HomeMy WebLinkAbout1996.10.21 RESO 1996-0012RESOLUTION 1996-12 A RESOLUTION ESTABLISHING AN ACCOUNT TO FUND THE CONSTRUCTION OF A PORTION OF 1507H STREET, AND DIRECTING THE CITY ENGINEER TO LET BIDS ON THE PROJECT WHEREAS, the City of Hugo has entered into an Assignable Option to Purchase with the U.S. Postal Service, dated September 18, 1995, agreeing to sell the Postal Service property for the construction of a new Post Office; and WHEREAS, in said Agreement the City has committed to the construction of a portion of 150th Street, as well as related water and sanitary sewer utilities, to serve the site of lire new Post Office; and WHEREAS, the City Engineer has been directed to prepare plans and specifications for construction of the improvements; and WHEREAS, the City Engineer has prepared such plans and speoi8cations in cooperation with the Postal Service's architect for the proposed new Post Office; and WHEREAS, the City Engineer has estimated the cost for the construction of the improvements at $211,720; and WHEREAS, the Postal Service has requested an ami to the Agreement, which would require the City to post an escrow to guarantee the construction of 150th Street and related utilities to serve the Post Office site, as well as assign the contract for construction of the street and utilities to the Postal Service, and WHEREAS, the amendment of the Agreement, as proposed, would not be advantageous to the City, but the City wishes to insure that the terms and conditions of the Agri will be adhered to by the City, NOW, THEREFORE, BE IT RESOLVED by the City of Hugo, Washington County, Minnesota. that: 1. The City's Finance Director is hereby directed to establish a separate acct known as the 150th Street Improverrhent Fund for the construction of 150th Street and related sewer and water services. Such account is to be used solely to pay for the construction of said improverrhents, in accordance with the City's Agreement with the U.S. Postal Service, until such time as the City Engineer certifies the project to be completed. 2. $120,600 is hereby transferred fioom the Utilities Fund, and $91,200 is transferred from the General Fund into the 150th Street Improvement Fund. 3. The City Eagiucer is directed to provide a copy of the plans and specifications for 150th Street, with related improvements, to the Postal Service. 4. The City Engineer is directed to coordinate the construction of 150th Street and related improvements with the Postal Service, and to advertise for bids on the project immediately following receipt of written notice from the Postal Service that it has awarded a cambia for construction of the new Post Office on the site agreed to. The City will utilize its best efforts to complete the improverneets by June 20th, 1997, acknowledging that at least four (4) months notice is r Vnvd firm the Postal Service in order to let bids and complete the work. 6. The final lift of bituminous surfacing for 150th Street will not be laid until after the first freezefthaw cycciee following its construction.
