RESOLUTION 2012-5
RESOLUTION APPROVING REDISTRICTING PLAN REESTABLISHING
MUNICIPAL WARD AND PRECINCT BOUNDARIES
WHEREAS, following the national census conducted every 10 years, state and local
governments must redraw their elective districts (redistrict), a necessary process to insure equal
representation among the wards, and;
WHEREAS, the legislature of the State of Minnesota has been redistricted; and
WHEREAS, Minnesota Statute 204B.14, subd. 3 (d) requires a municipality to
reestablish precinct boundaries of voting precincts and polling places within a municipality;
WHEREAS, the City used the 2010 Census data to establish equal populations among its
three wards, and;
WHEREAS, the City Council considered the restricting plan at a duly called public
meeting;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
HUGO, MINNESOTA, that it should and hereby does approve the redistricting plan as described
herein:
Ward 1, Precinct 1
Beginning at the southwest corner of the city, northerly along the west border of the City to
CSAR 8 (Frenchman Road), thence easterly along the centerline CSAH8 to its intersection with
T.H. 61 (Forest Blvd.), thence southerly along T.H. 61 to its intersection with 140' Street then
easterly along 140' Street to Egg Lake Road, thence southeasterly along Egg Lake Road to its
intersection with Goodview Avenue, thence southerly along the centerline of Goodview Avenue
to the north boundary of ISD 832, thence westerly along said boundary to the westerly boundary
of ISD 832 as extended, thence southerly along said boundary to the southern border of the City,
thence westerly along said southern border of the city to the point of beginning.
Ward 2, Precinct 2A
Beginning at intersection of Elmcrest Avenue (west border of the City) and the north border of
ISD 624, northerly along Elmcrest Avenue to 18& Street (north border of the City), thence
easterly along the north border of the City to its intersection with Henna Avenue, thence
southerly along the centerline of Henna Avenue to its intersection with 165d' Street, thence
westerly along the centerline of 165th Street to its intersection with Harrow Avenue, thence
southerly along the centerline of Harrow Avenue to the north border of ISD 624, thence westerly
along the north border of ISD 624 to the point of the beginning.

Ward 2, Precinct 2B
Beginning at the intersection of Frenchman Road (CSAR 8) and Elmcrest Avenue (west border
of the City), thence northerly along Elmcrest Avenue to the southern border of ISD 831, thence
easterly along the south border of ISD 831 to its intersection with TH61 (Forest Blvd), thence
southerly along the centerline of TH61 to its intersection with Frenchman Road (CSAH 8),
thence westerly along the centerline of Frenchman Road to the point of beginning.
Ward 3, Precinct 3A
Beginning at the intersection of 140th Street and T.H. 61 (Forest Blvd), thence northerly along
the centerline of T.H. 61 to the point of its intersection with the southerly boundary of ISD 831
thence easterly along said boundary to Harrow Avenue, thence northerly along the centerline of
Harrow Avenue to 165th Street thence easterly along the centerline of 165th Street to Henna
Avenue, thence northerly along the centerline of Henna Avenue to its intersection with 180th
Street, thence easterly along the centerline of 180th Street (north border of the city), to its
intersection with the east border of the city, thence south along the east border of the city to the
to the point of its intersection with 140x' Street, thence westerly along the centerline of 140th
Street to the western boundary of ISD 834, thence southerly along said boundary to the
intersection of the northerly boundary of ISD 832, thence westerly along the north boundary of
ISD 832 to the point of its intersection with Goodview Avenue, thence northerly along the
centerline of Goodview Avenue to Egg Lake Road, thence northwesterly along the centerline of
Egg Lake Road to its intersection with 140th street, thence westerly along the centerline of 14e
Street to the point of beginning.
Ward 3, Precinct 3B
Beginning at the south border of the City at the west boundary of ISD 832, thence northerly
along the west boundary of ISD 832 to the north boundary of ISD 832, thence easterly along the
north boundary of ISD 832 to the west boundary of ISD 834, thence northerly on the west
boundary of ISD 834 to its intersection with 140th Street, thence easterly along the centerline of
140th street to its intersection with Keystone Ave, thence southerly along the centerline of
Keystone Avenue (eastern border of the City) to its intersection with the south border of the City,
thence westerly on the southern border of the City to the point of beginning.
Attached to this resolution, for illustrative purposes, is a map showing said precincts and the
location of each polling place.
Polling Places The designated polling places for these precincts and wards are as follows:
Ward 1, Precinct 1- Hugo Fire Station, 5323 140th Street North
Ward 2, Precinct 2A and 2B — Oneka Elementary School, 4888 Heritage Parkway North
Ward 3, Precinct 3A and 3B - Rice Lake Centre (Public Works), 6900 137th Street North
