HomeMy WebLinkAbout2002.04.01 RESO 2002-0012RESOLUTION 2002-12 JOINT RESOLUTION OF PRINCIPAL MUNICIPALITIES AFFECTED BY CSAH 14/1-35E INTERCHANGE WHEREAS, the undersigned cities of Lino Lakes, Hugo and Centerville (hereinafter "The Cities") are municipalities which lie adjacent to or near the intersection of CSAH 14 and Interstate 35E (hereinafter "the Interchange"); and, WHEREAS, the Interchange serves as the principal freeway access for commercial, residential, and permanently rural areas within The Cities; for example, growing industrial parks within the City of Hugo and Lino Lakes are served by vehicle and truck traffic from the interchange and residents of all The Cities use the Interchange for access to urban and rural residential housing in all directions; and, WHEREAS, as presently configured, the intersection consists of four (4) narrow exit/entrance lanes off of I -35E which serve CSAH 14; and, WHEREAS, CSAH 14 will soon be expanded and updated to accommodate increasing traffic from the east and west; and, WHEREAS, it is apparent to The Cities that there is a real and immediate need to upgrade and improve the Interchange to protect public health, safety and welfare. Among other problems, the Interchange has sight distance deficiencies, and its narrowness creates traffic congestion on the easterly and westerly approaches to the Interchange on CSAH 14, as well as creating congestion on I -35E; and, WHEREAS, The Cities are expecting to continue to experience substantial growth which will worsen the traffic conditions present at the Interchange and which will be sufficient to cause additional congestion on I -35E; and, WHEREAS, The Cities are aware that the Minnesota Department of Transportation has considered the CSAH 14/1-35E project as a potential candidate for improvements. NOW, THEREFORE, it is hereby mutually resolved as follows: 1. Each of The Cities has observed that the Interchange's current condition and configuration is insufficient to safely accommodate existing and expected traffic at and around the intersection, and will continue to create congestion and safety problems. 2. The Cities respectfully request that the Minnesota Department of Transportation accelerate, however possible, its consideration of improvements to the Interchange and endeavor to give the Interchange high priority for reconstruction. 3. Each of The Cities, to the extent reasonably possible, pledges to work closely with each other, the Minnesota Department of Transportation, and any other regulatory, administrative or governmental body, to accomplish improvements to the Interchange at the earliest possible time. The motion for adoption of the foregoing resolution was duly seconded by Councilmember Travis and upon vote being taken thereon, the following voted in favor thereof- Swedberg, Capra and Nelson The following voted against same: None. Whereupon said resolution was declared passed and adopted. CERTIFICATION OF RESOLUTION #02-012 STATE OF MINNESOTA) COUNTY OF ANOKA ) CITY OF CENTERVILLE) I, the undersigned, being the duly qualified City Clerk of the City of Centerville, Minnesota, do hereby certify that the attached document is a true copy of Resolution #02- 012 with the original thereof on file in the City Clerk's office and the same is a full, true and complete copy insofar as the same relates to: RESOLUTION #02-0129 APPROVING THE CITY OF CENTERVILLE ENTERING INTO A JOINT RESOLUTION WITH THE CITIES OF HUGO AND LINO LAKES REGARDING INTERCHANGE 35E AND CSAH 14. The motion for adoption of the foregoing resolution was duly seconded by Councilmember Dahl and upon vote being taken thereon, the following voted in favor thereof: Reinert, Dahl, Bergeson, Carlson and O'Donnell. The following voted against same: None. Whereupon said resolution was declared passed and adopted.
