RESOLUTION 2007-20 <br />A RESOLUTION ESTABLISHING A POLICY GOVERNING TREE TPJ3 MING AND <br />BRUSHING AND DESIGNATING MINIMAL TRIMMING AREAS <br />WHEREAS, the City is desirous of adopting a uniform policy governing tree trimming <br />and brushing which serves to protect the City's investment in its roads, to maintain safe <br />roadways for pedestrian & vehicular traffic, to maintain general tree health and, where feasible, <br />preserve aesthetically desirable natural areas. <br />WHEREAS, the City Council has been presented with illustrations of areas where <br />trimming in excess of minimal trimming would not preserve aesthetically desirable or scenic <br />areas and having considered the matter, the City Council believes that some areas should be <br />reserved for minimal trimming to enhance rustic and natural views which have historically <br />existed. <br />NOW, THEREFORE, be it resolved that the City Council of the City of Hugo <br />establishes its tree trimming policy as set forth herein: <br />Public Works Staff shall generally follow these guidelines in tree trimming and brushing: <br />1. Urban Area (Adiacent to Roadways having Concrete Curb & Gutter): <br />a. Trim trees to allow for a 15' clear height and shape trees for aesthetic purposes <br />and tree health. <br />b. Removal of diseased/dead trees and limbs. <br />C. Remove trees or limbs blocking street signs, signals or sight distances. <br />2. Rural Area (Adiacent to Roadways not having Concrete Curb & Gutter): <br />a. Clear and maintain right of way, remove all diseased, dead, scrub trees and brush. <br />b. Trim trees to allow for a minimum 15' clear height. <br />3. Exceptions: <br />a. Emergency Cutting: <br />This policy does not apply in the event that cutting is necessary to remove road <br />obstructions or to eliminate trees or brush that are in imminent danger of collapse. <br />b. Areas Designated as "Minimal Trimming Areas". <br />These are areas which are identified by the City Council herein and from time to <br />preserving unique and desirable natural areas. Such areas shall receive minimal <br />trimming. Removal of trees shall be avoided except where the tree is obstructing <br />a road or is in imminent danger of collapse.
