APPROVING A COMPREHENSIVE PLAN AMENDMENT FOR THE CITY OF HUGO
FOR PROPERTY LOCATED SOUTH OF 165m BETWEEN ONEKA LAKE AND
HIGHWAY 61
WHEREAS, the City of Hugo has proposed a comprehensive plan amendment to add property to the
Metropolitan Urban Service Area (MUSA), legally described as follows:

WHEREAS, the Planning Commission has reviewed said request at a duly called public hearing and
recommends approval.
NOW, THEREFORE, BE Tr HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUGO, MINNESOTA, that it should and hereby does approve the request for a comprehensive plan
amendment for the above -referenced property, based on the following findings and subject to the
following conditions:
1. Approval of this comprehensive plan amendment is contingent upon, and subject to, the
required review and response by the Metropolitan Council.
2. The sewer plan is hereby amended to allow the subject property to be served from the
north, west, or south depending on which direction sewer first becomes available. In order for sewer
to be considered available, there must be adequate capacity and depth.
3. The property is located with the Urban Reserve, which is intended to allow urban land
use pending the availability of municipal services such as sewer and water.
4. The MUSA adjustment will connect the inconsistency between the City's zoning map and
its comprehensive plan that was created' when the City adopted a new zoning map in 1999.
5. The City requested that the landowners in the subject area fund a storm water drainage
study with the understanding that their properties would be included in the MUSA. While the
properties were rezoned in 1999 upon completion of the study, the comprehensive plan was never
amended to include the property in the MUSA.
6. The property has proximity to existing urban development and appears to have
predicable, logical development potential.
7. Adequate public infrastructure will be available to serve the site.
8. Approval of the amendment would have no negative f impact upon the City.
