EXTRACT OF MINUTES OF MEETING OF
THE CITY COUNCIL OF THE
CITY OF HUGO, MINNESOTA
HELD: September 16 , 1996
Pursuant to due call and notice thereof, a regular
meeting of the City Council of the City of Hugo, Minnesota, was
duly held at the City Hall in said City on the 16th day of
Sept. , 1996, at 7 o'clock P.M.
The following members were present:
Tim Agness, Debra Barnes, Andrew Goiffon, James Leroux, Fran Miron
and the following were absent: NONE
Member Fran Miron introduced the following
resolution and moved its adoption:

RESOLUTION CALLING FOR AN ELECTION ON
$1,100,000 GENERAL OBLIGATION BONDS OF 1996
BE IT RESOLVED by the City Council of the City of Hugo,
Minnesota, as follows:
1. Project. This Council has investigated the facts
and does hereby find, determine and declare that it is necessary
and expedient to finance a fire station for the City.
2. Election. The proposition of authorizing the
issuance of $1,100,000 General Obligation Bonds for said purpose
shall be submitted to the qualified electors of the City at the
general election to be held on November 5, 1996. Said election
shall be held between the hours of seven o'clock a.m. and eight
o'clock p.m. The polling places shall be the Hugo City Hall
located at 5524 Upper 146th Street North for Ward 1, the American
Legion Club #620 located at 5736 - 147th Street North for Ward 2
and the Rice Lake Park Building located at 7032 - 137th Street
North for Ward 3, in the City of Hugo, Minnesota.
3. Notice and Ballot. The Clerk -Treasurer is hereby
authorized and directed to post according to law a Ballot and
Notice of Election combining the information required as to

offices to be filed with the information set forth on the
following form, and to prepare ballots for use at said election,
which information relating to the question in the combined notice
and ballot (as provided above) shall be in substantially the
following forms:

NOTICE
OF ELECTION
NOTICE IS HEREBY GIVEN that an election on a question will
be held as part of the general election in and for the City of
Hugo, Washington County, Minnesota, on November 5, 1996, between
the hours of seven o'clock a.m. and eight o'clock p.m., at which
time the following question will be submitted:
"Shall the City of Hugo, Minnesota, be authorized to
issue its fully registered general obligation bonds in
an amount not to exceed $1,100,000 to defray the
expense of the acquisition and betterment of a fire
station?"
The polling places for said election will be the Hugo City
Hall located at 5524 Upper 146th Street North for Ward 1, the
American Legion Club #620 located at 5736 - 147th Street North
for Ward 2 and the Rice Lake Park Building located at 7032 -
137th Street North for Ward 3, in the City of Hugo, Minnesota, at
which places all of the qualified electors of the City residing
within the Ward with respect to which polling place has been
established may cast their ballots.

QUESTION, YOU ARE VOTING FOR A
PROPERTY TAX INCREASE.
The maximum amount of increased levy as a
percentage of market value is .91107 g .
The amount that will be raised by the new
referendum tax rate in the first year it is
to be levied is $149,809
INSTRUCTION TO VOTERS:
If you wish to vote in favor of the above proposition,
connect ; the -arrow, before the word "YES". If you wish to
vote against the above proposition, connect the arrow
before the word "NO".
(NOTE: On the back of each ballot shall be printed the words
"Official Ballot", the date of the election and lines
for the initials of the judges.)

4. Election Judges. The persons appointed judges for the
general election are appointed judges for said election.
5. Manner; Canvass. Said election shall be held and
conducted in accordance with the statutes of the State of
Minnesota applicable, and the Council shall meet as required by
law for the purpose of canvassing said election and declaring the
results thereof.
The motion for the adoption of the foregoing resolution was
duly seconded by member Debra Barnes and, after full
discussion thereof and upon a vote being taken thereon, the
following voted in favor thereof:
Tim Agness, Debra Barnes, Andrew Goiffon, James Leroux, Fran Miron
and the following voted against the same: NONE
Whereupon said resolution was declared duly passed and
adopted.
