FOR A TRAINING BARN ON THE PROPERTY LOCATED AT 13620 FENWAY BOULEVARD NORTH WHEREAS, Xcel Energy Inc., requested approval of a site plan for a 15,400 square foot training barn. Lot 1, Block 1, Roy Molitor Addition WHEREAS, the Planning Commission has reviewed said site plan on May 24, 2012, and recommends approval subject to the conditions listed in this resolution. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site plan for Xcel Energy Inc., for a 15,400 square foot training barn with the following findings: 1. All items on the Engineer's memo and "red -line" detailed engineering comments that have been sent directly to the applicant's engineer dated May 15, 2012, shall be addressed. 2. The applicant will be responsible for maintaining stormwater facilities and vegetation proposed as a part of the project. A maintenance agreement between the City and the applicant shall be reviewed and approved by the City then recorded against the property prior to the start of grading activities on the site. 3. The applicant shall be required to apply for formal site plan approval for all future phases to be considered by the Planning Commission and City Council. This includes the addition of any small house simulators. 4. Exterior storage of equipment shall be located on a paved surface and screened. 5. At anytime the fumes from the outdoor gas training become a nuisance; Xcel Energy Inc., shall take action to abate the issue. At anytime as requested by the City, Xcel Energy Inc agrees to notify the surrounding property owners of gas training. 6. The areas of the trail along Fenway Boulevard that are disturbs to construct the accesses into the site shall be restored to the City's satisfaction. 7. Prior to the installation of any signs, the applicant shall obtain a sign permit. 8. There shall be no mesh screening on the black chain link fencing. Prior to the issuance of a building permit: f� • Resolution 2012-11 Page 2 9. The applicant shall submit cut sheets for the wall mounted light fixtures to be reviewed and approved by staff. 10. The applicant shall submit the final building material colors for the building to be reviewed and approved by staff. 11. The internal roof drainage system that shall be integrated into the building design and shall be reviewed and approved by staff. 12. The trash enclosure shall be screened with materials consistent with the building material and shall be reviewed and approved by staff. Prior to issuance of a Certificate of Occupancy: 13. All roof top mechanical equipment and ground equipment shall be screened from view of adjacent properties. Staff shall perform an inspection when equipment is installed to ensure compliance with City code. 14. The applicant shall submit a design for the ground cover for review and approval by staff. An installation and maintenance schedule from the contractor installing and maintaining the ground over shall be reviewed and approved by staff. 15. All required landscaping shall be fully installed. 16. Drainage and utility easements shall be dedicated to the City over the pre-treatment basin and sewer extensions.
