EXTRACT OF MINUTES OF A MEETING OF THE
CITY COUNCIL OF THE CITY OF HUGO, MINNESOTA
Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Hugo,
Washington County, Minnesota, was duly called and held at the City Hall in Hugo on the 4th day of May,
1998, at 7:00 o'clock P.M.
The following members were present: Warren Arcand, Debra Barnes, Andrew Goiffon,
James Leroux, Fran Miron
and the following were absent: NONE
Member Fran Miron introduced the following resolution and moved its adoption:
RESOLUTION 1998-18
RESOLUTION CALLING FOR PUBLIC HEARING
ON THE CREATION OF AN ECONOMIC
DEVELOPMENT AUTHORITY
A. WHEREAS, Minnesota Statutes, Sections 469.091 to 469.108 (the "State Law") authorizes
the City of Hugo to establish an economic development authority; and
B. WHEREAS, the State Law requires that the creation of an economic development authority
must be by written resolution referred to as the enabling resolution, and that before the adoption of the enabling
resolution, a public hearing must be held;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the Hugo, Minnesota, as follows:
1. Mme. This Council shall meet at the time and place specified in the form of notice attached
hereto as Exhibit A for the purpose of holding a public nearing on a proposed enabling resolution to create an
economic development authority.
2. Notice of Public Hearing. The City Clerk is hereby authorized and directed to cause notice
of the time, place and purpose of said meeting attached hereto as Exhibit A to be published in a newspaper of
general circulation within the City once a week for two consecutive weeks, with the first publication appearing
not more than thirty (30) days in advance of date of the public hearing.

The motion for the adoption of the foregoing resolution was duly seconded by member/and, after full
discussion thereof and upon a vote being taken thereon, the following voted in favor thereof:
Warren Arcand, Debra Barnes, Andrew Goiffon, James Leroux, Fran Miron
and the following voted against the same: NONE

I, the undersigned, being the duly qualified and acting City Clerk of the Hugo, Minnesota, DO
HEREBY CERTIFY that I have carefully compared the attached and foregoing extract of minutes with the
original minutes of a meeting of the City Council held on the date therein indicated, which are on file and of
record in my office, and the same is a full, true and complete transcript therefrom insofar as the same relates
to the public hearing on the proposed enabling resolution creating an economic development authority.

NOTICE OF PUBLIC HEARING
ON A PROPOSED ENABLING RESOLUTION TO
CREATE AN ECONOMIC DEVELOPMENT AUTHORITY
NOTICE IS HEREBY GIVEN that the City Council of the Hugo, Minnesota (the
"City") will meet on June 1, 1998 at 7:05PK at the City Hall in Hugo, Minnesota, for the
purpose of conducting a public hearing on a proposed enabling resolution authorizing the
creation of an economic development authority for the City of Hugo. State Law
authorizes cities to establish economic development authorities for the purpose of
promoting and assisting economic development and redevelopment. To create an
economic development authority, the City must adopt an enabling resolution which must
set forth, at minimum, the number of commissioners constituting the economic
development authority. The draft enabling resolution establishing an economic
development authority for the City (the "Authority") will provide for the five members of
the City Council to be the Commissioners of the Authority and for the Authority to have
the ability to exercise all powers available to an Authority, unless otherwise specifically
restricted by the City in an amendment to the enabling resolution. A draft copy of the
enabling resolution will be available for public inspection at the City Hall on May 15,
1998. All persons interested may appear and be heard at the time and place set forth
above.
