APPROVING PRELIMINARY PLAT FOR LAKEVIEW HUGO LLP FOR
"FABLE HILL 2ND ADDITION" ON PROPERTY LOCATED EAST OF
ELMCREST AVENUE
WHEREAS, Lakeview Hugo LLP has requested approval of a preliminary plat to allow
the creation of 24 lots on this 20.80 -acre site legally described as follows:
The south 604.68 feet of the southwest quarter of the northwest quarter of Section
30, Township 31 north, Range 21 west, Washington County, Minnesota lying
easterly of the centerline of Elmcrest Avenue north as presently laid out and
traveled.
WHEREAS, the Planning Commission has reviewed the preliminary plat at a duly called
Public Hearing and recommends approval, and;
NOW, THEREFORE, BE 1T HEREBY RESOLVED BY THE CITY COUNCIL OF
THE CITY OF HUGO, MINNESOTA, that it should and hereby does approve the
request by Lakeview Hugo LLP for a preliminary plat, subject to the following
conditions:
1. A preliminary plat is approved to allow the creation of 24 single family lots, one
outlot and one park parcel, in accordance with the plan revisions received on July
15, 2003, except as amended by this resolution.
2. Development standards shall be as approved as part of the Fable Hill (formerly
known as Legacy) PUD, as amended.
3. The applicant shall provide copies of the HOA documents/covenants for City
review. A copy of the covenants shall be filed with the final plat.
4. The plans shall be revised to eliminate the reverse curve on the new public street
between Lot 2, Block 2 and Lot 8, Block 1.
5. The right-of-way for the public streets shall be 50 feet.
6. The main public street public street may be reduced to 28 feet in width (face to
face).
7. Street widths shall be measured back to back. The main collector street shall be a
minimum of 24 feet wide at the west entrance increasing to 28 feet on the east.
8. The developer shall work with City staff to finalize the one-way street and
parking stall widths prior to final plat approval.

9. The plat shall comply with the City's street naming system, except as otherwise
approved by the City Council.
10. The developer will pave Elmcrest Avenue between the entrance to this
development and Victor Gardens.
11. The developer shall work with the City finalize street and possible utility
installation in Elmcrest Avenue prior to final plat approval.
12. Drainage and utility easements (5 -foot side and 12 -foot front and rear) shall be
recorded with the final plat.
13. The existing drainage and utility easements shall be vacated prior to approval of
the final plat.
14. Lighting details should be provided to the City prior to construction.
15. The developer must obtain all necessary permits from Rice Creek Watershed
District.
16. The development shall comply with the Fire Chief s requirements regarding fire
flow calculations, the location of fire hydrants, fire department connections, and
fire lane signage.
17. The developer shall comply with all City requirements from the City water
resource engineer and the City Engineer.
18. Park dedication shall be finalized prior to approval of the final plat. Park
dedication may include land dedication, fees -in -lieu of dedication or some
combination of the two. Park dedication fees will be due prior to release of the
final plat for recording.
