Minnesota Youth Expo Scheduled for May 21-22, 2011 at Wild Wings — Nikki Walters
The City of Hugo was contacted by representatives of Wild Wings of Oneka for acknowledgement
of the 2nd Annual MN Outdoor Youth Expo, which will be held at Wild Wings on May 21-22,
2011. The facility located at 9491 152'd Street North is the home to a hunting and game farm,
along with trap shooting, which brings in members from the Twin Cities Metropolitan area to the
City of Hugo. The MN Outdoor Youth Expo Event organizer Nikki Walters presented information
on this year's Expo to the Hugo City Council and the public, and explained the event was geared
towards getting families and youths connected to outdoor organizations. Last year's Expo was
considered a great success and attendance this year is expected to surpass that of last year with
over 60 exhibitors located on the 65 acres of Wild Wings Game Farm. This is considered a not-
for-profit event with 80% of the exhibitors being nonprofit organizations providing children with
activities such as archery, geo caching, rock climbing, and canoe and kayaking as well as many,
many other outdoor activities. The Hugo Fire Department will be present and City staff will make
available information on City parks. Entrance is free for 15 years of age and under, and $5 for
adults. Nikki encouraged everyone to attend the Minnesota Youth Expo on May 21 and 22 at Wild
Wings of Oneka.

Approve Special Event Permit for 2nd Annual Sarah's Daisy Dash 5K Fun Run/Walk on
Saturday, June 4, 2011— Elena Reicher
A year ago last January, a tragic event let to the organization of the first Sarah's Daisy Dash by
the friends of Sarah Condon Mitzuk to commemorate her life and spirit. Jill Rosenthal and Elena
Reicher along with race organizers from Tri Fitness have been working with City staff on a
Special Event Permit for use of Lions Park and the Hardwood Creek trail to hold the 2nd Annual
Sarah's Daisy Dash and 5K Fun Run/Walk on Saturday, June 4, 2011. Elena Reicher and many
friends and supporters attended the Council meeting to raise public awareness about the event.
Elena reported that last year over 350 people attended the 5K Run/Walk event and over $11,000
was raised for the scholarship of Sarah's five-year old son Mike. This year's event will cost $25
before May 21 and $30 after that date, and all proceeds will go to the Allina Hospice Foundation.
Pre registration is encouraged and forms can be found at Tri -Fitness, Dunn Bros. Coffee, Hugo
City Hall, or on their website at www.sarahsdaisydash.com. Donations can be sent to Sarah's
Daisy Dash, P.O. Box 33, Hugo, MN 55038.
Weidt made motion, Petryk seconded, to approve the Special Event Permit for the 2nd Annual
Sarah's Daisy Dash 5K Fun Run/Walk as well as the half -mile Kids Race scheduled for
Saturday, June 4, 2011.

Approve 2011 Grant Award from FEMA and MN Homeland Security for Tornado Sirens
At its February 22, 2011 meeting, the Hugo City Council approved a revision the commitment of
funds agreement with Minnesota Homeland Security and FEMA for the purchase and installation
of eight new tornado sirens. The revision was necessary in order to complete the grant
application. The City of Hugo has received official notification from FEMA, through the
Minnesota Department of Homeland Security, that the City of Hugo has been awarded a cost
share grant in the amount of $117,914.00 with the remaining 25 percent provided by the City of
Hugo. Community Development Assistant Dennis Fields explained the City currently has five
sirens, and the plan is to replace one and add eight additional sirens with this grant. This would
provide coverage over the entire City. City Administrator Mike Ericson informed the public
about Severe Weather Awareness Week, which is held annually by the MN Department of
Public Safety, Division of Homeland Security and Emergency Management. This year, Severe
Weather Awareness Week for 2011 took place on April 11-15 with Tornado Drill Day on
Thursday, April 14. Mayor Fran Miron presented a check in the amount of $117,914 to Fire
Chief Jim Compton, Deputy Fire Chief Kevin Colvard, and Community Development Assistant
Dennis Fields, who prepared the grant.
Weidt made motion, Haas seconded, to officially accept the award on behalf of the citizens of
Hugo for the tornado siren grant from MN Homeland Security and FEMA.

Report on Fire at Glamos Wire on April 16, 2011 and Vehicular Accident on April 17, 2011
Staff added this to the agenda to provide Council an update on the fire at Glamos Wire, 5561
152"d Street North around 1 p.m. on Saturday, April 17, 2011. Fire Chief Jim Compton stated
the Hugo Fire Department responded along with mutual aid from White Bear Lake and Forest
Lake with Centennial backup at the Fire Hall, but the building was a complete loss. Mayor Miron
stated this fire has a substantial impact on the business, and the Mayor informed the Council he,
Community Development Director Bryan Bear, and City Administrator Mike Ericson had met
with the Glamos family earlier that day and talked about the immediate needs of the business,
providing them with some short/long term lease possibilities within the City. City Assessor
Frank Langer will be working with the Glamos family on tax abatement and staff will be
working with the family on cost associated with rebuilding. The cause of the fire may have been
electrical, but it is still under investigation.
Deputy Fire Chief Kevin Colvard also updated Council on a three car vehicular accident on 147th
and TH61 on the morning of Sunday, April 17. A car traveling southbound wandered into the
northbound lane, side -swiping a vehicle traveling north and traveling head-on into another
vehicle. Two victims needed to be extricated from their vehicles. The northbound lane of TH61
was closed for several hours. There were no fatalities.
Metropolitan Council Representative Sandy Rummel
At its March 7, 2011 meeting, the Hugo City Council acknowledged the appointment of former
State Senator Sandra Rummel by Governor Dayton as the new representative of the White Bear
Lake/Hugo District. City staff was directed to send a congratulatory letter to Sandy Rummel and
extend an invitation to Sandy to attend a City Council meeting in order to introduce her to the Hugo
residents and business owners. Rummel attended this Council meeting and explained she was the
District 11 representative for cities from Forest Lake to Oakdale. She is the chair of the
Environmental Services Committee and serves on the Community Development Committee. Sandy
has a strong interest in water quality and usage policies and has worked on the Senate Environment
Committee and Clean Water Legacy Subcommittee. Sandy expressed an interest in working with
local governments and asked the Council to think about what the Metropolitan Council can do for
the City and what the Met Council could do better. Sandra stated the Met Council staff would be
working with the City on the sewer fees and the City's next Comprehensive Plan.

Approve Annual Performance Review for Community Development Director Bryan Bear
Bryan Bear was hired by the City of Hugo on May 3, 2004 as the City's Community
Development Director. Over the past seven years, Bryan has been responsible for economic
development and community development activities in the City of Hugo and management of the
Community Development Department. Adoption of the Consent Agenda approved the annual
performance review for Community Development Director Bryan Bear.
Approval of 2 A.M. Liquor License for Sal's Angus Grill
Sal's Angus Grill, 12010 Keystone Avenue North, has applied to the City for renewal of its 2:00
a.m. closing time. City staff has reviewed the application and found it to be satisfactorily
complete. Adoption of the Consent Agenda approved the application for a 2:00 a.m. closing
time for Sal's Angus Grill.
Approve Change Orders No. 3 and 4 for 147th Street/TH61 Intersection Improvement
Proiect
The City of Hugo has received a request for a change orders from Arnt Construction for
construction work completed to date for the 147th Street/ TH61 Intersection Improvement
Project. Staff has reviewed the change order for approval. Adoption of the Consent Agenda
approved Change Orders No. 3 and 4 for construction of the intersection improvement project.
Approve Purchase of Playground Equipment from St. Croix Recreation for Hanifl Athletic
Park
The Parks, Recreation and Open Space Commission recommend the purchase of playground
equipment for Hanifl Fields Athletic Park from St. Croix Recreation in an amount not to exceed
$70,000. The Parks Commission selected the vendor, playground equipment design, and color
scheme after discussions at its February 9, March 9, and April 13, 2011 meetings. The
playground features a natural color scheme fitting the design of the building and the park. The
playground equipment is planned to be installed at the end of May, 2011 with a Grand Opening
of the Hanifl Fields Athletic Park to be held in early June. Adoption of the Consent Agenda
approved the purchase of playground equipment for Hanifl Fields Athletic Park from St. Croix
Recreation in an amount not to exceed $70,000.

Approve Purchase of Playground Equipment from Flagship Recreation for Heritage Ponds
Park
The Parks, Recreation and Open Space Commission recommend the purchase of playground
equipment for Heritage Ponds Park from Flagship Recreation in an amount not to exceed
$50,000. The Parks Commission included $60,000 in its 2011 Capital Improvement Plan to
install playground equipment at Heritage Ponds Park. The Parks Commission selected the
vendor, playground equipment design, and color scheme after discussions at its February 9,
March 9, and April 13, 2011 meetings. Residents of the Heritage Ponds neighborhood were
notified of the meetings. Residents attended the meetings and gave input on their preferred
playground design and color scheme. The playground equipment is planned to be installed in
June or July. Hugo Public Works Department is working with Flagship Recreation and will
make site improvements before the installation of the playground equipment. Adoption of the
Consent Agenda approved the purchase of playground equipment for Heritage Ponds Park from
Flagship Recreation in an amount not to exceed $50,000.
Approve 3.2 Temporary Beer License for Good Neighbor Days June 9-12, 2011
The City of Hugo has received an application from the Hugo Lions Club for a Temporary 3.2
Liquor License in order for the Lions to sell 3.2 beer at the 35th Annual Hugo Good Neighbor
Days scheduled for June 9-12, 2010. City staff has reviewed the application and found it to be
satisfactorily complete with the submittal of the necessary liquor liability insurance coverage
which names the City of Hugo as an additional insured. Adoption of the Consent Agenda
approved the Temporary 3.2 Liquor License for the Hugo Lions so they can sell 3.2 beer at Hugo
Good Neighbor Days on June 9-12, 2010.
Approve Restoration of 1939 Fire Truck by the Hugo Firefighter's Relief Association
The Hugo Firefighter's Relief Association is requesting approval for restoration to the 1939 Fire
Truck. The Relief Association and the Hugo Fireflies have pledged money to help in the
restoration of this truck, and no taxpayer dollars will be used. Adoption of the Consent Agenda
approved the request to restore the 1939 Fire Truck.
Approve Appointment of Eric Bartholomew as a Probationary Firefighter
Eric Bartholomew has applied for a firefighter position on the Hugo Fire Department. The hiring
committee is recommending Council approve the hiring of Eric Bartholomew as a probationary
firefighter subject to the standard criminal background check, medical physical, and drug
screening. Adoption of the Consent Agenda approved the appointment of Eric Bartholomew as a
probationary firefighter on the Hugo Fire Department
Presentation of 2011 Washington County Assessment Report — City Assessor Frank Langer
At its April 4, 2011 meeting, the Hugo City Council discussed the 2011 report compiled by the
Washington County Assessor in regards to a compilation of property tax and valuation statistics
and data for Cities in Washington. City staff invited City Assessor Frank Langer to attend the
meeting and make a presentation to the Hugo City Council and the public. Frank, who has been
the City Assessor for Hugo for more than 31 years, talked about arms length transactions and
how arms length sales are used to calculate sales ratio, which is used to determine valuation for

taxes payable. He explained the median ratio, coefficient of dispersion, and price related
differential show Hugo's property values are pretty accurate. The report also showed the
property values for 2011 were down 2 percent from 2010 with the average home valued at
$220,200 for the year 2011, down $76,400 from 2007. City Assessor Fran Langer reminded
Council and the public the Board of Appeals and Equalization will be meeting on Thursday,
April 21, 2011 at Hugo City Hall beginning at 5:30 p.m.
Award of Bid for 2011 Dust Coating Contract
At its February 22, 2011 meeting, the Hugo City Council authorized City staff to advertise for
bids for the 2011 dust control project. Bids were received and opened on Friday, April 8, 2011
for this contract. Public Works Director Scott Anderson informed Council one bid was received
from Dustcoating, Inc. for magnesium chloride at $.68 per gallon.
Haas made motion, Petryk seconded, to award the bid for the 2011 dust control project to
Dustcoating, Inc to apply magnesium chloride at $.68 per gallon for all 25 miles of gravel road.

Award of Bid for 2011 Graveling Contract
At its February 22, 2011 meeting, the Hugo City Council authorized City staff to advertise for
bids for the 2011 graveling project. Bids were received and opened on Friday, April 8, 2011 for
this contract. Public Works Director Scott Anderson informed Council there were two bids
received with the low bidder being M.J. Raleigh Trucking to supply Class 5 aggregate at
$7.70/ton. The total project cost is estimated to be $97,867.00 with a portion of it ($24,685.31) to
be paid by Lino Lakes.
Haas made motion, Petryk seconded, to approve the award of bid for the 2011 graveling project
to M.J. Raleigh Trucking at $7.70 per ton for 4.9 miles of gravel roads.

Approve Health Up and GO Wellness Challenge Events for Summer 2011
Parks Planner Shayla Syverson invited the Council and public to participate in the Health Up and
GO Wellness Challenge. This is a summer -long 148 day wellness challenge featuring a weekly
walking club as well as periodic speakers, exercise demonstrations, newsletters with fun wellness
option, and Hugo trail exploration incentives. A Wellness Challenge Kickoff is scheduled for
Saturday, April 30, 2011 from 9:00 am — noon at Hugo City Hall. The Kickoff event will
include free health screening, kids programs, and connections with local gyms and new fitness
options.
Haas made motion, Weidt seconded, to approve the Health Up and GO Wellness Challenge
events for summer, 2011 including the kickoff event scheduled for Saturday, April 30, 2011
from 9 a.m.-noon at Hugo City Hall.

Discussion on Fund Raising Ideas/Assistance for Washington County 4-H
At its February 22, 2011 meeting, the Hugo City Council discussed the funding request from the
Washington County 4-H Program. Specifically, Council discussed fund raising possibilities and
provided direction to City staff to brainstorm and come up with some fund raising ideas and/or
fund raising assistance opportunities for the Washington County 4-H Program. City staff
presented ideas such as tractor pulls, snowmobile and horse trail rides, craft sales, and requesting
donations from local gambling organizations. Council also suggested fund raising events at the
Washington County Fair or requesting donations at the fair gates, and suggested they contact the
Fair Board.
Miron made motion, Klein seconded, to send a letter to Dan Dolan at 4-H to pass on these ideas,
and continue collaboration on 4-H fund raising events.

Approve Joint City Council and Planning Commission Land Use Training for June 9, 2011
Included in its 2011 City Focus Goals, the Hugo City Council discussed the opportunity for land
use training and education provided by the League of Minnesota Cities Insurance Trust. At its
February 24, 2011 meeting, the Planning Commission agreed that it would be a good opportunity
to conduct training in a joint meeting with the Hugo City Council. The Planning Commission
invites the Hugo City Council to attend its regularly scheduled meeting on Thursday, June 9,
2011. Jed Burkett from the League of Minnesota Cities will be at the Planning Commission
meeting to conduct training on land use.
Miron made motion, Haas seconded, to schedule June 9, 2011 as a joint City Council and
Planning Commission meeting.

One Year Anniversary of the Death of Sergeant Joe Bergeron and Law Enforcement Day
May 16, 2011
Council Member Chuck Haas added this item to the agenda to remind Council and the public of
the anniversary of the death of Sergeant Joe Bergeron who was killed May 1, 2010 while on
duty. Sergeant Bergeron was a resident of Hugo and a member of the Maplewood Police
Department. Haas also spoke about Law Enforcement Appreciation Day, which will be
celebrated on May 16, 2011 at the Washington County Historical Courthouse.
Haas made motion, Miron seconded, to direct staff to draft a proclamation for Sergeant Joe
Bergeron proclaiming May 1, 2011 as Joe Bergeron Day in Hugo, fly the staff at half mast on
May land 2 in honor of Sergeant Joe Bergeron, and have City of Hugo representation at the May
16, 2011 Law Enforcement Appreciation Day at the Washington County Historical Courthouse.

Report on Yellow Ribbon Network
Council Member Haas added this to the agenda to update the Council and public on the Yellow
Ribbon Network. The recipient of the first Minnesota Twins Outstanding Yellow Ribbon
Volunteer is Pete Orput for his volunteer work during the floods by organizing sandbagging
crews. He will be honored at the April 26, 2011 Minnesota Twin game. There was recently a
potluck dinner for a Hugo family who's member was recently deployed. There are eight Hugo
families with a National Guard member that is being deployed. Council also reminded Council
and the public of Hamburger Night at the Hugo American Legion on the fourth Wednesday of
each month from 5-8 p.m.
2011 LMC Annual Conference in Rochester on June 15-17, 2011
The City of Hugo has been notified by the League of Minnesota Cities that it will hold its 87th
annual conference in Rochester on June 15-17, 2011. Staff recommended Council contact City
Clerk Michele Lindau should they want to attend the LMC Annual Conference.
Schedule City Administrator's Annual Performance Review
Mike Ericson was hired by the City of Hugo as its new City Administrator on April 17, 2000.
Over the past 11 years, the City of Hugo has conducted an annual performance review of the
City Administrator with himself, Council, and City Attorney David Snyder.
Miron made motion, Haas seconded, to tentatively schedule the City Administrator's
performance review following the second Council meeting in May or Thursday, May 26, 2011.

Report on 7th Annual Kidz -n -Biz Event on Saturday, April 16, 2011
On Saturday, April 16, 2011, the City of Hugo in conjunction with The Citizen, Hugo Business
Association, and several local businesses cosponsored the 7th Annual Kidz -n -Biz Fest at the
Oneka Elementary School. City staff and Council who were in attendance reported on the 7th
Annual Event which was bigger and better than ever with more than 2000 attendees. Council
Member Weidt's daughter Abby won the Jr. Idol Contest, and Mayor Fran Miron indicated he
was impressed by the quality of the many talented junior performers.
Spring Cleanup Day Scheduled for April 23, 2011
City Administrator Mike Ericson announced to the public the City of Hugo and Washington
County will host its annual Cleanup Day on Saturday, April 23, 2011 from 8 am — noon at the
Hugo Public Works Building. Hugo residents are encouraged to take advantage of this
opportunity to do their spring cleaning by bringing in their old household item as well as
hazardous household products for disposal. A complete list of accepted items can be found on
the City website or by contacting Hugo City Hall.

Executive Session — Water Tower #3
Haas made motion, Petryk seconded, to recess the regular Council meeting and enter into
executive session to discuss a settlement agreement concerning Water Tower #3.
Return to Regular Session
After completion of the Executive Session, Council returned to its regular meeting. City
Attorney Dave Snyder provided a summary of the session on the settlement agreement
concerning Water Tower #3, and requested direction on whether to pursue the settlement
agreement as proposed.
Petryk made motion, Haas seconded, to enter into a construction settlement agreement in
connection with Water Tower #3 as outlined by staff.
