APPROVING AN INTERIM USE PERMIT TO ALLOW FOR THE OPERATION
OF A HOME OCCUPATION AS AN ACCESSORY USE, PROPERTY LOCATED
AT 13755 ELMCREST AVENUE NORTH
WHEREAS, Dennis and Ann Thompson have requested approval of an interim use
permit to allow for the operation of a home occupation as an accessory use on the
property legally described as follows:

WHEREAS, the Planning Commission has reviewed the request at a duly called Public
Hearing on January 24, 2008 and recommended approval, and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
request by Dennis and Ann Thompson for a interim use permit to allow for the operation
of a home occupation as an accessory use with the following findings, subject to the
conditions included therein:
1. The applicant owns the property and resides in the principle residential
address associated with the home occupation.
2. A home occupation is allowed as an accessory use in the Single
Family Detached Residential zoning district.
3. The spirit and intent of the ordinance is to allow a way for a property
owner to have a home occupation with an interim use permit with
conditions to limit the operation of the business. The home occupation
shall meet the general performance standards and procedures by which
home occupations can be conducted without jeopardizing the health,
safety and general welfare of the surrounding properties. The home
occupation meets the spirit and intent of the ordinance.
4. The present character of the surrounding area is large lot single family
residential and Fable Hills housing development is to the south and
east of the property. Fable Hills 3rd Addition is planned to be directly
to the east of the property. The home occupation is compatible with
the present character of the area.
5. The interim use permit shall be reviewed in two years.
6. It does not appear that the home occupation would impose additional
unreasonable cost to the public.
7. To operate the business from the property the applicant will sign the
interim use permit and agree to the conditions outlined in the permit.

floor to ceiling stone fireplace in living room, see through fireplace in unfinished area of basement. There is a
.75 bath in the basement with working fixtures, but with unfinished ceiling, walls and floor -considered plus
factor only on appraisal -no value given on appraisal.
SALES COMPARISONS COMMENTS
Extremely difficult to locate comps. similar to subject. After searching subject's county and surrounding
counties through MLS, unable to locate a log home comp. similar to subject. Comps. are considered to be the
most proximate, similar & most recently closed sales available for use in this appraisal report. Comps. are
from areas over 1 mile in distance from subject. Difficult to locate comps. on larger acreage sites -comps.
chosen deemed best available. Marketing adjustments applied for smaller site sizes of comps. compared to
subject's acreage site. Minimal marketing adjustment applied to comps. for lack of an outbuilding similar to
subject. Minimal marketing adjustment applied for comp. 1's inground pool due to limited use in MN climate
and negative market acceptance. After extensive research, comps. are considered to be the most similar
compared to subject. Comps. lend support to an ascribed value of approximately $580,000 to subject.
