WASHINGTON COUNTY GROWTH MANAGEMENT ACT 1994
WHEREAS, Representative Pam Neary has proposed radical
legislation entitled, "The Washington County Growth Management Act of
1994", and
WHEREAS, the Hugo City Council has reviewed the information
currently available regarding the Act, including the handouts provided by
Representative Neary, and attendance at community forums hosted by
Representative Neary, and
WHEREAS, the City of Hugo objects to any legislation that would
remove or limit local control of land -use decisions, and
WHEREAS, the City of Hugo objects to the direct taxation of the
community in order to support redevelopment in St. Paul and other
communities, and
WHEREAS, the limits placed on the Municipal Utilities Service
Area (MUSA) in the Act would freeze local land -use patterns, thereby
hindering effective community planning;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of Hugo,
Washington County, Minnesota that it is strongly opposed to the proposed
Washington County Growth Management Act of 1994, as presented.
Members voting AYE: Barnes, Brunotte, Leroux, Miron, Stoltzman
Members voting NAY: NONE
Whereupon said resolution was declared passed and adopted this 22nd day of
February, 1994.
