Approval of Minutes for City Council Meeting on August 16, 2010 Weidt made motion, Petryk seconded, to approve the minutes for the August 16, 2010 City Council meeting as presented. All Ayes. Princess Kay of the Milky Way Katie Miron On Wednesday, August 25, 2010, Hugo resident Katie Miron was selected as the 57I' Princess Kay of the Milky Way at the Minnesota State Fair. Katie is a 19 -year old sophomore at the University of Minnesota majoring in Agricultural Education. Katie is the second daughter of Mayor Fran Miron and his wife Mary Ann to earn this award, with older sister Ann being selected 2007. Katie, who had just finished a 12 -day run at the Minnesota State Fair, appeared before the Council stating she was proud to be representing Washington County and the Minnesota State Dairy Association. She explained her role as a goodwill ambassador and the Midwest Dairy Association's partnership with the Minnesota Vikings NFL Team. The Council congratulated Katie on her achievement, and she thanked the Council for their support. Approve Resolution Suspending Fees for Dog Licensing to Allow Reduced Fees to be Set for Pet Vaccination Day and Spay and Neuter Day At its August 16, 2010 meeting, the City Council heard a presentation from City Planner Rachel Simone who shared with Council the meetings that have been held with representatives from P.A.W.S. Pet Hospital and Lake Animal Hospital for a Vaccination Day and Spay and Neutering Day. After discussion, Council agreed to suspend fees established on the fee schedule for dog licensing for both days to allow the City to offer reduced fees. As per state statute, the Hugo City Council must approve a resolution thereby formally suspending those fees. Adoption of the Consent Agenda approved RESOLUTION 2010- 40 TEMPORARILY SUSPENDING DOG LICENSING FEES ON PET VACCINATION DAY AND SPAY AND NUETERING DAY. Approve Saturday. October 2. 2010 for Fall Citv Cleanup Da After success of the April 24, 2010 Spring Cleanup Day, Staff was directed to schedule a Fall Cleanup Day, which would be the City's first year with both a spring and fall cleanup day. Staff has scheduled Saturday, October 2, 2010 for the City of Hugo's Fall Cleanup Day to be held at the Public Works facility from 8 a.m. until noon. Adoption of the Consent Agenda approved October 2, 2010 as the City of Hugo's Fall Cleanup Day. Minutes for the Hugo City Council Meeting September 7, 2010 Page 3 of 9 Approve Resolution Minor Subdivision for Ellen St. Sauver Minor Subdivision on Jeffery Avenue The applicant is requesting approval of a minor subdivision to create three residential lots out of a three -acre outlot and a 37 acre lot located south of 170th and west of Jeffrey Avenue North. The result of the minor subdivision will be two 10 -acre parcels and one 20 -acre parcel. The property is located on Washington County Road 57. At its August 26, 2010 meeting, the Planning Commission considered the request for the minor subdivision. There was no one that spoke at the public hearing except the applicant. Staff recommended approval of the minor subdivision to the Planning Commission. The Planning Commission felt that the request met the standards to approve the minor subdivision and recommended approval to the City Council. Adoption of the Consent Agenda approved RESOLUTION 2010 — 41 APPROVING A MINOR SUBDIVISION ON PROPERTY LOCATED SOUTH OF 170" STREET AND WEST OF JEFFREY AVENUE NORTH. Approve Installation of Twenty Additional Library Lockers for Washington County Library Express Kiosk Staff was informed by Washington County Library of the success of the Library Express Kiosk recently installed at Hugo City Hall. The Library Express currently has twenty locker units located near the front entrance to provide easy 24/7 access for users to pick up materials checked out from the library. Due to the overwhelming success of the Library Express, more lockers are needed. Joyce Schneider contacted City Hall requesting approval to install 20 additional library lockers, connecting them to the existing lockers and keypad system at no cost to the City. Adoption of the Consent Agenda approved the installation of 20 additional library lockers for the Washington County Library Express Kiosk. Approve Hire of Jill Van DenHeuvel as the New Public Works Administrative Intern Annually, the City of Hugo hires interns to work on a variety of projects for the City of Hugo in an effort to introduce young professionals to city government. The City of Hugo recently received an application from Jill Van DenHeuvel who is a recent graduate from the University of Minnesota. City staff has prepared a job description whereby Jill will be assisting the Public Works Director and the Senior Engineering Technician with a number of organization and administrative duties for both departments as well as assisting the City Administrator and City Clerk with CERT training, NIMS training, and the fall General Election. Adoption of the Consent Agenda approved the hiring of Jill Van DenHeuvel as the new Public Works Administrative Intern for a six-month internship at a rate of $10 per hour. Approve Authorization for Bids for Watermain Construction on 125th Street for Well #6 As part of the construction of Municipal Well No. 6, it is necessary to complete a watermain extension between the well site and the existing watermain within 125th Street North at Fiona Road. Plans and specifications for the watermain extension are complete and ready to send out for bidding. The bid opening date for the project will be scheduled for October 7, 2010, with an expected completion date of November 30, 2010, and final restoration being completed in the spring 2011. Adoption of the Consent Agenda approved authorization for bids for watermain construction on 125th Street for Well #6. Minutes for the Hugo City Council Meeting September 7, 2010 Page 4 of 9 Approve the Hugo Fire Department Open House for Saturday, October 2, 2010 Annually, the Hugo Fire Department holds an open house in October in order to allow residents and their families an opportunity to tour the fire hall and inspect equipment and fire trucks. This event is hosted by the Hugo Fire Department and Hugo Fireflies who will be conducting a bake sale. The event is free and open to the general public with hot dogs and refreshments served. Adoption of the Consent Agenda approved the open house for Saturday, October 2, 2010 from 11 a.m. to 3:00 p.m. Approve Pay Request No. 7 to Arnt Construction for South Egg Lake Street Project City of Hugo has received Pay Request No. 7 from Arnt Construction for the South Egg Lake Street Reconstruction Project. Senior Engineering Technician Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 7 from Arnt Construction for work completed to date on the South Egg Lake Street Reconstruction Project in the amount of $57,921.61. Approve Pay Request No. 5 to Rum River for TH61/130 Street Intersection Proiect The City of Hugo has received Pay Request No. 5 from Rum River Contracting for work on the TH61/130th Street Intersection Improvement Project. Senior Engineering Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 5 to Rum River Contracting in the amount of $ 121,795.12 for work completed to date on the TH61/130th Street Intersection Improvement Project. Approve Pay Request No. 6 to Arnt Construction for TH61/147th Street Intersection Proiect The City of Hugo has received Pay Request No. 6 from Arnt Construction for work on the TH61/147th Street Intersection Improvement Project. Senior Engineering Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to date on the project. Adoption of the Consent Agenda approved Pay Request No. 6 to Arnt Construction in the amount of $235,452.84 for work completed to date on the TH61/147th Street Intersection Improvement Project. Approve Transition Plan for National Recycling, Inc. (NRI) At its August 16, 2010 meeting, Council commented on a concept plan and transition plan for National Recycling, detailing how the use will eventually come into compliance with all zoning regulations. Rick Mark is preparing to submit a Conditional Use Permit application to the Planning Commission and the transition plan has been modified following the Council's discussion. Adoption of the Consent Agenda approved the transition plan as written. Assessment Hearing for South Egg Lake Street Reconstruction Proiect City staff was directed to schedule a public hearing in order to prepare an assessment roll for the South Egg Lake Street Reconstruction Project. Finance Director Ron Otkin prepared the assessment roll with the assistance of City Engineer Jay Kennedy and Senior Engineering Technician Steve Duff. Jay explained the project was substantially complete, which included Minutes for the Hugo City Council Meeting September 7, 2010 Page 5 of 9 roadway and storm drainage improvements totaling $1,025,760. The total to be assessed is $285,581 with the remainder to be paid through the City's CIP/Utility Fund. According to the Assessment Policy, single family homes and duplexes are assessed $5,200 per unit and other commercial/industrial/multifamily/institutional uses are assessed $97.50 per foot. Assessments will be spread out over ten years at 4.875% interest, or can be paid in full by October 7, or can be deferred for senior citizens. Finance director Ron Otkin addressed questions from residents on the senior citizen deferment available to individuals 65 years old by the end of this year or older, according to state law. The deferment would accrue interest but no money is due until the property changes ownership. If deferred, it can be paid in full at any time. Senior citizens have 30 days to apply for this deferment. The Council also discussed a letter from Terry and Colleen Hantho, who own a double bungalow on 147th Street North with separate addresses where they and a close relative live. The Hanthos felt it was unfair because it is only one parcel of property and they are being charged two assessments. City Engineer Jay Kennedy explained the parcel is treated as two separate units according to the City's Assessment Policy. The Mayor Fran Miron opened the public hearing. Terry Hantho, 5650 142nd Street North, said he was pleased with the projected and complimented Senior Engineering Technician Steve Duff on his involvement. Terry stated he felt it was unfair to be charged for both parcels, and he asked the council to reconsider the policy. City Engineer Jay Kennedy noted there was the same situation with a parcel in the 2009 road project in the Hugo Elementary School neighborhood; however, the property owners did not comment at the public hearing on the project and the assessment for both parcels is being paid by the property owner. Tony Vilgos, 5698 141St Street North, said Hanthos should not be charged for two parcels simply because there were two curb cuts; corner lots required addition work as well, and corner lots are only considered as one parcel. There were no other comments, and Mayor Fran Miron closed the public hearing. Miron made motion, Weidt seconded, to approve RESOLUTION 2010-42 ADOPTING ASSESSMENTS FOR THE SOUTH EGG LAKE NEIGHBORHOOD IMPROVEMENT PROJECT, excluding the Hantho Parcel #20.031.21.34.0016. Ayes: Haas, Petryk, Weidt, Klein, Miron Nays: None Motion carried. Miron made motion, Weidt seconded, to direct staff to review the Hantho parcel, the Assessment Policy, and the property tax information on the Hantho parcel, and do so in a timely manner. All Ayes. Minutes for the Hugo City Council Meeting September 7, 2010 Page 6 of 9 Approve Resolution Setting City Tax Lew At its August 11, 2010 mid -year budget review meeting, the City Council directed staff to prepare a preliminary tax levy resolution that keeps the urban tax rate at or below the current level. City Finance Director Ron Otkin provided details of the proposed tax levy of $4,892,591, which represents a 6.22% reduction from last year. Ron explained that, as of this meeting, the County has not released any taxable market value or tax capacity data for next year data due to problems with the computer software. Staff is estimating an overall decrease in tax capacity of $1,104,828 or 7.95%. Based on those estimated, the proposed tax levy rate will remain the same as last year. Ron noted that this amount cannot be increased once certified by Washington County, and the draft resolution provided for authority for the finance director to adjust the General Operating portion of the tax levy. Ron also noted the City will not receive the Market Value Homestead Credit Unallotment of $284,831 in 2010 and likely not receive it in 2011. Finance Director Ron Otkin announced the final budget and tax levy hearing is scheduled for December 6, 20010 at 7:00 p.m. at Hugo City Hall. The public is invited to speak at this hearing prior to adoption of the final budget and levy. Haas made motion, Weidt seconded, to adopt RESOLUTION 2010-43 APPROVING THE CITY'S PRELIMINARY TAX LEVY PAYABLE IN 2011. Ayes: Petryk, Weidt, Klein, Haas, Miron Nays: None Motion carried. TH Staff is pleased to inform the Council and residents that the traffic improvements to the TH61/130 Street intersection have been completed, and the traffic signal has been install and is operating. At its August 16th meeting, the Hugo City Council directed staff to reschedule the Ribbon Cutting Ceremony to celebrate the completion of the project. Staff has been in contact with the Mayor and Wilson Tool, and they have proposed to hold the Ribbon Cutting Ceremony on Tuesday, September 21, 2010. Weidt made motion, Petryk seconded, to schedule the Ribbon Cutting Ceremony for the TH61/130 Street intersection for Tuesday, September 21, 2010 at 11 a.m. All Ayes. Motion carried. Approve Rescheduling Grand Opening Ceremony for Skate Park to Friday, October 1, 2010 At its August 16, 2010 meeting, the Council scheduled the Grand Opening Ceremony for the Skate Park for Friday, September 24, 2010. Staff has since been informed that installation of all the equipment would not be completed by that time. The Parks, Recreation and Open Space Commission recommended Council reschedule the Grand Opening Ceremony for the Skate Park to Friday, October 1, 2010 from 5-6:30pm. Food and beverages will be provided as well as skate demonstrations by local skaters will be coordinated. Residents living near the skate park and the Hugo Lions Club will be invited to this community event that will be advertised and open to the public. Approve Lake Aires Estates Neighborhood Meeting for Thursday, September 30, 2010 At its August 16, 2010 meeting, the City Council directed staff to schedule a neighborhood meeting with residents in the Lake Aires Estates neighborhood to discuss a potential street and utility improvement project for 2011. Weidt made motion, Haas seconded, to schedule the meeting with the Lake Aires Estates neighborhood residents for Thursday, September 30, 2010 at 7:00 p.m. at City Hall to discuss a potential neighborhood street and utility improvement project. All Ayes. Motion carried. Approve Lions Park/City Hall Neighborhood Meeting for Monday, October 11, 2010 At its August 16, 2010 meeting, the City Council directed staff to schedule a neighborhood meeting with residents in the Lions Park/City Hall neighborhood to discuss a potential street improvement project for 2011. Haas made motion, Weidt seconded, to schedule the meeting with Lions Park neighborhood residents for Monday, October 11, 2010 at 7:00 p.m.at City Hall to discuss a potential street improvement project. All Ayes. Motion carried. Discussion on COPS Grant and Police Protection Councilmember Chuck Haas requested the Council discuss the application from the Washington County Sheriff's Department for a federal COPS grant as well as the police protection services, which were discussed by Council at its August 11, 2010 Mid -year Budget Review meeting. Staff recently received notification from Washington County Commander Cheri Dexter informing the City their application for the COPS grant was accepted in early July, and award notices would be sent out no later than September 30, 2010. It takes approximately three months to have an officer in place, and Councilmember Haas said the City could consider notifying the Sheriff's Department now that we need another patrol officer. Miron said he was concerned the City could be jeopardizing the COP grant. The COP grant would provide the City one additional officer for three years, which the City would be committed to hire after that. The City would not want to be in the position of having to hire two officers. Miron made motion, Haas seconded, to send a letter to Washington County Sheriff Hutton informing him the City has budgeted for additional public safety, and is open to discussions on the COPS grant and additional patrol officer staffing. Minutes for the Hugo City Council Meeting September 7, 2010 Page 8 of 9 Update on Yellow Ribbon Network Activities Councilmember Chuck Haas requested this item be placed on the City Council agenda in order to provide Council with an update on activities on the Hugo Yellow Ribbon Network (YRN) group. The Blue Star Mothers, mothers with sons or daughters deployed, recently attended a YRN meeting, and the Hugo YRN is considering starting a Blue Star Mother chapter. YRN volunteers recently staffed a 60 -day reintegration event as well as a shooting event held at Councilmember Hass's property. There is also a golf charity event planned for soldiers with terminal cancer at the Sawmill Golf Club in Stillwater. Weidt suggested applying permanent or magnetic Beyond the Yellow Network placards to show Hugo's support for our troops. The next YRN meeting will be held at the Hugo American Legion on September 15, 2010 at 7:00 p.m. Approve Retirement of Hugo Fire Department Deputy Fire Chief Jadon 011ila Hugo Deputy Fire Chief Jadon 011ila has submitted his letter of resignation announcing his retirement from the Hugo Fire Department after more than 14 years of dedicated public service to the citizens of Hugo. Jadon joined the Department in October, 1996 and was Assistant Training and Safety Officer from January 2000 until December 2000 at which time he became the Training Officer. In January 2002 he was promoted to Assistant Chief and appointed as Deputy Fire Chief in January of 2005. Jadon has also served as President of the Firefighters Relief Association and chair of multiple county and state associations. Haas made motion, Weidt seconded, to accept the resignation of Deputy Fire Chief Jadon 011ila from the Hugo Fire Department. All Ayes. Motion carried. Approve Appointment of Kevin Colvard as Hugo Fire Department Deputy Fire Chief With the retirement of Hugo Fire Department Deputy Fire Chief Jadon 011ila, a vacancy has been created for that position. Fire Jim Compton has recommend Captain Kevin Colvard be appointed to the Deputy Fire Chief Position on the Hugo Fire Department. Miron made motion, Petryk seconded, to appoint Kevin Colvard as the Hugo Fire Department's Deputy Fire Chief. All Ayes. Motion carried. Schedule Date for Annual Council and Commissioners' Bus Tour Annually, the Hugo City Council and the City Commissions schedule a date for the annual bus tour, which is an opportunity for Council, Commissions, and staff to make site visits and inspections on residential developments, public improvements, commercial and retail developments, and parks and open spaces to get a first-hand look at projects and improvements that have been made. Weidt made motion, Klein seconded, to hold the annual bus tour on Saturday, October 30, 2010 at 10 a.m., which will be open to the public. All Ayes. Motion carried. Minutes for the Hugo City Council Meeting September 7, 2010 Page 9 of 9 Recognition of Columbus Township Mayor Mel Mettler Councilmember Haas added this to the agenda. Columbus Township Mayor Mel Mettler, 64, has decided not to seek reelection this November ending more than 20 years of service to the community. Mettler has served as a Columbus Township planning commissioner, town board member, town board chairman and is the city's first mayor. Mayor Miron commented Mel was a good leader with great insight. Haas made motion, Weidt seconded, to send a letter to Mayor Mettler recognizing his years of public service. All Ayes. Motion carried. 2010 Candidate Forum on Tuesday, October 5, 2010 at Hugo City Hall A candidate forum has been scheduled for 7 p.m. on October 5, 2010 at Hugo City Hall in the Council Chambers. This Forum will be sponsored by the League of Women Voters with Peg Olson from the League as the moderator. The Citizen Managing Editor Deb Barns stated The Citizen is presenting this event for the fourth time in Hugo. This forum is open to the public and will be televised on Cable Channel 16. Petryk made motion, Haas seconded, to schedule Tuesday, October 5, 2010 as a meeting to allow Council attendance at the 2010 Candidate Forum to be held at Hugo City Hall in the Council Chambers.
