APPROVING FINAL PLAT AND DEVELOPMENT AGREEMENT FOR ONEKA
LAKE TOWNHOMES LLC FOR ONEKA LAKE TOWNHOMES
ON PROPERTY LOCATED NORTH OF 150' STREET AND EAST OF
HIGHWAY 61
WHEREAS, Oneka Lake Townhomes LLC has requested approval of a final plat to
allow 30 twnhomes and one outlot on the property legally described as follows:
The West One-third of the South Half of the Southeast Quarter of the Southeast
Quarter of Section 17, Township 31, Range 21, Washington County.
WHEREAS, the City has prepared a development agreement covering the improvements
related to said plat;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the final
plat for Oneka Lake Townhomes LLC for Oneka Lake Townhomes; and
FURTHER, that the development agreement for said final plat be approved, and that the
Mayor and City Administrator be authorized to execute the development agreement on
behalf of the City; subject to the following conditions:
1. A final plat is approved to allow the construction of 30 multi -family units, in
accordance with the approved preliminary plat February 21, 2006 and the plans
received by the City on June 1, 2006 and revised on June 6, 2006 and June 26, 2006
except as amended by this resolution.
2. The Final Plat shall be subject to the Preliminary Plat approval granted by the City
Council on February 21, 2006 and as may be amended. (Resolution # 2006-04).
3. The development agreement must be executed by the developer and the City prior to
release of the final plat.
4. The applicant shall comply with all conditions in the City Engineer's letter dated July
28, 2006.
5. Prior to release of the final plat and resolution for filing at Washington County, the
applicant must comply with the following conditions:
a. The applicant must pay park dedication fees for the 30 units, subject to the park
dedication requirements in place at the time of filing the final plat.
b. The common interest community documents shall be submitted for review and
approval by the City Attorney.

c. The rain garden planting plan must be submitted for review and approval by city
staff.
d. Color renderings of the four different building color combinations shall be
submitted for City review and approval.
6. Prior to issuance of building permits, the applicant must comply with the following
conditions:
a. The plans must be revised to include patio and privacy fence details for review
and approval by the City. Fences shall only be allowed to provide separation
between patios and will not be allowed in rear yards or on the perimeter or the
site.
b. The buildings shall comply with the following:
i. The buildings shall be of high quality and constructed with durable
materials. Major exterior surfaces of all walls shall be vinyl siding or shake
as identified on the plans.
ii. The vinyl shake used on the buildings must be highly textured.
iii. The color palette must include those as identified on the Color Site Plan and
shown on the color rendering to be reviewed and approved by city staff to
ensure color variety and contrast on individual buildings and within the
development.
c. All mechanical equipment shall be screened with materials compatible with the
building and project landscaping. The plans must identify where gas meters and
water meters are to be located on the building elevations and how the meters will
be screened from view.
d. The final plat, development agreement and associated documents must be
recorded at the County.
e. No changes shall be made to the CIC documents unless approved by the City of
Hugo in writing. Any amendments to the CIC documents must be filed at
Washington County.
