APPROVING A SITE PLAN FOR XCEL ENERGY INC. FOR A TRAINING
CENTER WITH ASSOCIATED OUTDOOR GAS AND ELECTRIC TRAINING
AREAS ON THE PROPERTY LOCATED AT 13620 FENWAY BOULEVARD
NORTH
WHEREAS, Xcel Energy Inc., requested approval of a site plan for a training center with
associated outdoor gas and electric training areas.
Lot 1, Block 1, Roy Molitor Addition
WHEREAS, the Planning Commission has reviewed said site plan on March 22, 2012,
and recommends approval subject to the conditions listed in this resolution.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site
plan for Xcel Energy Inc., for a training center with associated outdoor gas and electric
training areas with the following findings:
1. All items on the Engineer's memo and "red -line" detailed engineering comments that
have been sent directly to the applicant's engineer dated March 12, 2012, shall be
addressed.
2. The applicant will be responsible for maintaining stormwater facilities and vegetation
proposed as a part of the project. A maintenance agreement between the City and the
applicant shall be reviewed and approved by the City then recorded against the
property prior to the start of grading activities on the site.
3. The applicant shall be required to apply for formal site plan approval for all future
phases to be considered by the Planning Commission and City Council. This includes
the addition of any small house simulators.
4. Exterior storage of equipment shall be located on a paved surface and screened.
5. At anytime the fumes from the outdoor gas training become a nuisance; Xcel Energy
Inc., shall take action to abate the issue. At anytime as requested by the City, Xcel
Energy Inc agrees to notify the surrounding property owners of gas training.
6. Prior to the installation of any signs, the applicant shall obtain a sign permit.
Prior to the issuance of a building permit:
7. The applicant shall submit cut sheets for the wall mounted light fixtures to be
reviewed and approved by staff.
8. The applicant shall submit the final building material colors for the building to be
reviewed and approved by staff.

9. The internal roof drainage system that shall be integrated into the building design and
shall be reviewed and approved by staff.
10. The trash enclosure shall be internal to the building or screened with materials
consistent with the building material and shall be reviewed and approved by staff.
Prior to issuance of a Certificate of Occupancy:
11. All roof top mechanical equipment must be screened from view of adjacent
properties. Staff shall perform an inspection when equipment is installed to ensure
compliance with City code.
12. The applicant shall submit a design for the ground cover for review and approval by
staff. An installation and maintenance schedule from the contractor installing and
maintaining the ground over shall be reviewed and approved by staff.
13. All required landscaping shall be fully installed.
14. Drainage and utility easements shall be dedicated to the City over the wetland, pre-
treatment basin, and sewer extensions.
