MONDAY, JANUARY 25, 2010 - 7:00 P.M.
Mayor Fran Miron called the meeting to order at 7:00 p.m.
PRESENT: Haas, Klein, Petryk, Weidt, Miron
ALSO PRESENT: City Administrator Mike Ericson, Community Development Director Bryan
Bear, Parks and Recreation Commission Chair Jim Taylor, and Public Works Director Scott
Anderson
Approve Special Event Application and Temporary 3.2 Liquor License for Hugo Lions
Club for Radar Run on January 30, 2010 (Alternate Date February 6, 2010
As required by the City's newly adopted Special Events Permits Ordinance, the Hugo Lions Club
requested a Special Event Permit for a Radar Run to take place on Egg Lake on January 30, 2010
with an alternate date of February 6, 2010. The Lions Club also requested a temporary 3.2 liquor
license to permit the sale of 3.2 beer at the event. Lions Members Cathy Pastorious and Mike
Gallivan were present to answer questions from the Council. The Hugo Lions club has worked
closely with the Washington County Sheriffs Department, the Hugo Fire Department, the Minnesota
DNR and City staff on the details of the event.
Weidt made motion, Klein seconded, to approve the Special Event Permit for the Hugo Lions Club
for a Radar Run on January 30, 2010 on Egg Lake.
All Ayes. Motion carried.

Parks and Recreation Commission Interviews:
The Council conducted oral interviews of six candidates for three vacancies on the Parks and
Recreation Commission: David Meath, Tom Windisch, Kris Birch, Elvir Rekic, Craig
McKinney, and Matt Rauschendorfer. Each applicant was asked six questions.
After discussion, Council agreed all were very qualified applicants and selected Tom Windisch,
Kris Birch and Matt Rauschendorfer to fill the three vacant seats on the Parks and Recreation
Commission. This will be added to the agenda for the next regularly scheduled Council meeting
on February 1, 2010 for formal appointment to the Parks and Recreation Commission. Council
directed staff to send "Thank You" letters to the candidates.
Goal Setting Session
Review of 2009 Ci . Goals
City Administrator Mike Ericson reviewed with Council the status of the 2009 City Focus Goals
Review of 2010 Fire Department Goals
Fire Chief Jim Compton and Fire Marshall Marty Schwartz shared with Council the proposed
2010 goals of the Hugo Fire Department. They are:
• Firefighter safety.
• Protection of property and life.
• Have staffing study completed for full time employees and implement plan.
• Implement NFPA 1306.
• Implement a Fire Department voluntary education inspection program and preplanning
for businesses in Hugo.
• Purchase Deputy Chief vehicle.
• Develop a plan with City staff for the purchase of a ladder truck.
• Replace existing phone system with one compatible with City Hall phones.
• Obtain an energy audit of the Fire Hall from Xcel Energy and implement plan to make
building more energy efficient, including but not limited to replacing all lights with
energy florescent bulbs and/or fixtures.
• Continue good working relationships with area departments and agencies.
Review of 2009 Planning Commission Goals
Community Development Director Bryan Bear shared with Council the proposed 2010 goals of
the Hugo Planning Commission as discussed at their last Planning Commission meeting. They
are:
• Finish the northern gateway
• Implementation of the downtown plan
• Finish rural planning
• Commercial and industrial design guidelines
• Track ratio of SF:MF lots
• Track blighted properties in downtown
• Zoning ordinance updates
• Bus Tour
• Connection of trail systems to commercial areas
o Victor Gardens, Downtown, Northern Gateway
• Planning for future transit hubs
Review of 2009 EDA Goals
Community Development Director Bryan Bear reviewed the 2009 goals of the EDA. The goals
fell into the following categories:
• Business retention and expansion
• Continue working on downtown redevelopment projects
• Establish quality industrial and commercial development
• Continue marketing of the City
• Transportation
Review of 2009 Parks Commission Goals
Public works Director Scott Anderson and Park and Recreation Commission Chair Jim Taylor
reviewed the 2009 goals of the Parks and Recreational Commission. They are:
• Lions Park: first phase of development and save for future development
• Hansen Property: save for future development
• Install play equipment at Heritage Ponds Park
• Work on a site inventory of Hansen property
• Continue trail development
• Assist with volunteer projects and monitor Bernin Property
• Work on concept plans for future development of Lions Park
Final Selection of 2009 Cites
Mayor Miron guided discussion of ideas and suggestions from Councilmembers and created five
different categories as follows:
• Transportation
• Public Safety Goals
• Focus on Economic Development
• Parks Projects
• Comprehensive Plan Implementation
Council directed staff to prepare and finalize the list of goals with completion dates for review
individually by Councilmembers before bringing back at the next regularly scheduled meeting
for approval .
