RESOLUTION APPROVING WATER SYSTEM IMPROVEMENTS AND
AUTHORIZING IMPLEMENTATION OF FINANCING PLAN
WHEREAS, the City Council has identified water -system improvements as
their top priority for the 1992 calendar year, and
WHEREAS. the City Engineer has prepared and submitted a water -system
plan for the making of the water -system improvements needed, and
WHEREAS, the City staff has submitted various financing options for
the making of said water -system improvements, and
WHEREAS, a public hearing has been held to secure public input on
this Capital Improvements Project, and
WHEREAS, the estimated cost of the proposed water -system improvements
is $1,492,000.00;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO,
WASHINGTON COUNTY, MINNESOTA, AS FOLLOWS:
1. The water -system plan, as prepared by the City Engineer, dated
12/11/91y is hereby accepted.
2. The City Engineer and City Administrator are hereby directed to
identify an appropriate well and water tower site location, and
proceed with acquisition of same.
3. The City Engineer is hereby directed to proceed with preparation of
plans and specifications and other research necessary for the
implementation of the water -system improvements, identified as one
500,000 gallon elevated storage tank, one well & pump house, and water
main improvements.
4. The financing plan, as prepared by the City staff, is hereby adopted.
5. The financial consulting firm of Ehlers and Associates is hereby
designated as the City's financial consultant.
6. The financing of these improvements may be made by tax levy, water
availability charges (WAC), utility rates, development impact fees,
tax increment financing, and/or assessments.
Upon roll call, Council members voting AYE: Barnes, Brunotte, Jesinski,
Miron, Stoltzman
Voting NAY: NONE
Whereupon said resolution was declared passed and adopted this 18th day of
February, 1992.
