A RESOLUTION ESTABLISHING THE TIMES AT WHICH
THE PUBLIC MAY USE PARK FACILITIES
WHEREAS, the City of Hugo has established a system of parks and recreational areas
for the use and enjoyment of its citizens; and
WHEREAS, such system of parks and recreational areas is expected to grow with the
community; and
WHEREAS, it is common for the City's park land to be located in close proximity to
residential neighborhoods; and
WHEREAS, the City parks are not commonly illuminated during periods of darkness;
and
WHEREAS, the safety of the public using the park system is of great concern to the
City of Hugo; and
WHEREAS, it is the intent of the City of Hugo to maintain a period of rest and repose in
its residential neighborhoods during certain periods of time; and
WHEREAS, the City's Parks, Recreation, and Open Space Advisory Commission has
recommended the adoption of permitted hours for the public's use of City parks;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hugo,
Washington County, Minnesota, that unless otherwise designated by the City Council,
City parks shall be closed to public use from the hours of 11:00 p.m. to 6:00 a.m. daily.
Upon roll call, members voting AYE: Barnes, Haas, Leroux, Petryk, Stoltzman
Voting NAY: NONE
Whereupon said resolution was declared passed and adopted by the Hugo City Council
this 19th day of July, 1999.
