RESOLUTION 2010-23
APPROVING A PRELIMINARY PLAT AND REZONING FOR PRATT
DEVLEOPMENT FOR "PRAIRIE VILLAGE" LOCATED NORTH OF 158TH
STREET AND WEST OF ONEKA PARKWAY
WHEREAS, Pratt Development has requested approval of a preliminary plat and
rezoning of property to develop 79 lots and 5 outlots to be known as "Prairie Village"
located north of 158`h Street and west of Oneka Parkway and is legally described as
follows:
THE NORTHEAST QUARTER OF THE NORTHWEST QUARTER OF SECTION 18,
TOWNSHIP 31 NORTH, RANGE 21 WEST, WASHINGTON COUNTY, MN.
AND
OUTLOT J, HERITAGE PONDS FIRST ADDITION
AND
OUTLOT A, HERITAGE PONDS THIRD ADDITION
WHEREAS, the Planning Commission has reviewed said site plan and recommends
approval.
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
preliminary plat and rezoning to Pratt Development for "Prairie Village" subject to the
following conditions:
1. A preliminary plat is approved to allow the creation of 79 single family lots and
five outlots to be dedicated to the City, in accordance with the plans received by
the City on May 25, 2009 except as amended by this resolution.
2. Development is subject to the R-3 district standards. No variances are granted or
implied.
3. The development shall comply with the comments in the Engineer's memo dated
June 3, 2010.
4. The applicant shall construct Oneka Parkway to the north property line of the pre
plat at the time any portion of phase 4 is final platted.
5. The applicant shall dedicate the right of way for Oneka Parkway at any time
deemed necessary by the City.
6. The required landscaping and street lighting proposed within Oneka Parkway
shall be installed as each parkway segment is constructed and shall be consistent
with the existing landscaping installed on Oneka Parkway.

7. The landscaping planned for the development shall be installed all at the same
time during each phase. The developers shall take proper precautions to protect
the trees as the homes are being built.
8. Each home shall provide a minimum o€2 parking spaces.
9. The applicant shall dedicate outlots D and E to the City for parkland dedication.
The park dedication land shall be deeded to the City with the final plat. This will
satisfy 18.48% of the parkland dedication requirement. The remaining portion of
the parkland dedication requirements shall be cash -in -lieu of dedication for the 79
lots, subject to parkland dedication fees in place at the time of filing of each
phase.
Prior to the Final Plat of any phase being recorded:
10. The developer shall pay $17,311.48 in full to satisfy the required AUAR fees for
the property.
11. The developer shall pay the sewer and water trunk fees for each lot at final plat.
The City's SAC and WAC fees will be paid at the time building permits issued.
12. The developer shall enter into a development agreement for each phase of
development, shall agree to complete all improvements, and pay all fees as
required by the agreement.
