HomeMy WebLinkAbout2011.02.07 CC MinutesMINUTES FOR THE CITY COUNCIL MEETING ON FEBRUARY 7, 2011 Acting Mayor Becky Petryk called the meeting to order at 7:05 p.m. PRESENT: Klein, Petryk, Weidt, Miron (arrived at 7:11 p.m.) ABSENT: Haas ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan Bear, City Engineer Jay Kennedy, City Attorney Dave Snyder, and City Clerk Michele Lindau Approval of the Minutes for the City Council Meeting on January 18, 2011 Weidt made motion, Klein seconded, to approve the minutes for the City Council meeting held on January 18, 2011 as presented. All Ayes. Motion carried. Approval of the Minutes for the Annual Goal Setting Session on January 18, 2011 Weidt made motion, Klein seconded, approve the minutes for the City Council Goal Setting Session held on January 18, 2011 as presented All Ayes. Motion carried. Approval of the Agenda Weidt made motion, Klein seconded, to approve the Agenda as amended: City Administrator noted correction in time for the South Ethan Avenue Neighborhood Open House on the Consent Agenda to 6:30 p.m. All Ayes. Motion carried. Approval of Claims Adoption of the Consent Agenda approved the Claims Roster as presented. Approve Rescheduling of February 21, 2011 Meeting to February 22, 2011 in Observance of Presidents Day Annually, the Hugo City Council needs to reschedule it second meeting in February due to the observance of the Presidents Day Federal Holiday. Adoption of the Consent Agenda approved February 21, 2011 meeting to Tuesday, February 22, 2011 in observance of the Presidents Day Federal Holiday. Approve Scheduling February 24, 2011 for South Ethan Avenue Neighborhood Open House Meeting At its November 1, 2010 meeting, the Council held a public hearing to consider the South Ethan Avenue street and utility improvement project, which would include complete roadway reconstruction, storm water drainage, sanitary sewer and water installation, and appurtenant work. Council unanimously approved a resolution ordering the preparation of plans and specifications for the South Ethan Avenue roadway, drainage and utility improvements. Adoption of the Consent Agenda approved scheduling of a South Ethan Avenue Neighborhood Open House for Thursday, February 24, 2011 from 6:30-8:00 p.m. to present these plans. Approve Pay Request No. 9 to Arnt Construction for South Egg Lake Street Project City of Hugo has received Pay Request No. 9 from Arnt Construction for the South Egg Lake Street Reconstruction Project. Senior Engineering Technician Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 9 from Amt Construction for work completed to date on the South Egg Lake Street Reconstruction Project in the amount of $57,295.29 Approve Lawful Gambling Permit for Oneka PTA for Gold Plate Dinner to be held at the American Legion on April 29, 2011 The Oneka Elementary PTA has submitted an application for an Exempt Permit for lawful gambling to conduct raffles at their Gold Plate Dinner to be held at the American Legion on April 29, 2011. Adoption of the Consent Agenda approved the Exempt Permit for lawful gambling for the Oneka PTA for their Gold Plate Dinner on April 29, 2011 at the Hugo American Legion. Hugo City Council Meeting Minutes for February 8, 2011 Page 3 of 5 Approve Lawful Gambling Permit for Robert Boehm Benefit at the Hugo American Legion on March 19, 2011 The Hugo American Legion Auxiliary has applied for an Exempt Permit for lawful gambling to conduct raffles and tipboards during the benefit for Robert Boehm who is battling cancer. Robert is related to the Pogreba family who are long time members and volunteers at the Hugo American Legion. The benefit will be held at the American Legion on March 19, 2011. Adoption of the Consent Agenda approved the Exempt Permit for lawful gambling for the Robert Boehm benefit to be held at the Hugo American Legion on March 19, 2011 Approve Support of CSA Workshop to be Held at Hugo City Hall The City of Hugo has been asked to co-sponsor a workshop on Community Supported Agriculture (CSAs). The workshop would be open and advertised to all Washington County residents. It is co-sponsored by Fairview Clinic and the Land Stewardship Project with funding through the Statewide Health Improvement Program. Adoption of the Consent Agenda approved the co -sponsoring of the Community Supported Agriculture Workshop by providing the Oneka Room on Tuesday, March 8 from 6:00 pm to 9:OOpm. Approve April 21, 2011 as Annual Board of Appeal & Equalization Meeting Each year, Council meets as the Board of Appeal and Equalization with the sole purpose of providing Hugo residents and business owners an opportunity to appear personally in front of the Board to discuss their property market valuations. Washington County Assessor Bruce Munneke has selected April 21, 2011 from 5:30 to 7:00 p.m. as the date and time on which to hold the meeting. Adoption of the Consent Agenda approved April 21, 2011 at 5:30 pm as the City's annual Board of Appeal and Equalization meeting. Approve Final Payment to Greystone Construction Co. for Work on Salt Storage Building The City of Hugo has received the final Pay Request from Greystone Construction for the construction of the salt storage building at the City's Public Works Facility. Public Works Director Scott Anderson has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved the final Pay Request from Greystone Construction in the amount of $4,965.00 for construction of the salt storage building. Approve Saturday, April 23, 2011 for Annual Spring Cleanup Day in Hugo Public Works Director Scott Anderson has been working with Washington County Public Health and Environment staff to schedule a Spring Cleanup Day in the City of Hugo. The spring and fall cleanup days have been held in past years with great success. Adoption of the Consent Agenda approved Saturday April 23, 2011 for the Spring Cleanup Day from 7:00 a.m. to noon at the Public Works Building. Hugo City Council Meeting Minutes for February 8, 2011 Page 4 of 5 Mayor Miron arrived at 7:12. Update on City 2011 Goals At its January 18, 2011 Goal Setting Session, the Council discussed with staff the various commission goals for 2011. At that meeting, Fire Chief Jim Compton shared with the Council the Hugo Fire Department goals as well. Council directed staff to prepare a draft of the Council goals, differentiating between goals and budgeting items. Council unanimously approved continuing discussion on the City's 2011 Goals immediately following the Business Networking Breakfast on February 15, 2011. The Goal Setting Session will begin at approximately 9:00 a.m. Staff has prepared a comprehensive list, which distinguishes items according to Commission or Department and budgetary impact. Staff provided Council with a list of goal to review for discussion at the next Goal Setting Session scheduled for February 15, 2011. Council Member Weidt commented that some residents would be unable to attend a daytime meeting of the Council. Petryk made motion, Weidt seconded, to discuss the goals from 9-10 a.m. on February 15, 201, and schedule another workshop following the regular scheduled meeting of the City Council on February 22, 2011. Schedule Workshop with Hugo Fire Department Officers to Discuss Hugo Fire Department Work Plan At its January 18, 2011 Goal Setting Session, Council discussed with Fire Chief Jim Compton, Deputy Fire Chief Kevin Colvard, and Fire Marshal Marry Schwartz several goals listed by the Hugo Fire Department. On January 26, 2011, a meeting was held with those Fire Department Officers and Mayor Fran Miron, Council Member Tom Weidt, Community Development Director Bryan Bear, and City Administrator Mike Ericson to further discuss those goals. Staff was directed to develop a work plan designed to assist the Hugo Fire Department carry out its duties and increase job satisfaction for all Hugo firefighters. Staff requested Council schedule a date on which to hold a workshop with the Hugo Fire Department officials to discuss the work plan. Weidt made motion, Klein seconded, to include discussion on the fire department work plan as part of the workshop scheduled for February 22, 2011 following the regular scheduled City Council Meeting. Report on January 22, 2011 Hugo Business Association Warm Hearts for Charity Event On January 22, 2011, the Hugo Business Association held its Warm Hearts for Charity Event at the Hugo American Legion. There were several local sponsors of this event including wine tasting by Rick's Liquor and music by Lu's DJ -KJ. Proceeds from this event go to several local charities. City Administrator Mike Ericson and Council Members Petryk and Weidt attended the event and provided the Council an update of the Hugo Business Association's Warm Hearts for Charity Event on January 22, 2011 at the Hugo American Legion, which was well attended. Hugo City Council Meeting Minutes for February 8, 2011 Page 5 of 5 February 12, 2011 Hugo Sledding Party Oakshore Park Staff provided a friendly reminder of the On Saturday, February 12, 2011, the third annual Sledding Party will be held at Oak Shore Park located at 12790 Exhall Avenue North from 2-4 p.m. This event is sponsored by the City of Hugo Parks and Recreation Commission and will include a bonfire, hot chocolate, and cookies. February 15, 2011 Hugo Business Association Networking Breakfast Staff provided a friendly reminder of the Hugo Business Association, Business Networking International, and the City of Hugo are hosting the Business Networking Breakfast on Tuesday, February 15, 2011 from 7:30 - 9:00 a.m. at Hugo City Hall. This event will include a breakfast buffet and a presentation by Stephen Kelly, a marketing professor at Century College on social media marking. Those interested needed to RSVP to Planner Rachel Juba by February 10, 2011. Adiournment Weidt made motion, Klein seconded, to adjourn at 7:34 p.m. All Ayes. Motion carried.
