Approve Annual Performance Review for City Clerk Michele Lindau
Michele Lindau was hired as the new City Clerk in the City of Hugo on January 1, 2008.
Michele was originally hired by the City of Hugo as a part time employee in 1997 and a full time
employee beginning May 1, 1999. Adoption of the Consent Agenda approved the annual
performance review for City Clerk Michele Lindau.
Approve Annual Performance Review for Public Works Worker Paul Christianson
The City of Hugo hired Paul Christianson as a public works worker on September 27, 2004.
Adoption of the Consent Agenda approved the annual performance for Public Works Worker
Paul Christianson.
Approve Annual Performance Review for Public Works Worker Tim Kieffer
On September 27, 2004, the City hired Tim Kieffer as a public works worker. Adoption of the

Approve Proclamation for Pancreatic Cancer Awareness Month in Hugo in November
Hugo Residents Sandy Anderson and Tim Becker requested the City of Hugo proclaim
November 2010 as Pancreatic Cancer Awareness Month on behalf of the Pancreatic Cancer
Action Network and the estimated 36,800 Americans who will die of pancreatic cancer in 2010.
Adoption of the Consent Agenda approved the proclamation declaring November 2010 as
Pancreatic Cancer Awareness Month in the City of Hugo.
Approve Pay Request No. 5 from E.H. Renner & Sons, Inc for Well No. 6
The City of Hugo has received Pay Request No. 5 from E.H. Renner & Sons, Inc. for work
completed to date on the construction of Well No. 6. Senior Engineering Technician Steve Duff
and City Engineer Jay Kennedy have reviewed the pay request and found it to be satisfactory for
work completed to date on the new well. Adoption of the Consent Agenda approved Pay
Request No. 5 in the amount of $53,605.27 from E.H. Renner & Sons for the construction of
Well No. 6.
Approve Memorandum of Understanding for Dog Licensing
At its August 16, 2010 meeting, the City Council approved a Pet Spay and Neuter Day set for
Tuesday, September 28, 2010 from Sam at 4pm at Hugo City Hall and a pet Vaccination Day on
Saturday, October 2, 2010 hosted by P.A.W.S. Pet Hospital and Lake Animal Hospital. In
addition to that, staff has been working with Dr. Michele Beck from P.A.W.S Pet Hospital and

Dr. Amy Kruchowski from Lake Animal Hospital on dog licensing at their clinics, and they have
agreed to offer City of Hugo Dog Licenses at their clinics in conjunction with clinic visits. Staff
has prepared a Memorandum of Understanding (MOU) for P.A.W.S. Pet Clinic and Lake
Animal Hospital outlining the terms and conditions. Adoption of the Consent Agenda approved
the MOU for P.A.W.S Pet Hospital and Lake Animal Hospital for City of Hugo Dog Licensing
at their clinics.
Approve Easement with Washington County for CSAH 8 East Proiect
As part of the development of the Hanifl Fields Athletic Park, the City obtained an access permit
from Washington County. One of the permit requirements is to construct a turn lane/bypass lane
on CSAH 8 east in order to accommodate the increased turning movements and activity at the
access. It was mutually agreed that the improvements could be incorporated into the planned
improvements to CSAH 8 east which will occur yet this fall. Additional right-of-way is required
in order to construct the turn lane/bypass lane, and the necessary easements are located within
the City's park property. The City Engineer and City Attorney have reviewed the easement
documents and recommend approval. Adoption of the Consent Agenda approved the easement
with Washington County for CSAH 8 east project for additional right-of-way.
Approve Pay Request No. 7 from Arnt Construction for TH61/147th Street Intersection
Proiect
The City of Hugo has received Pay Request No. 7 from Arnt Construction for work completed to
date on the TH61/147th Street Intersection Improvement Project. Senior Engineering Technician
Steve Duff has reviewed the pay request and found it to be satisfactory for work completed to
date on the project. Adoption of the Consent Agenda approved Pay Request No. 7 to Amt
Construction in the amount of $134,236.42 for work completed to date on the TH61/147th Street
Intersection Improvement Project.
Authorization for Staff to Create Design Guidelines for Review by the Planning
Commission
The City of Hugo's Comprehensive Plan discourages "big box" commercial buildings. The
implementation portion of the plan states that the City should adopt an ordinance to limit
building size in order to be consistent with the comp plan. The ordinance review committee
(ORC) thought that large commercial buildings may be alright as long as they're designed
correctly and instead of having an ordinance to limit building size; the same intent can be
achieved with design guidelines. The Planning Commission made a recommendation to the City
Council to appoint a subcommittee of the Planning Commission to start working on design
guidelines. The members from the Planning Commission are Bob Rosenquist, Rick Gwynn, and
Bronwen Kleissler. The drafts would be brought back to the EDA and Planning Commission for
their review and recommendations. Adoption of the Consent Agenda approved authorization for
staff to prepare draft design guidelines for review by the Planning Commission subcommittee.
Approve Salt/Sand Building at Public Works Facility
Councilmember Haas removed this from the Consent Agenda. At the City Council's August 11,
2010 budget review meeting, Public Works Director Scott Anderson presented a plan to
construct a salt storage building at the City's Public Works Facility. Outlined in the presentation
were several examples of how the current method of salt storage is inefficient and that it has

deteriorated the condition of the existing building and pavement. Also outlined was a projected
total project cost of $140,000.00 and payback of the improvements. At their August 26, 2010
meeting, the Planning Commission considered the site plan request for the salt storage building.
Staff recommended approval of the site plan. The Planning Commission agreed that the site plan
met the zoning regulations and unanimously recommended approval to the City Council.
Competitive bids were received from Greystone Construction Co., Structural Buildings Inc. and
Bulk Storage Inc. to construct the building. A low bid of $99,300.00 was submitted by
Greystone Construction Co. Site work, including grading, paving and stormwater components
would be constructed by the Public Works Department. Staff recommended Council approve the
resolution for the site plan and authorize the purchase of the salt storage building at the Public
Works Facility from Greystone Construction Co. for $99,300.00. Haas noted this amount was
less than estimated for construction of the building.
Haas made motion, Weidt seconded, to approve RESOLUTION 2010-44 APPROVING A SITE
PLAN FOR THE CITY OF HUGO FOR A SALT STORAGE BUILDING LOCATED AT 6900
137TH STREET NORTH.

Haas made motion, Weidt seconded, to award the bid for the salt storage building at the Public
Works Facility to Greystone Construction Co. for $99,300.00.

Discussion on Victor Gardens Neighborhood Ground Water Issues
Council member Becky Petryk, Mayor Fran Miron, and City staff have been working with a
number of residents in Victor Gardens regarding groundwater that has been affecting those
residents following construction of their homes within a limited area of Victor Gardens. The
groundwater has resulted in flooded basements for several residents, algae and slime on the
private alleyways, and constant pumping of water through sump pumps all year. Both the City's
and Rice Creek Watershed District's (RCWD) Engineers have worked to identify the source of
problem. The RCWD has approved an application filed by City staff for a $50,000 water quality
grant to assist the homeowners with the problem.
Resident Tony Schwab presented this issue to Council and requested, in addition to the $50,000
from RCWD, the City grant $41,750 to help pay for a specific project that will assist residents in
dealing with this issue. Tony explained the project would involve underground pipes leading to
the pond or drainage ditch.
Brian Krystofiak, P.E. from Carlson Professional Services explained that this system is much
shallower than the more expensive gravity feed system. Many of the sump pumps would still
run but water would discharge to the piping system, not onto the streets.

Councilmember Petryk explained that it was suspected this problem was caused by the
disturbance of the old drain tile system that was on the farm field prior to the homes being built;
it could have changed the water table.
Petryk made motion, Miron seconded, to direct staff to prepare a resolution with findings based
on the discussion to support funding this project.

Discussion on Draft Ordinance Revisions to City's Park Dedication Policy
Minnesota State Statues regarding park dedication changed, and staff recommends the City's
Park Dedication Policy be updated. Revisions to the Park Dedication Policy were proposed to
the Parks, Recreation and Open Space Commission and the Economic Development Authority.
City Parks Planner Shayla Syverson explained proposed changes to the policy which include
adding an appeal process and a table to assign dedication based on the density of residential
development. Also to be considered is whether to require park dedication on commercial and
industrial development.
At the Economic Development Authority meetings on August 9, 2010 and September 13, 2010, a
recommendation was made to the City Council to not require park dedication on commercial and
industrial developments. The Parks Commission discussed this at their meetings on August 11
and September 8, 2010 and recommended that park dedication be required on commercial and
industrial developments.
Parks Commission Chair Jim Taylor explained the proposed park dedication on commercial and
industrial development would still be lower than surrounding communities, and in the future,
commercial and industrial development may be the only development going on in Hugo.
Council discussed whether a park dedication fee would deter commercial and industrial
development or if improvements to Hugo's parks would encourage development.
Haas made motion, Klein seconded, to direct staff to prepare a draft ordinance for the Planning
Commission to consider at a public hearing that would include the Parks Commission's
recommendation to require park dedication on commercial and industrial development.
After more discussion, Petryk made motion, Weidt seconded, to amend the motion to include
the EDA's recommendation to not require a parkland dedication on commercial and industrial
land, and to review it again in four years.

Update on CSAH 8 East Reconstruction Proiect
City Engineer Jay Kennedy provided Council with an update from Washington County on
the CSAH 8 (east) reconstruction project, which will begin September 21, 2010 with culvert
work. Grading and subgrade work is scheduled to begin on September 23, 2010 with short-
term road closures. Residents can receive updates by visiting Washington County's website
at www.co.washington.mn.us/county8 , signup for electronic updates via email or Twitter, or
directly contact Jake Gave, Design Engineer, at Washington County. The project is expected
to be completed in November 2010. No formal action was taken.
Discussion on Assessment for Property at 5648/5650 142°a Street — South E62 Lake
Improvement Proiect
At the September 7, 2010 Assessment Hearing for the South Egg Lake Improvement project, the
City Council heard testimony from Terry and Colleen Hantho, who own a duplex at 5648 and
5650142 d Street, and their proposed assessment is for two units. At the conclusion of the
hearing, the City Council asked for additional information regarding the proposed assessment
related to the Hantho property. City Engineer Jay Kennedy had reviewed the City's Assessment
Policy, and he explained the Hanthos have two separate household, each having road access.
Jay added that many communities apply a similar policy, and this policy was applied to a parcel
in the 2009 street project in the Hugo Elementary School neighborhood. Community
Development Director Bryan Bear added that the property in question could be split into two
parcels.
Terry Hantho said that Washington County treats the parcel as one home and he disagreed that it
could be split into two parcels because there was only one furnace and one sewer and water
connection.
Haas made motion, Klein seconded, to direct staff to prepare findings -of -fact, specific to the
Hantho assessment, supporting it as a single family home.

Weidt made motion, Haas seconded, to continue the public hearing on the Hantho assessment at
the October 4, 2010 City Council meeting.

Discussion on MN DNR Community Conservation Assistance Grant Agreement
At the City Council meeting of June 21, 2010, a resolution was approved supporting application
to the Minnesota DNR Community Conservation Assistance Program for $16,875 in funding to
be used for a study of eastern Hugo to determine what areas should be served by sewer. At the
DNR's request, the project scope and grant request was expanded with a new total project cost
estimate of $34,000. City Parks Planner Shayla Syverson asked Council to approve, at the
request of the DNR, to increase this funding request to $25,125. The DNR has agreed to
reimburse the City for the project in an amount not to exceed $25,125 with the remainder $8,875
to be paid with in-kind services or local funding match.

Community Development Director Bryan Bear explained the first stage of this project would be
to identify and prioritize natural resources in the area. City Engineer Jay Kennedy prepared a
project scope for creating a GIS -based model that ranks sensitive natural areas and/or wetland
complexes that should be conserved and can be used in determining sewer feasibility and guiding
development.
Council discussed contacting all watershed districts, stakeholders and neighboring municipalities
that would benefit from this study.
Weidt made motion, Haas seconded, to approve the grant agreement with the DNR and directed
staff to identify all the funding sources, and bring it back to Council prior to beginning the
project.

Discussion on Supreme Court Case Regarding Variances
Recently, a Minnesota Supreme Court ruling involving a variance application in the City of
Minnetonka interprets the law regarding variances significantly different than most communities,
including Hugo. Community Development Director Bryan Bear explained how the
interpretation will make it much more difficult for the City of Hugo to approve a variance
application. Staff is alerting residents of this ruling as variance application are submitted. No
formal action was taken.
Yellow Ribbon Network (YRN) Update
Councilmember Haas added this item to the agenda to provide an update on the activities of the
Yellow Ribbon Network whose goal is to offer support to military service members and their
families. Blue Star Moms are in the process of forming a Hugo chapter; fathers are considered
auxiliary members. On Wednesday, September 22, 2010, the City of Farmington will host a
daylong summit where Governor Tim Pawlenty is scheduled to address the group and welcome
15 cities, counties and businesses into the YRN. The next meeting of the Hugo YRN will be on
Wednesday, October 20, 2010 at Hugo City Hall.
Hugo Lions Boxing on Saturday, September 25, 2010 Tickets Available
Hugo Lions Club will be holding a Golden Gloves Boxing Event to be held on Saturday,
September 25, 2010. The event will be held at 1:00 p.m. in Lions Park. Tickets are available for
purchase at City Hall prior to event for $8.00, and admission on the day of the event is $10.00
Hugo Fire Department Open House on October 2, 2010
Councilmember Haas added this to the agenda to remind Council and residents the Hugo Fire
Department will host their annual Fire Prevention Open House on Saturday, October 2, 2010 at
11:00 a.m. at the Hugo Fire Hall. This is a community event and free to the public.

City-wide Fall Clean Up Day on October 2, 2010
Councilmember Haas added this to the agenda to remind Council and residents of the City-wide
Fall Clean -Up Day Event scheduled for Saturday, October 2, 2010 at Hugo Public Works
Building from 8:00 a.m. until noon.
Interstate 35E and CSAH 14 Closures
Councilmember Haas added this to the agenda to inform Council and public the I -35E bridge
will be closed from Friday, September 24 at 7:00 p.m. to Monday, September 27 at 5:00 a.m. as
part of the bridge reconstruction project. Also closed will be the interstate in both directions
from County Road J in White Bear Township to the I-35 east/west split in the City of Columbus.
Ribbon Cutting for the TH61/130th Street Intersection Proiect
City Administrator Mike Ericson provided a friendly reminder of the ribbon cutting ceremony to
celebrate the intersection improvements at TH61/130th Street on Tuesday, September 21, 2010.
The ceremony will begin in the Wilson Tool parking lot at 11:00 a.m.
