RESOLUTION ESTABLISHING POLICY FOR USING CITY STREETS
TO CONDUCT BLOCK PARTIES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUGO, WASHINGTON COUNTY,
MINNESOTA, AS FOLLOWS:
Block parties utilizing "Dead End" or cul-de-sac streets within the City
of Hugo may be permitted on a case-by-case basis, subject to Council
approval and compliance with the following conditions:
1. No alcoholic beverages may be sold without securing the appropriate
license and providing required dram shop insurance.
2. All activities must take place within an area starting at the end of
the street or cul-de-sac and running 300^ or to the nearest
intersection, whichever is the lesser of the two.
3. All requests for use of City streets shall identify the individual
responsible for compliance with this policy.
4. All block parties shall be limited to residents in the immediate area.
5. No block party shall begin before 12:00 Noon or continue past 10:00PM.
6. Requests for block parties shall specify the exact times during which
the activity will take place.
7. Permit recipients are encouraged to limit of noise generated by the
block party to 65 decibels at a distance of 100 yards from the
perimeter of the event.
8. The roadway to be utilized must be properly barricaded with
appropriate markings and warnings, as per the Minnesota Manual on
Traffic Control Devices.
9. All barricades and signs shall be secured from the City prior to 12:00
Noon on Friday before the event, and shall be returned to the City
prior to 12:00 Noon on the Monday following the event.
10. No vehicles shall be allowed in or out of the barricaded area during
the time of the event, as identified in the application to the City.
11. No motorized vehicles are to operate within the barricaded area except
for emergency purposes.
12. The appropriate barricades and signs shall be put up no sooner than
one hour before the event starts, and must be taken down no later than
one hour after the event is over.
13. The applicant shall be responsible for damaged or stolen barricades or
signs, leased to the neighborhood for the event. A damage deposit of
$100.00 is required.
14. No glass containers shall be allowed in the City street.
15. The applicant shall be responsible for clean up on-site within 24
hours of termination of the event.
16. A $35.00 fee shall be charged for lease of the barricades and signs
required for this event.
17. All property owners, whose driveways are included within the
barricaded area, must consent to the barricading of the street during
the event.
Upon roll call the following members voting AYE: Brmnotte, Jesinski,
McAllister, Miroxm, Stoltzman
Member voting NAY: NONE
Whereupon said resolution was passed and adopted this 15th day of July,
