HomeMy WebLinkAbout2008.05.05 RESO 2008-0016RESOLUTION 2008-16 APPROVING A SITE PLAN FOR AN OFFICE/MEDICAL FACILITY ON LOT 1 BLOCK 1 OF FRENCHMAN PLACE LOCATED WEST OF EVERTON AVENUE AND GENERALLY NORTH OF FRENCHMAN ROAD (COUNTY ROAD 8) WHEREAS, Pratt Development Inc. has requested approval of a site plan to allow construction of a 22,000 -square foot office/medical facility on a 2.97 -acre property legally described as follows: Lot 1, Block 1, Frenchman Place I st Addition WHEREAS, the Planning Commission has reviewed the site plan at a duly called Public Hearing and recommends approval, and; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the request by Pratt Development Inc. for site plan approval, subject to the following conditions: 1. A site plan is approved to allow the construction of a 22,000 -square foot office/medical facility on Lot 1, Block 1, Frenchman Place in accordance with the final site, grading, utility and landscape plans dated March 31, 2008, except as amended by this resolution. 2. This site plan approval for Lot 1, Block 1 does not include site plan approval for any of the other lots and outlots in the Frenchman Place development. 3. Approval is contingent upon City Council approval of the requested preliminary plat and variance. 4. Approval is contingent upon City Council approval of the requested variance to allow the parking area for the office/medical facility to encroach 5 -feet into the required 10 - foot landscape yard from the right-of-way line for Everton Avenue. 5. Approval is contingent upon Everton Avenue being upgraded according to City standards. The street improvement project shall include a trail on one side of Everton Avenue and a sidewalk on the other side. 6. Prior to building permit approval, the develop must comply with the following conditions: I „ Resolution 2008-16 Page 2 Mechanical Equipment a. Ground mounted mechanical equipment shall be low profile and located to the side or rear of the building and completely enclosed with building materials compatible with the principal building, as required by Section 1195-740.1 of the Zoning Ordinance. If ground -mounted equipment is proposed, the equipment and screening method shall be shown on the plans. b. Roof -top mechanical equipment shall be completely enclosed with building materials compatible with the principal building, as required by Section 1195- 740.1 of the Zoning Ordinance. If roof -top equipment is proposed, site lines shall be submitted from adjacent property lines and public right-of-way to ensure that equipment is not visible. Signage c. A comprehensive sign plan that shows the type, location, and size of (area and height) of all signage shall be submitted for review before any signage will be approved. Streets, Access and Parking d. The access points from Everton Avenue are generally acceptable; however, they will need to be reviewed in more detail by the City and Washington County as part of the proposed improvements to Everton Avenue to determine whether or not either of the accesses needs to be limited in any way. e. The proposed perimeter drive aisle will need to be designated as a fire lane and meet all the Fire Chief s requirements for the location of fire hydrants, fire department connections and fire lane signage. Landscaping and Open Space f. The property owner shall be responsible for maintenance of the landscaping and irrigation systems within the site (Lot 1, Block 1, Frenchman Place lst Addition). Miscellaneous g. The developer must comply with all conditions outlined in the City Engineer's memo dated April 17, 2008. h. The wetland impacts proposed as part of the office/medical facility development on Lot 1, Block 1, Frenchman Place I” Addition were approved by the City on March 28, 2008. The applicant will be required to adhere to the conditions of this permit including posting the cash escrow prior to construction. Resolution 2008-16 Page 3 i. A drainage and utility easement shall be dedicated over the proposed storm water pond to be constructed on Lot 1 of Block 1. The pond will be privately maintained, and the maintenance requirements will be included as part of the development agreement. j. A Storm Water Pollution Prevention Plan (SWPPP) needs to be prepared and submitted to the City for review. Prior to receiving permits for building construction or grading, a MPCA Storm Water Permit shall be applied for. The SWPPP shall include notes about erosion control, restoration, timing of procedures, and contact people. k. The developer shall obtain all necessary local, state, and federal permits. 1. The Developer must comply with all conditions of the WCA permit for this site on Lot 1, Block 1, Frenchman Place I" Addition.
