HomeMy WebLinkAbout2008.01.28 CC Minutes - Goal SettingMINUTES FOR THE CITY COUNCIL GOAL SETTING MEETING OF JANUARY 28, 2008 Mayor Fran Miron called the meeting to order at 8:36 a.m. PRESENT: Granger, Haas, Petryk, Puleo, Miron ALSO PRESENT: Administrator Mike Ericson, Community Development Director Bryan Bear, Administrative Intern Nate Ehalt, Public Works Director Chris Petree, Deputy Fire Chief Jadon 011ila, and Fire Fighter Russ Frantum REVIEW 2007 CITY GOALS City Administrator Mike Ericson reviewed with Council and Commission Chairs the status of the 2007 City Focus Goals. REVIEW 2008 FIRE DEPARTMENT GOALS Deputy Fire Chief Jandon 011ila and Fire Fighter Russ Frantum shared with the Council the proposed 2008 goals of the Hugo Fire Department. They are: 1. Firefighter safety 2. Protection of property and life 3. Full-time position for 2009 (Fire Marshall or Fire Chief) 4. 800 MHZ Radio implementation (tower site has been secured) 5. Continue refinement of B.L.S service 6. F.E.M.A grant for emergency generator installation for the E.Q.0 ($100,000 grant) 7. 1306 implementation (early 2008) 8. Hire to full staff of 33 (currently 33 members) 9. Update all City disaster/Haz-mat plans 10. Develop a FD voluntary inspection and education plan for businesses REVIEW 2008 PLANNING COMMISSION GOALS Community Development Director Bryan Bear shared with Council the proposed 2008 goals of the Planning Commission developed at its last meeting. They are: 1. Finish planning for the northern gateway 2. Code enforcement subcommittee — sign ordinance 3. Implementation of the downtown plan 4. Finish rural planning 5. Commercial and industrial design guidelines (bus tour to other cities with retail development) REVIEW 2008 EDA GOALS Community Development Director Bryan Bear shared with Council the proposed 2008 goals of the Economic Development Authority (EDA). They are: Create Business Retention and Expansion Subcommittee of the EDA • Work with U of M or others on BR&E research program • On-going site visits • Continue collaboration with HBA • Continue participation in events. Continue working on downtown redevelopment projects • Certify the TIF District • Partner on initial project to begin in 2008 • Coordinate public infrastructure o Stormwater management planning & funding o Traffic improvements (signals, Hwy 61) o Trail and sidewalk improvements 3. Establish quality commercial development • Focus on gateways • Create design guidelines • Collaborate with the Planning Commission • Review development policies and incentives within the approval process 4. Continue implementation of the EDA marketing plan • Continue to update the marketing plan • Updating City website • Continuation of the City's cable access show REVIEW 2008 PARKS COMMISSION GOALS Public Works Director Chris Petree shared with Council the proposed 2008 Parks and Recreation Commission goals. They are: 1. Rice Lake Park 2. Oak Shore Park 3. Arbre Park Safety Improvements FINAL SELECTION OF 2008 CITY GOALS Mayor Miron then directed Intern Nate Ehalt to create new 2008 City Goals list on the computer and displayed it on the overhead screen. Staff was directed to prepare and revise, as necessary, the list with suggested target dates for completion. Council will formally adopt goals at its next regularly schedule Council meeting.
