A RESOLUTION ESTABLISHING A POLICY GOVERNING TREE TPJ3 MING AND
BRUSHING AND DESIGNATING MINIMAL TRIMMING AREAS
WHEREAS, the City is desirous of adopting a uniform policy governing tree trimming
and brushing which serves to protect the City's investment in its roads, to maintain safe
roadways for pedestrian & vehicular traffic, to maintain general tree health and, where feasible,
preserve aesthetically desirable natural areas.
WHEREAS, the City Council has been presented with illustrations of areas where
trimming in excess of minimal trimming would not preserve aesthetically desirable or scenic
areas and having considered the matter, the City Council believes that some areas should be
reserved for minimal trimming to enhance rustic and natural views which have historically
existed.
NOW, THEREFORE, be it resolved that the City Council of the City of Hugo
establishes its tree trimming policy as set forth herein:
Public Works Staff shall generally follow these guidelines in tree trimming and brushing:
1. Urban Area (Adiacent to Roadways having Concrete Curb & Gutter):
a. Trim trees to allow for a 15' clear height and shape trees for aesthetic purposes
and tree health.
b. Removal of diseased/dead trees and limbs.
C. Remove trees or limbs blocking street signs, signals or sight distances.
2. Rural Area (Adiacent to Roadways not having Concrete Curb & Gutter):
a. Clear and maintain right of way, remove all diseased, dead, scrub trees and brush.
b. Trim trees to allow for a minimum 15' clear height.
3. Exceptions:
a. Emergency Cutting:
This policy does not apply in the event that cutting is necessary to remove road
obstructions or to eliminate trees or brush that are in imminent danger of collapse.
b. Areas Designated as "Minimal Trimming Areas".
These are areas which are identified by the City Council herein and from time to
preserving unique and desirable natural areas. Such areas shall receive minimal
trimming. Removal of trees shall be avoided except where the tree is obstructing
a road or is in imminent danger of collapse. Presently, those areas are:

4. Schedule:
This work is typically done during the winter months (November -March) by the Public
Works Department during regular work hours. It is the City's intent to trim trees on all
roads at least every 15 years.
5. Notification:
Property owners shall be notified by mail at least 7 days prior to any trimming occurring
on their property. The City Council ward representative in the area that the tree trimming
and brushing will occur will be notified as well.
6. Disposal of Tree Waste:
The City's Public Works Department will either chip or haul the trees and brush off site.
If property owner wishes to keep non -diseased tree waste, they may contact the City 24 -
hours in advance of removal.
This Resolution was declared duly passed and adopted and signed by the mayor and City
Administrator this 7th day of May, 2007.
