FOR A BUILDING ADDITION ON THE PROPERTY LOCATED AT 13620 FENWAY BOULEVARD NORTH WHEREAS, Xcel Energy Inc., requested approval of a site plan for a 5,000 square foot building addition. Lot 1, Block 1, Roy Molitor Addition WHEREAS, the Planning Commission has reviewed said site plan on November 8, 2012, and recommends approval subject to the conditions listed in this resolution. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the site plan for Xcel Energy Inc., for a 5,000 square foot building addition with the following findings: 1. All items on the Engineer's memo and "red -line" detailed engineering comments that have been sent directly to the applicant's engineer dated October 29, 2012, shall be addressed. 2. The applicant will be responsible for maintaining stormwater facilities and vegetation proposed as a part of the project. 3. The applicant shall be required to apply for formal site plan approval for all future phases to be considered by the Planning Commission and City Council. This includes the addition of any small house simulators. 4. Exterior storage of equipment shall be located on a paved surface and screened. 5. At anytime the fumes from the outdoor gas training become a nuisance; Xcel Energy Inc., shall take action to abate the issue. At anytime as requested by the City, Xcel Energy Inc agrees to notify the surrounding property owners of gas training. 6. Prior to the installation of any signs, the applicant shall obtain a sign permit. 7. There shall be no mesh screening on the black chain link fencing. 8. The design and location of all house simulators on site shall be reviewed and approved by City staff prior to installation. 9. All roof and ground -mounted mechanical equipment shall be completely enclosed with building materials compatible with the principal structure and painted to blend in unobtrusively with their background. All roof top mechanical equipment and ground equipment shall be screened from view of adjacent properties. Ground -level mechanical units shall be low profile and located to the side or rear of the building. Resolution 2012-34 Page 2 Prior to the issuance of a building permit: 10. The applicant shall submit cut sheets for the wall mounted light fixtures to be reviewed and approved by staff. All fixtures shall be downcast cut-off fixtures. 11. The internal roof drainage system that shall be integrated into the building design and shall be reviewed and approved by staff. 12. The applicant shall submit a plan for the location and screening method for roof top and/or ground mounted mechanical equipment. City staff shall review and approve the location and the screening method for the equipment. Prior to issuance of a Certificate of Occupancy: 13. All roof top and/or ground mounted mechanical equipment shall be screened from view of adjacent properties. Staff shall perform an inspection when equipment is installed to ensure compliance with City code. 14. The applicant shall submit a design for the ground cover for review and approval by staff. An installation and maintenance schedule from the contractor installing and maintaining the ground cover shall be reviewed and approved by staff. 15.
