Mayor Fran Miron called the City Council meeting to order at 8:00 a.m.
PRESENT: Haas, Granger, Petryk, Puleo, Miron
STAFF PRESENT: City Administrator Mike Ericson, Community Development Director Bryan
Bear, Associate Planner Rachel Simone
2008 Floodplain Ordinance Revisions
Associate Planner Rachel Simone presented the proposed changes to the Floodplain
Ordinance to the Council with a PowerPoint presentation. The existing ordinance was found
to be inconsistent with other floodplain ordinances and out of compliance with MN
Department of Natural Resources (DNR) and Federal Emergency Management Association
(FEMA) requirements. The proposed revisions to the floodplain ordinance were necessary to
allow Hugo's participation in the Floodplain Insurance Program. The Council directed staff
to submit the revised ordinance to the MN DNR for their comments. If the DNR finds the
plan to be satisfactory, a public hearing will be held at the Planning Commission. Should the
DNR recommend substantial changes to the document, staff will bring it back to the Council
for their review.
