EXTRACT OF MINUTES OF A MEETING OF THE
CITY COUNCIL OF THE CITY OF
HUGO, MINNESOTA
HELD: DECEMBER 19, 2002
Pursuant to due call and notice thereof, a special meeting of the City Council of the City
of Hugo, Washington County, Minnesota, was duly held on the 19th day of December, 2002 at
7:00 p.m.
The following members of the Council were present: Mike Granger, Chuck Haas, Becky
Petryk, Frank Puleo, and Fran Miron
and the following were absent: NONE
Member Fran Miron introduced the following resolution and moved its adoption:
RESOLUTION NO. 2002-74
A RESOLUTION OF THE CITY OF HUGO APPROVING THE ADMINISTRATIVE
AMENDMENT TO THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT
FINANCING (REDEVELOPMENT) DISTRICT NO. 1-1
A. WHEREAS, the City of Hugo, Minnesota (the "City") has heretofore established
Tax Increment Financing (Redevelopment) District No. 1-1 within Municipal Development
District No. 1 and adopted a Tax Increment Financing Plan therefore; and there is a proposal to
amend the Tax Increment Financing Plan for Tax Increment Financing (Redevelopment) District
No. 1-1 under the provisions of Minnesota Statutes, Sections 469.174 to 469.179 and Sections
469.124 to 469.134 (the "Act"); and
B. WHEREAS, the City has prepared an Administrative Amendment to the Tax
Increment Financing Plan for Tax Increment Financing (Redevelopment) District No. 1-1,
reflecting the amended budget (the "Amendment"); and
C. WHEREAS, the City has performed all actions required by law to be performed
prior to the approval of the Amendment; and
NOW,.THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo:

1. The City finds, determines and declares that with respect to the Amendment:
(a) The City is not modifying the boundaries of Tax Increment Financing
(Redevelopment) District No. 1-1 nor increasing the budget in the Tax Increment
Financing Plan therefore, but is, however, making an administrative amendment thereto.
(b) The City reaffirms the findings previously made with respect to Tax
Increment Financing (Redevelopment) District No. 1-1.

(c) The Amendment conforms to the general plan for the development of the
City as a whole.
2. The Amendment conforms in all respects to the requirements of the Act and will
help remedy conditions preventing development necessary to provide employment opportunities
to improve the tax base, to improve the general economy of the State and thereby serves a public
purpose and will afford maximum opportunity, consistent with the sound needs for the City as a
whole, for the development or redevelopment of the project area by private enterprise in that the
intent is to provide only that public assistance necessary to make the private developments
financially feasible.
3. The Amendment is hereby approved.
4. The City Administrator is authorized and directed to file a copy of the
Amendment with the Commissioner of Revenue.
The motion for the adoption of the foregoing resolution was duly seconded by member
and upon vote being taken thereon, the following Becky Petryk voted in favor thereof: Mike
Granger, Chuck Haas, Becky Petryk, and Fran Mron

and the following voted against the same: NONE
Whereupon said resolution was declared duly passed and adopted.
