquor License for Sager Liquor Approve Lawful Gambling Permit for Pheasant Forever Event at Sal's Angus Grill on March 7, 2011 All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Storm Water Pollution Prevention Program (SWPPP) Annual Public Meeting for March 7, 2011 Each year, the City holds its annual public meeting in order to provide the City's stormwater pollution program report under the regulations provided by the Minnesota Pollution Control Agency under Minnesota State Statute. Senior Engineering Technician Steve Duff has requested the Council schedule the annual public meeting for Monday, March 7, 2011 at or after 7:00 p.m. Adoption of the Consent Agenda approved Monday, March 7, 2011 for the City's annual public meeting for the SWPPP under its MS4 permit from the Minnesota Pollution Control Agency. Hugo City Council Meeting Minutes for January 18, 2011 Page 3 of 6 Approve Special Event Permit for Hugo Lions Club for Second Annual Radar Run on Egg Lake on February 5, 2011 The City of Hugo has received an application from the Hugo Lions Club for its second annual snowmobile radar run, which is scheduled for February 5, 2011 on Egg Lake. As part of the event, the Lions Club also applied for a temporary 3.2 liquor license to permit the sale of 3.2 beer. Adoption of the Consent Agenda approved the Special Event Permit and 3.2 temporary beer license for the Radar Run scheduled for February 5, 2011 on Egg Lake. Approve Award of Quote to Olson's Sewer Service for Minor Ditch Maintenance on Judicial Ditch 2 At its December 20, 2010 meeting, Council approved the solicitation of quotes for the minor maintenance of Judicial Ditch 2 for the year. A quote was submitted from Olson's Sewer Service Inc. in the amount of $42,303.95 to perform the necessary work. Olson's Sewer Service provided minor ditch maintenance in 2010 and 2009. Adoption of the Consent Agenda approved the award if quote to Olson's Sewer Service for Minor Ditch Maintenance on Judicial Ditch 2 in the amount of $42,303.95. Approve Roland Guareschi as Regular Firefighter on the Hugo Fire Department Fire Chief Jim Compton has received notice that Roland Guareschi has completed his training requirements during his probationary period and recommends he be promoted from probationary status and be given the rank of Firefighter with the Hugo Fire Department. Adoption of the Consent Agenda approved the status of Firefighter for Roland Guareschi on the Hugo Fire Department. Approve Trudy Richter as Facilitator for the Eastern Hugo Natural Resources Model Stakeholder Meetings The City's engineering staff is recommending Trudy Richter as the neutral facilitator for the stakeholder meetings concerning eastern Hugo. Ms. Richter's services for this purpose will not exceed $4,600. Funding for this project is provided by the MN DNR and the Watershed Districts in the City. $4,600 will be subtracted from WSB's scope of services originally approved for this project as they will not directly provide a facilitator. Adoption of the Consent Agenda approved Trudy Richter to serve as facilitator at a cost not to exceed $4,600. Approve Pay Request No. 6 from Gen Con Construction for Construction of Park Shelter at Hanifl Fields City staff received Pay Request No. 6 from Gen Con Construction for work completed to date on the construction of the Hanifl Fields Athletic Park shelter. Public Works Director Scott Anderson has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Staff recommends Council approve Pay Request No. 6 from Gen Con Construction for work completed to date on the construction the Hanifl Fields Athletic Park shelter in the amount of $56,686.61. This amount reflects the total requested in Pay Request No. 6 less the deducts from Change Order 5 and Change Order 6. Adoption of the Consent Agenda approved Pay Request No. 6 from Gen Con Construction for construction of the Park Shelter at Hanifl Fields in the amount of $56,681.61. Hugo City Council Meeting Minutes for January 18, 2011 Page 4 of 6 Approve Off -Sale Liquor License for Sager Liquor As Council is aware, Hugo Liquor store owner Larry Tischler has not renewed his liquor license for 2011 and has sold the store back to the previous owner Terry Sager, owner of Sahawk of Hugo, Inc., who did business as Sager Liquor for several years before selling it to Larry Tischler. Terry Sager is requesting an Off -Sale Liquor License and Tobacco License to reopen Sager Liquor. Washington County Sheriff's Department has completed the investigation and staff has found the applications to be satisfactorily complete. Adoption of the Consent Agenda approved the Off -Sale Liquor and Tobacco License to Sahawk of Hugo Inc. for a liquor and tobacco license for 2011. Approve Lawful Gambling Permit for Pheasant Forever Event at Sal's Angus Grill on March 7, 2011 The City of Hugo has received an application for a lawful gambling permit for Pheasants Forever who will be holding a charitable event at Sal's Angus Grill on Monday, March 7, 2011. City staff has reviewed the application and found it to be satisfactorily complete. The charitable gambling permit allows for the Pheasants Forever organization to conduct a charitable raffle. Adoption of the Consent Agenda approved the lawful gambling permit for Pheasants Forever at its charitable event at Sal's Angus Grill on Monday, March 7, 2011. Letter to the Hugo Snowmobile Club Council Member Chuck Haas added this item to the agenda. Haas commented on the positive relationship the City has with the Hugo Snowmobile Club and the excellent job they have done working with residents to resolve many past issues. Haas read a letter sent by the City to the president of the club, John Udstuen thanking him for his and the club's help over the past several years in improving and maintaining snowmobile trails in Hugo, especially for grooming the cross country ski trails at Irish Avenue Park. Russ Pastorious, member of the Hugo Snowmobile Club and Lions Club addressed the Council and explained the Lions Radar Run Event that will be taking place on Egg Lake on Saturday, February 5, 2010 from 11 a.m. to 4 p.m. Update on Well No. 6 City Engineer Jay Kennedy provided the Council with a report on the completion and testing of Well No. 6. The report summarizes the testing results and it will be submitted to the Minnesota Department of Natural Resources before the well can be made operational. Jay provided an overview of the permitting process that now requires testing and monitoring before and during the construction of the well. Requirements outlined by the DNR for Well No. 6 Appropriation Permit Amendment include private well testing, monitoring wells, and aquifer testing that included pumping 18,000 million gallons in an eight-day period. Results of the tests showed the aquifer to be sustainable and no impact of the surrounding surface water. The next steps are to submit the test results to the DNR for review, apply for the Well Installation Appropriation Permit Amendment, and complete the well house design and bidding. The well is expected to be operational fall, 2011 or spring 2012. Hugo City Council Meeting Minutes for January 18, 2011 Page 5 of 6 The Council inquired as to whether the results were available on other communities who had conducted the well monitoring as part of the permitting process, and if those results could be compared with Hugo's. The Council also discussed the sharing of data as it pertained to the groundwater model that was being created with this data. Miron made motion, Klein seconded, to direct Council Member Chuck Haas, who is a member of the Metropolitan Council Water Advisory Board, and City Engineer Jay Kennedy to discuss these issues with the Water Advisory Board at their meeting in April, 2011. Schedule Date for EDA Commissioner Interviews At its December 6, 2010 meeting, City Council accepted the letter of resignation from Brian Thistle from the City's of Hugo Economic Development Authority who was not seeking reappointment for his term as a commissioner on the Authority. City Council directed staff to advertise for the vacancy and staff scheduled a closing date of Friday, January 7, 2011. The City of Hugo received a total of three applicants for the vacancy for the position on the EDA. Council directed staff to schedule the EDA interviews for February 7, 2010 following the regular Council meeting and invite one other member of the EDA to attend. Update on the Yellow Ribbon Network (YRN) Council Member Haas added this to the agenda to provide an update on the YRN. Sweet Martha's Cookies has donated 10,000 cookies again this year to be sent to soldiers. Haas requested anyone who knew of a soldier overseas to provide the YRN their APO (military address) and they would send them cookies. Mayor Miron suggested Haas contact the Midwest Dairy Association to inquire if they could donate milk. Haas also reminded the Council of the YRN Hamburger Night on the fourth Wednesday of each month at the Hugo American Legion where proceeds from hamburger sales go to the YRN. Hugo Business Association Business Breakfast on Tuesday, February 15, 2011 On Tuesday, February 15, 2011, the City of Hugo and the Hugo Business Association (HBA) will be holding the 2nd Annual Business Networking Breakfast. The event will be held at Hugo City Hall in the Oneka Room. A hot breakfast provided by Classic Cadillac Diner and networking will start at 7:30 am with a speaker starting around 8:00 am. Stephen Kelly, a marketing teacher from Century College, will be giving a presentation on "Marketing with Social Media" free of charge as part of their community involvement program. There will be a $5.00 fee for attendees to cover the cost of the food. Weidt made motion, Haas seconded, to direct staff to notice February 15, 2011 as a Council meeting to allow attendance of the Council at the Hugo Business Association 2nd Annual Business Networking Breakfast. Hugo City Council Meeting Minutes for January 18, 2011 Page 6 of 6 Report on Galvin House Fire at 8745 136th Street Court North Staff reported to Council that on Sunday, January 19, 2011, a fire engulfed the home of the Galvin Family at 8745 136th Street Court North and a six -alarm fire was called by Fire Chief Jim Compton. Fire Departments from Forest Lake, Mahtomedi, White Bear, Lino Lakes and Centennial assisted the Hugo Fire Department in attempts to put out this fire on the home which was located in the Duck Pass neighborhood. Unfortunately, the result was a total loss for the Galvin family. City Assessor Frank Langer has assisted in providing property tax relief for the family. Change in The Citizen Newspaper Publication Date Staff added this item to the agenda to announce the City was recently informed that The Citizen newspaper would be published biweekly on Thursday instead of Wednesday. This would give City staff an additional day to submit notices to the paper for publication. Adjournment Weidt made motion, Petryk seconded, to adjourn at 8:10 p.m. All Ayes. Motion carried.
