APPROVING FINDINGS OF FACT FOR REZONING FOR CENTEX HOMES
AND PRATT INVESTMENT FOR 333 -UNITS ON THE POWERS/NEESER
PROPERTY LOCATED EAST OF ELMCREST AVENUE, WEST OF EVERTON
AVENUE AND NORTH OF COUNTY ROAD 8
WHEREAS, Centex Homes and Pratt Investment have requested reclassification of the
zoning from Future Urban Reserve to PUD (planned unit development) for a 125.28 -acre
parcel, legally described as follows:
The southwest quarter of the northwest quarter and the north half of the southwest
quarter, Section 18, Township 31 North, Range 21 West, located in Washington
County, Minnesota.
Together with
The southeast quarter of the northwest quarter of Section 18, Township 31 North,
Range 21 West, Washington County, Minnesota
WHEREAS, the Planning Commission has reviewed the request at a duly called Public
Hearing and recommends approval, and;
WHEREAS, the City Council has adopted an ordinance rezoning the affected parcel from
Future Urban Reserve to PUD;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does support the request
by Centex Homes and Pratt Investment for the reclassification of the zoning from Future
Urban Reserve to PUD for the 125.28 -acre property, based on the following findings:
1. The proposed rezoning would be consistent with the Comprehensive Plan, which
allows low density development (2-3 units per net acre) and density bonuses up to
4 units per acre. The development would allow townhomes and single family
homes at a net density of 3.38 units per acre.
2. The PUD will allow a more creative and efficient approach to land use within the
City, while at the same time protecting and promoting the health, safety, comfort,
aesthetics, economic viability and general welfare of the City.
3. The proposed development meets the intent of the PUD zoning district by
providing appropriate transitions between differing land uses within the site and
adjacent land uses, provides a landscaped streetscape, park land and land for the
school/community playfields.

4. The development would incorporate common design elements. The buildings
would have common design elements and similar landscape materials would be
used throughout the development.
5. The developer is providing sidewalks and trails throughout the development to
connect to the City trail system.
6. There is adequate Whstructare to support the proposed rezoning and
development. The developer will pave Elmerest Avenue between the County
Road 8 and the north boundary of the subject property.
