HomeMy WebLinkAbout1998.03.02 RESO 1998-0007RESOLUTION 1998-7 A RESOLUTION ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR THE FENWAY BOULEVARD/AVENUE IMPROVEMENT PROJECT. WHEREAS, the City Council has received a feasibility report prepared by the City Engineer for the construction of Fenway Boulevard from 130th Street, north to 140th Street, and the construction of Fenway Avenue from 140th Street, north to 142nd Street, dated January 14, 1998; and WHEREAS, Fenway Boulevard is eligible for funding through the State of Minnesota's State Aid Street Construction Program; and WHEREAS, the City has received and set aside development impact fees for the improvement of Fenway Avenue amounting to one-half the cost of constructing the street; and WHEREAS, the City has received appraisals on certain properties abutting the proposed improvement demonstrating an increase in value due to the project; and WHEREAS, the City Council has ordered a benefit appraisal be performed on 5326140th Street North, due to the need to acquire additional roadway easement across this property; and WHEREAS, in order to be able to bid and construct the project this year, it is necessary to proceed with the preparation of the plans and specifications for the proposed improvement project in a timely manner, NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY, MINNESOTA THAT: 1. A Public Hearing be scheduled for the proposed improvements to Fenway Boulevard and Fenway Avenue as soon as the proposed assessment roll can be modified to reflect any benefit identified for 5326 140th Street North, and public notice can be provided in accordance with Minnesota Statutes, Chapter 429. 2. Tom Angus of OSM is hereby designated the engineer for the improvement, and he is directed to prepare plans and specifications for the Improvement of Fenway Avenue and Fenway Boulevard by the construction of bituminous paving, curb and gutter, sanitary sewer, and municipal water. Upon roll call, the following members voting AYE: Warren Arcand, Debra Barnes, Andrew Goiffon, James Leroux, Fran Miron Voting NAY: NONE Whereupon said resolution was declared passed 71t= , 1998.
