APPROVING A PUD FOR WHITE BEAR LAKE SCHOOL DISTRICT FOR THE
CONSTRUCTION OF AN ELEMENTARY SCHOOL AND GYMNASIUM ON
PROPERTY LOCATED AT THE NORTHWEST CORNER OF HERITAGE
PARKWAY AND ONEKA PARKWAY
WHEREAS, The White Bear Lake School District has requested approval of a PUD to
allow construction of an elementary school and community gymnasium on the property
legally described as follows:

WHEREAS, the Planning Commission has reviewed the PUD general plan at a duly
called Public Hearing and recommends approval, and;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
request by the White Bear Lake School District for a PUD general plan, subject to the
following conditions:
1. A PUD general plan/site plan is approved to allow the construction of an elementary
school and community gymnasium in accordance with the plans received on October
22, 2004, except as amended by this resolution.
2. Development standards for the PUD shall be as indicated on the plans dated October
22, 2004, except as amended by this resolution.
FURTHER, that the following conditions be met prior to the issuance of building
permits:
3. Prior to the issuance of a building permit, final development plans shall be submitted
for City review and approval.
4. The location and geometrics of all driveways and parking areas are subject to further
review and approval by the City at the time of final development plan approval.
5. The applicant shall submit information related to all proposed signs for review and
approval of the staff at the time of final development plan approval.
6. The applicant shall submit a lighting plan, and details of all proposed light fixtures for
review and approval by the staff at the time of final development plan approval.
7. The applicant shall submit a final landscape plan, including details of all boulevard
plantings for review and approval by the staff at the time of final development plan
approval.
FURTHER, that the following conditions be met prior to the issuance of a Certificate of
Occupancy:

8. All landscaping materials, including all boulevard plantings shall be installed.
9. All sidewalks, including sidewalks along the west side of Oneka Parkway, and the
north side of Heritage Parkway shall be constructed.
10. All rooftop mechanical equipment shall be screened from view with a treatment
compatible to the building architecture.
11. The service area shall be screened from view with a treatment compatible with the
building architecture.
FURTHER, that the following conditions be met prior to final plat approval:
12. The applicant shall comply with all conditions from the City Engineer's memo dated
October 12, 2004.
